Schlumberger picks KL as hub in Asia Pacific

I take it we are entering that business phase of ‘grow big or go home’? No more juara kampung any more, only liga perdana will exist?

Schlumberger Ltd, the world’s largest oilfield services company, opted for Malaysia to be its hub for the Asia Pacific region due to the country’s positive business outlook, said its Asia Pacific chairman Jamal A. Ainul.

Jamal said the positive business outlook stems from strong relationship between Petroliam Nasional Bhd (Petronas) and its production sharing contract (PSC) partners.

“More importantly, it (Petronas) has the backing of the country and this allows multinational as well as local oil and gas service companies to start taking Malaysia seriously,” he said at a talk held in conjunction with the inaugural Malaysian Oil and Gas Services Exhibition and Conference, here, yesterday.

Extra aircraft to watch over oil rigs

I’m sorry, the application of more surveillance aircraft will address the reports of fishing vessels taking shelter under platforms, how?

Dateline 2012-09-21:

The Malaysian Maritime Enforcement Agency coastal watch in Sarawak will have two more aircraft by next month.

The agency will station an Agusta Westland 136 and Eurocopter Dauphin helicopter at their base in the state, while waiting for their permanent air wing station here to be completed.

Its Air Operations Unit director, First Admiral Maritime Datuk Zammani Mohd Amin said the agency would now have extra eyes on the oil rigs and Sarawak waters.

“There have been reports of fishing vessels taking shelter under these platforms. The problem is, some of them cook their meals below it,” said Zammani yesterday, adding that there are 104 oil platforms operating along Sibu and Bintulu coastlines.

For more than a decade, the world’s biggest liquefied natural gas producers led by Royal Dutch Shell Plc (RDSA) plotted how to move their $170 billion industry onto barges at sea to tap remote fields. Now they’re finally doing it.

Shell will forge the hull of a floating LNG plant in South Korea by year-end that will be the world’s largest vessel, weighing six times the biggest aircraft carrier, a Nimitz-class warship. Some 5,000 workers will build the factory to produce LNG off Australia’s northwest coast in a $13 billion project that also will shield Shell from escalating costs it would have to pay at the country’s onshore plants


Malaysia set to be regional LNG hub

Malaysia is poised to be the region’s hub for liquefied natural gas (LNG) importation, trading and storage once its LNG regassification terminal in Malacca is ready.

“With the LNG terminal, which will hopefully come on stream in October, we believe that we are poised to be the regional hub for LNG importation, trading and storage,” Minister in the Prime Minister’s Department and Performance Management and Delivery Unit chief executive officer Datuk Seri Idris Jala said.

“A lot of work is also being done in the east (of the country), and I have no doubt in my mind that the plant that the Sipitang Oil and Gas Industrial Park (Sogip) is building in Sabah will also add to the whole array of things happening in the industry,” he said at the inaugural Malaysia Oil and Gas Services Exhibition and Conference 2012 (MOGSEC).

 


Iran VLCC unloads fuel oil into FSU off Malaysia as Tehran seeks alternative storages

An Iranian tanker has discharged 270,000 mt of fuel oil into a floating storage unit at Malaysia’s Tanjung Pelepas port this week, barely two weeks after another Iranian ship unloaded crude into an FSU near Labuan Island, off East Malaysia’s Sabah state, industry sources said Wednesday.

With international sanctions imposed on Tehran limiting its usual export outlets, the Islamic Republic is seeking to park its oil elsewhere so as to evade the shipping insurance ban imposed on international commercial vessels calling at Iranian ports to load oil.

By moving its oil to storages outside Iran, the country is also trying to free up its tankers so that these vessels could be used for delivering cargoes to its customers as well as store the crude it produces.

A shipping source with knowledge of the matter said, the Pioneer, a 2007-built VLCC owned by the National Iranian Tanker Company and previously known as Hadi, had discharged Monday nearly 270,000 mt of fuel oil into the Hercules, a VLCC converted into a floating storage unit, off Malaysia’s southern state of Johor.

 


IEM Shout Out – Full-Day HAZOP Training For Team Members – A Practical Approach

My technical division will be hosting a 1 day seminar on the 20th November, 2012. It is worth 6 CPD points, and held at Kelab Golf Negara Subang. Since I’m giving it, I expect hoards will have to be turned away at the gates.

A Hazard and Operability study is a formal and systematic and detailed examination of the process and engineering intentions of new or existing facilities which assesses the hazard potential and effects on the facility as a whole when operation is outside of the design envelope, or individual items of equipment malfunction.

This course is designed to educate participants in the HAZOP process from the perspective of a HAZOP team member. It is meant to provide both instruction and workshop sessions so that the participants:

  • Are familiar with the concept of ‘risk’
  • Are familiar with the theory behind HAZOP
  • Are familiar with the actual HAZOP workshop process
  • Have expectations as to what the HAZOP will (and won’t provide)
  • Understand what deliverables can be expected from a HAZOP
  • Have the opportunity to participate in HAZOP exercise in a safe environment
  • Opportunity to share HAZOP experiences

At the end of the session, the participants should:

  • Understand the responsibilities of all parties in the HAZOP
  • Have experience in a HAZOP session.
  • Understand the outcomes from a HAZOP session

Pahang, an oil producing state?

Recently it was announced that the Umno-led government would form a special commission to review oil royaties to the east coast states.

Two issues struck me – the Terengganu ‘sham’, and two, how did Pahang end up as an oil state?

Terengganu has received its payment on the quiet side. The money is vested in the hands of the local kingpin and Terengganu Menteri Besar, Ahmad Said.

So the inclusion of Terengganu is just window dressing, a ‘sham’.

When Idris Jusoh was MB, the federal government insulted the Terengganu people imputing they don’t know how to manage the oil money by allowing ‘Patrick Lim’ to decide where the money should be applied.
