PETRONAS May Begin Ethiopian Gas Exports in 2015

Yo, PETRONAS staff who volunteer to go to dangerous places like Iraq because the pay is higher. Well, if you’re reading this, get ready for a windfall in 2015.

July 2 (Bloomberg) — Petroliam Nasional Bhd., Malaysia’s state-owned oil company, may begin exporting natural gas from Ethiopia in five years, when production starts at a plant it is building in the country, a Mines Ministry official said.

Fields being developed by Petronas in Ethiopia contain as much as 4 trillion cubic feet of gas, Eshetu Chala, senior economist at the Addis Ababa-based ministry, said in an interview yesterday in Kampala, Uganda. Annual production figures have yet to be determined, he said.


Chee Meng – Halal Status

A concerned reader on my blog said that Chee Meng has recently been investigated by JAIS for misusing a halal logo.

Since I know the boss, I decided to ask him point blank if it was his shop that was investigated.

Short answer: no.

Those of you  familiar with Jln Bukit Bintang know that there are more than 2 chicken rice shops. Chee Meng is here, the shop that was raided is here.

SAUDI ARAMCO TO DRILL HUNDREDS OF WELLS THIS YEAR

Saudi Aramco (Saudi Arabian Oil Company) will drill at least 300 development wells on and offshore and 48 exploratory wells this year, an executive said.

“We are proceeding with our development and exploration program, and this year we are going to drill 48 exploration wells and 300 plus development wells”, Zuhair Al Hussain, Vice President for drilling and work-over at Saudi Aramco, told the press this week on the sidelines of an industry event.

Saudi Aramco would maintain the level of rigs it is now operates at 96, of which 17 are for exploration and the rest for development wells, Hussain said.

Decreased activity on oil last year led to a fall in the number of rigs used in the Kingdom to 104 from 130.

Tales from the Engineering Floor – All your Autogates are Belong to Us

I was travelling through LCCT recently. As I approached the autogate, lo and behold, the autogate was cordoned off, with a large red display on the screen to the effect of ‘warning: virus detected!’. I guess someone was trying to surf on the autogate? Why the heck is a national security device not hardened against malware attacks?

Anyhow, I now know what the official antivirus software for the autogate is: ESET Nod32. Go purchase yourself a copy.

Tailored Tender Exercises

As an engineer, I’ll start with my definition: an activity whereby a party seems to legitimately seek offers to do or perform an act which the party offering. The party is expected to select a winning offer based on unbiased technical or commercial evaluations.

However, the activity is a sham, as the winning party has been pre-selected, and exercise has been rigged such that the wanted party is selected.

How would one go about maneuvering the tender to award the selected party?

  • If the evaluation process will never ever be audited, select the favoured bidder.
  • explicitly mention that equipment XXX or specialist YYY is required to be supplied or used in the exercise. Then collude with XXX or YYY so that they will supply or work exclusively with the favoured bidder. An example may be that the bid package writer states only one brand of valve is required.
  • Provide insufficient time to prepare a bid, while giving the favoured bidder information beforehand. For example, allowing 3 days to prepare the Proposal while requiring the submission of datasheets and P&IDs as part of the Proposal
  • Deliberately provide a vague scope of work, while demanding that bidders provide a firm lump sum price. The vaguer the better. An example would be that the work will comprise of 1-10 work packages, each of various sizes.

However, it may be difficult to distinguish whether it is a tailored tender exercise or an inexperienced, unqualified scapegoat was assigned to prepare the tender package.

Of course, we didn’t expect PETRONAS to list any of their star entities. My comments: Can someone tell me if  MMHE is the preferred fabricator of choice, esp for deep water structures? As for the Petrochemical entity, I expect profits to drop once PETRONAS Gas goes ahead and finds the guts to revise gas prices.

Now, if they listed PETRONAS Carigali Sdn Bhd, Putrajaya Holdings, PETRONAS NGV, Institute Teknologi Petroleum PETRONAS, these would be game changers.

Dateline 2010-04-09:

KUALA LUMPUR: The proposed listing of Petroliam Nasional Bhd’s (Petronas) petroleum chemicals business and its heavy engineering arm will bring about a potential rerating of O&G supporting companies, says OSK Research.

The research house said on Friday, April 9 that currently, the O&G sector is trading at an attractive average PER of 13x FY10 EPS and 11x FY11 EPS.

“We believe that if Petronas floats these 2 businesses at a higher PER valuation, this would bring about a potential rerating of O&G supporting companies, some of which are still trading at single digit valuations due to the nature of their business and the lack of excitement in the sector,” OSK Research added.
