Questions are being raised over the revival of a multi-billion ringgit project in Sabah that was scrapped by the Pakatan Harapan (PH) administration in 2018.
The scrapping of the Trans-Sabah Gas Pipeline (TSGP) project was widely reported at the time, though its revival by the Perikatan Nasional-led government was only recently revealed in Parliament.
DAP’s Kota Kinabalu MP Chan Foong Hin was the first to highlight the issue after learning the project was back on track following a written parliamentary answer from finance minister Tengku Zafrul Abdul Aziz.

Malaysia’s state energy firm Petronas said on Thursday that unplanned maintenance is underway at the Gumusut-Kakap oilfield operated by Royal Dutch Shell off the coast of Sabah.
“The operator is working to resolve the matter in ensuring the Kimanis crude oil achieves its peak production,” Petronas said in an emailed statement to Reuters.

Initial discussions with Petronas indicate that a Commercial Settlement Agreement (CSA) may be reached soon, allowing Sabah to have a more significant role in its oil and gas development.
Sabah Chief Minister Datuk Seri Hajiji Noor said that the state government’s most recent meeting with Petronas took place on August 24, and that discussions were also held with Putrajaya via Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz, and the response has been “very positive”.

Sabah recorded a further decline of daily Covid-19 cases on Sunday (Sept 19), dropping to 1,356 infections compared to 1,395 previously, but saw the state capital numbers increased from the work-related spread in the oil and gas industry.
State Covid-19 spokesperson Datuk Seri Masidi Manjun said Kota Kinabalu district registered 220 cases, a jump from 160 the day before.
“Only yesterday (Saturday, Sept 18), I mentioned about the challenges of infections among offshore workers padding to numbers, and today we saw the increase in Kota Kinabalu attributed by 78 positive cases involving the workers of an offshore oil rig owned by Petronas,” he said.

Risk Transfer Incentive Contract, wot?

Uzma Bhd through its wholly-owned subsidiary Uzma Engineering Sdn. Bhd. secured a Work Order Award from PETRONAS Carigali Sdn. Bhd. for the Provision of a Risk Transfer Incentive Contract (RTIC) for Idle Wells Reactivation and Production Enhancement Services for Sabah assets.
In a statement today the company said the contract duration is for three years beginning 13 July 2021 and ending on 12 July 2024 with an estimated contract value of RM29 mil.
The job scope of the contract involves deploying well intervention services to perform idle well reactivation activities at Offshore Sabah.

Malaysia’s state oil firm Petronas PETR.UL said on Thursday it had become the first global energy company to produce liquefied natural gas (LNG) from two floating production units, following its first cargo delivery from the second floater facility.
The Petronas Floating LNG DUA (PFLNG DUA), sitting off the coast of Sabah on Malaysia’s Borneo island, has a production capacity of 1.5 million tonnes of LNG per year and operating at the water depth of 1,300 metres, the firm, formerly known as Petroliam Nasional Berhad, said in a statement.

Malaysia will offer 13 offshore exploration blocks, including discovered fields and deep-water opportunities, as part of its Malaysia Bid Round (MBR) 2021 due to launch on 26 February.
Included in the round are six discovered fields to incentivise investors to undertake more extensive exploration activities within those blocks, Malaysian national oil company (NOC) Petronas said Friday. This year’s round also features four deep-water blocks next to the coast of Sarawak and Sabah, which saw prominent exploration discoveries in recent years, added Petronas.
The round will be launched virtually in Kuala Lumpur, Malaysia and live-streamed to three different markets in North America, UK and Europe, as well as Asia Pacific. Themed ‘Grow your Energy Portfolio with Us’, MBR 2021 aims to attract investors with unique capabilities to unlock the full potential of the hydrocarbon resources in Malaysia.

Malaysia has awarded shallow-water exploration Block SB405 to U.S. major ConocoPhillips off the coast of Sabah.
The award is expected to help bolster interest in exploration activities offshore Sabah with more block investment opportunities on offer, Malaysian national oil company (NOC) Petronas said Friday.
ConocoPhillips will operate Block SB405 with an 85% interest. Petronas Carigali, the upstream division of the NOC, will hold the remaining 15% stake. ConocoPhillips already holds interests in five production-sharing contracts (PSCs) in Malaysia; Block J, G and Kebabangan offshore Sabah, as well as SK304 and WL-00 offshore Sarawak.

US independent giant ConocoPhillips has been awarded a new shallow-water exploration block offshore Sabah, East Malaysia.
Block SB 405 covers 5857 square kilometres in the North East Sabah basin, off the coast of Sandakan.
Water depths at the acreage are up to 100 metres.
“The entry of ConocoPhillips with its world-class proprietary seismic technology into Block SB 405 is expected to enhance the hydrocarbon resource potential off the coast of Sabah,” said senior vice president of Malaysia Petroleum Management, Mohamed Firouz Asnan.
“This is an area that has a proven working petroleum system with previous discoveries such as Kuda Terbang and Nymphe fields.”

PTT Exploration and Production Plc (PTTEP) has started its natural gas production at Rotan and Buluh deepwater fields of Block H off the coast of Sabah, Malaysia, marking its move to strengthen investment in Malaysia.
The production will increase the company’s petroleum supply and sales volume in the neighbouring country.
The first gas production in Block H came after its wholly-owned subsidiary PTTEP HK Offshore Co successfully completed the Lang Lebah-2 appraisal well in the Sarawak SK 410B Project. The drilling result registered a new record for PTTEP’s largest gas discovery.
