Cheaper RON95 petrol by Mid-Year

KUALA LUMPUR: RON95 petrol will be introduced by the middle of this year to provide a cheaper fuel option for the masses.
At the same time, a higher tax will be levied on RON97 to subsidise RON95.

This was revealed by Domestic Trade and Consumer Affairs Minister Datuk Shahrir Abdul Samad. A chart on how the retail price of petrol is determined will be provided to the public next week.

The chart will help answer queries and explain how the pricing mechanism works.

RON95, although of a higher grade than RON92, will be priced at the same level as RON92.
Shahrir explained that RON95 was a basic grade of petrol which could be used by virtually all vehicles with the exception of some luxury cars.

“We will introduce RON95 by June or July. RON95 is about 10 sen to 11 sen cheaper than RON97. RON92 is currently priced at RM1.70. We will price RON95 at about the same,” he said after launching the Tesco-RHB Credit Card and Tesco-RHB Debit cards in Tesco Ampang yesterday.

Shahrir said the pricing of RON95 would be based on the Automatic Pricing Mechanism (APM). Prior to this, there was no price crisis and there was no need to explain on how the mechanism worked, he said.

The pricing of petrol at kiosks is based on the Mean of Platts Singapore (MOPS), a regional fuel price monitor.

“Should the MOPS price go below US$40 (RM142) a barrel then retail fuel price will fall. If MOPS is above US$78 per barrel, retail fuel price will increase,” he said.

I was interested in this story from The Star both as a diver and someone who works offshore. There are stories about whale sharks who circle platforms, giving the staff onboard a treat at seeing these rare, gentle creatures. One was dubbed the ‘Platform Supervisor’ for this habit of circling the asset, keeping an eye on it from every angle.

Petrol Prices Drop in Malaysia – Not!

For those of you expecting a price drop every 2 weeks, this week bucks the trend. Petrol in Malaysia is still RM1.80 per liter.

Linking to my other article on comparative pricing, the US gas price on 2nd Jan 2009 is RM1.481 per liter (USD1.624 per gallon).


Reminded – Not all Accidents Happen at Site

While driving near my house, I saw an accident where concrete struts had fallen off the transporting truck. This brings home that accidents and incidents don’t only happen at site, but can happen during the commute to and from the site. Think of it, equipment is being transported by third parties, who claim that they meet your safety expectations, through civilian traffic which definitely doesn’t meet your safety expectations here in Malaysia.

If I was doing a risk assessment and having to fill this out on a risk matrix, the consequence of getting bad publicity (do you still want your logo on the equipment being transported?) is high, compared with an accident happening in the remote reaches of Kalimantan, or just havingĀ  you stuff sink to the bottom of the South China Sea.

Of course, imagine if the cement had dropped onto an occupied vehicle which happened to be next to the truck at the time of the incident.

MOGSEC – MOG(small)EC

There is an organization called the Association of Malaysian OilĀ & Gas Engineering Consultants, acronym MOGEC. Its stated objective is to

foster a closer relationship among the oil and gas engineering consultants

Ā If you look the MOGEC members, it seems as if itĀ is a list of big boys in the O&G consulting industry. Now, are the aims of these entities the same as say those who are starting out in the field? They might be focused on:

  • protectionism of their pie.
  • cooperation to improve economies of scales
  • self – interest in tailoring work to suit the Procurement, Construction and Consulting arms of their respective conglumerates.
  • Possibly distributing work to their overseas partners.

What about the smaller engineering companies? They have different things to worry about:

  • Getting work from big boys.
  • promoting their services viewed as niche markets.
  • Promoting their names.
  • Growing specialised services locally.
  • Getting put (and knowing off) the appropriate lists to get on, and people to talk to.
  • Malaysianization of their operations.
  • Access to financial instruments more suited to their scale.

So, do you think that another industry body, which I propose calling MOGSEC, be appropriate, and would it get support?

Don’t get me started on MOGSCĀ (which is pronounced mogs-see).
