Fire at Petronas’ RAPID oil refinery quickly tamed

A fire was brought under control early on Friday after an explosion at a Malaysian oil refinery being developed by state oil firm Petronas, which was testing its facilities ahead of planned commercial operations later this year.

RAPID, or Refinery and Petrochemical Integrated Development, will anchor the Pengerang Integrated Complex (PIC) and is Petronas’ biggest domestic investment, made in a 50-50 partnership with Saudi Arabia’s state-owned Saudi Aramco.

The explosion and fire occurred at about 1:25 a.m. on Friday (1725 GMT on Thursday) at the plant’s atmospheric residue desulphurisation unit (ARDS), which is in its commissioning stage, Petronas said in an updated statement.


Petrol dealers laud direct transfer of fuel subsidy to B40

PETROL dealers associations applaud the government’s proposal to deposit fuel subsidy directly into recipients’ accounts as it is a win-win solution for all.

The dealers said the direct debit method to recipients’ bank accounts would save the government and petrol station operators from having to incur transaction costs, while promoting a systematic and seamless disbursement of funds.

Petrol Dealers Association of Malaysia president Datuk Khairul Annuar Abdul Aziz told The Malaysian Reserve (TMR) that the mechanism, should it be implemented, would allay concerns of additional cost, backlog and congestion issues among users and dealers at the petrol stations.

Firm fined RM18m over pipeline projects

Suria Strategic Energy Resources Sdn Bhd (SSER), a subsidiary of the Ministry of Finance which carried out two petrochemical and gas pipeline projects worth RM9.4 billion, was on Friday fined RM18 million by the Sessions Court here for failing to comply with Bank Negara Malaysia conditions.

Among the offences were that SSER had issued loan funds from The Export-Import Bank of China not based on the progress of the Multi-Product Pipeline (MPP) and Trans-Sabah Gas Pipeline (TSGP) projects and paid RM8.3 billion or 88 per cent of the cost of construction of RM9.4 billion for the two projects to the contractor, China Petroleum Pipeline Engineering Co Ltd (CPP), when work progress was only at 13 per cent.

Judge Manira Mohd Noor meted the sentence on SSER, which was represented by Kishan Narendra Jasani (a representative appointed by the board of directors for the court case), after he pleaded guilty to six charges on behalf of the company as the accused.


World’s Largest STS Transfer Hub Comes in Malaysia

KA Petra, a Malaysian ship-to-ship (STS) transfer specialist, has signed a Heads of Agreement (HOA) with Hutchison Port Holdings to jointly develop the world’s largest STS transfer hub in the country.

Under the terms of the HOA, KA Petra will have 70% interest in the project, whilst Hutchison Ports will take a strategic 30% stake.


Malaysian government, Petronas form offshore security initiative

Petronas has entered a collaboration with the Malaysian Maritime Enforcement Agency to safeguard the country’s offshore oil and gas facilities.

Abdul Jalil Zainul, Petronas’ Head of Strategic Relations said the aim was to avoid incidents such as maritime accidents, encroachment and fish bombings, and potential crises or disasters within the oil and gas operation areas.

“There are close to 300 offshore oil and gas facilities in the South China Sea, with numerous safety and security challenges,” he said, “and most of these threats were found to occur within the safety zone and restricted areas surrounding the offshore upstream installations.”

My technical division will be hosting a 1 day course on the 4th July 2019. It is worth 6.5 CPD points, and held at Wisma IEM. The course will be presented by your’s truly, so come and heckle me.

In the Layer of Protection methodology, a Safety Instrumented Function (SIF) designed to eliminate the cause of a risk or minimize the consequence of an event. The expectation of the SIF’s reliability to perform upon demand must be defined so that it is designed appropriately. The Safety Integrity Level (SIL) study is a tool used this. This full day course is designed to educate participants in the SIL process from the perspective of a SIL team member.

Ir. Razmahwata Bin Mohd Razalli has 20 years of experience in the oil and gas industry, in both design and operations. He joined ExxonMobil Exploration and Production Malaysia Inc shortly after graduation in 1995. In 1998, he was reassigned to EMEPMI’s operations department. His responsibility was to provide technical support to an offshore production facility. His tasks were varied, included troubleshooting day to day challenges, managing retrofit projects, and leading safety cases. He was made the Company’s custody metering engineer in 2001, charged with leading the exercise to ensure the Company compliance with industry and company specifications was enhanced. Whilst in Poyry, Ir. Razmahwata has been a Senior Process Engineer for SembCorp’s Betara project. He has HAZOP, HAZID and SIL workshop leadership experience on offshore facilities. He has recently worked on a secondment providing detailed design services to a tanker to FPSO conversion project in Singapore. He supported ExxonMobil in developing measurement manuals, and leading an exercise to validate 59,000 line items. He is currently the Lead Engineer of IGL Services Sdn Bhd.

TNB: Drop in coal, gas prices won’t affect electricity tariff

The recent drop in global coal and gas prices would not likely affect the electricity tariff in Malaysia as they are still higher than the base prices set during the three-year revision in 2018, says Tenaga Nasional Bhd (TNB).

Chairman Tan Sri Leo Moggie said the current coal and gas prices of about US$90 per tonne and RM28 per MMBtu are higher than the US$75 per tonne and RM27.20 per MMBtu during the revision.
