Malaysia’s Petronas refinery fire turns up heat on Asian petroleum markets

A fire and explosion early Friday at Malaysia’s Pengerang Integrated Complex, operated by national oil company Petronas, rippled through regional petroleum markets including crude oil, refined products, petrochemicals and liquefied natural gas, due to the sheer scale of the project.

The downstream project includes the 300,000 b/d refinery and petrochemical facility, operated by Pengerang Refining and Petrochemical or PRefChem, a joint venture between state-run Petronas and Saudi Aramco. It is one of the largest greenfield refineries to be built in Southeast Asia in recent years.

The incident comes a few months after Petronas started up the Pengerang refinery’s crude distillation unit in January, having predicted commercial operations by the fourth quarter of the year. It was supposed to ramp up production of refined products including gasoline and diesel, and petrochemicals feedstock in the coming months.

Explosion at Petronas oil and gas complex in Johor injures two, damages houses

Two men were injured after a fire and explosion occurred early on Friday morning (April 12) at an oil refinery being developed by Malaysian oil firm Petronas in Johor.

Petronas said the incident occurred at 1.25am at the Pengerang Integrated Complex. It said its emergency and fire response team was deployed and the fire contained within 30 minutes.

“The situation is under control and all relevant authorities have been informed,” it said. “We will provide additional information in due course, as the investigation is still being carried out.”

Bernama reported that more than 10 houses in Kampung Lepau near Pengerang  were believed to have been damaged.


Anjung shoot under way

Malaysia’s national upstream company Petronas Carigali is this week carrying out a pre-installation survey before the topsides installation at its Anjung gas field development off Sarawak, East Malaysia.

Brooke Dockyard & Engineering Works fabricated both the Anjung jacket and topsides, while Upstream reported on 24 May 2018 that another local contractor, TL Offshore, had been lined up to install the two structures.

The pre-installation survey work at Anjung in the Kumang Cluster area is being carried out by the Malaysia-flagged vessel Sapura Achiever.

Fire at Petronas’ RAPID oil refinery quickly tamed

A fire was brought under control early on Friday after an explosion at a Malaysian oil refinery being developed by state oil firm Petronas, which was testing its facilities ahead of planned commercial operations later this year.

RAPID, or Refinery and Petrochemical Integrated Development, will anchor the Pengerang Integrated Complex (PIC) and is Petronas’ biggest domestic investment, made in a 50-50 partnership with Saudi Arabia’s state-owned Saudi Aramco.

The explosion and fire occurred at about 1:25 a.m. on Friday (1725 GMT on Thursday) at the plant’s atmospheric residue desulphurisation unit (ARDS), which is in its commissioning stage, Petronas said in an updated statement.

PETROL dealers associations applaud the government’s proposal to deposit fuel subsidy directly into recipients’ accounts as it is a win-win solution for all.

The dealers said the direct debit method to recipients’ bank accounts would save the government and petrol station operators from having to incur transaction costs, while promoting a systematic and seamless disbursement of funds.

Petrol Dealers Association of Malaysia president Datuk Khairul Annuar Abdul Aziz told The Malaysian Reserve (TMR) that the mechanism, should it be implemented, would allay concerns of additional cost, backlog and congestion issues among users and dealers at the petrol stations.

Firm fined RM18m over pipeline projects

Suria Strategic Energy Resources Sdn Bhd (SSER), a subsidiary of the Ministry of Finance which carried out two petrochemical and gas pipeline projects worth RM9.4 billion, was on Friday fined RM18 million by the Sessions Court here for failing to comply with Bank Negara Malaysia conditions.

Among the offences were that SSER had issued loan funds from The Export-Import Bank of China not based on the progress of the Multi-Product Pipeline (MPP) and Trans-Sabah Gas Pipeline (TSGP) projects and paid RM8.3 billion or 88 per cent of the cost of construction of RM9.4 billion for the two projects to the contractor, China Petroleum Pipeline Engineering Co Ltd (CPP), when work progress was only at 13 per cent.

Judge Manira Mohd Noor meted the sentence on SSER, which was represented by Kishan Narendra Jasani (a representative appointed by the board of directors for the court case), after he pleaded guilty to six charges on behalf of the company as the accused.
