Tales from the Engineering Floor – Sorry, We’re Flooded

After paying our pound of flesh, we expected a vendor to send us a software lease license post haste. After waiting for a few days, we asked the vendor why the license hadn’t shown up yet.

Their response? Their server room was flooded, so they weren’t able to pull up their records and send us our purchase.

For want of a drain hole, a week’s worth of time was lost.

Tailored Tender Exercises

As an engineer, I’ll start with my definition: an activity whereby a party seems to legitimately seek offers to do or perform an act which the party offering. The party is expected to select a winning offer based on unbiased technical or commercial evaluations.

However, the activity is a sham, as the winning party has been pre-selected, and exercise has been rigged such that the wanted party is selected.

How would one go about maneuvering the tender to award the selected party?

  • If the evaluation process will never ever be audited, select the favoured bidder.
  • explicitly mention that equipment XXX or specialist YYY is required to be supplied or used in the exercise. Then collude with XXX or YYY so that they will supply or work exclusively with the favoured bidder. An example may be that the bid package writer states only one brand of valve is required.
  • Provide insufficient time to prepare a bid, while giving the favoured bidder information beforehand. For example, allowing 3 days to prepare the Proposal while requiring the submission of datasheets and P&IDs as part of the Proposal
  • Deliberately provide a vague scope of work, while demanding that bidders provide a firm lump sum price. The vaguer the better. An example would be that the work will comprise of 1-10 work packages, each of various sizes.

However, it may be difficult to distinguish whether it is a tailored tender exercise or an inexperienced, unqualified scapegoat was assigned to prepare the tender package.

There is a walk-in interview on the 26-27 April for Production Technicians, and 26-28 April for Planner (Mech, I&E), Fitters, Technicians. It will be held at MS Garden Hotel, Lot 5-10, Lorong Gambut, Off Jalan Berserah, Kuantan.

Food recommendation? Saturday’s lunch was provided by the IEM’s AGM, and the annual dinner was held at the Sime Darby Convention Centre.

As for a book recommendation, how about something from Terry Pratchett? I think I own all the Discworld novels, as they appeal to my sense of humour. Go pick up the latest book, Unseen Academicals (Discworld)
, though I think Sir Pratchett’s writing is tending towards dark humour. His earlier writings are the literal equivalent of Black Adder, though if anyone compares this classic series to Mr. Bean, we will get medieval (pun intended) on your rear.

From The Star – Plant in peninsula to ensure LNG supply continuity

Here’s a sign that PETRONAS is definite that there will not be enough local gas production offshore Peninsular Malaysia. And hopefully, our solution is to get gas from East Malaysia. But is it still uneconomical to pipe the gas, rather than convert to LNG, stuff into carriers and ship to the Peninsular?

AS part of an effort to address the rising demand for gas amid a diminishing natural gas supply in Peninsular Malaysia, it has been revealed that a new LNG (liquefied natural gas) regassification plant will soon be built.

Analysts who attended a recent briefing session with PETRONAS Gas Bhd learnt of the plan from its managing director, Samsuddin Miskon.

No formal announcement about the plan has been made yet by parent company Petroliam Nasional Bhd (PETRONAS), but it is understood that the main reason for the regassification plant is to ensure the continuity of gas supply in the peninsula.

How does that equation come about?

Well, the regassification plant will enable PETRONAS Gas to take in more gas supply from third parties as the capacity to convert liquefied gas into gas for end- users will be enhanced.

IEM Shout Out – Visit to SGL Carbon Sdn Bhd

This is a shout out for the IEM. My Technical Division will be organising a visit to SGL Carbon on April 24th, 2010.

SGL Group – THE CARBON COMPANY – is the largest producer of carbon and graphite products worldwide. The business portfolio of SGL Group consists of three Business Areas which are Performance Products (BA PP), Graphite Materials & Systems (BA GMS) and Carbon Fiber and Composite (BA CFC) respectively

The purpose of this visit is to have an overview of the integrated production processes for graphite electrode and graphitized cathode and the high level of engineering and technology employed in the project which is currently in its Phase 2.
