Subsidised gas and the inflated demand it encouraged are some of the factors that led to the severe gas shortage faced by Tenaga Nasional Bhd (TNB), said International Gas Union (IGU) president Datuk Abdul Rahim Hashim.

“We started the subsidies after the Asian financial crisis, and we should not have continued doing that. We should have weaned ourselves off it and gone back to market prices after the economy picked up again.

“We have a system whereby one end is fixed (electricity tariffs), and generators are looking for the cheapest source of fuel. Gas is the cheapest of the lot, and since generators tend to use the cheapest resource available, that has pushed the system to the limit,” he told StarBiz in an interview.

Solving oil and gas subsidy problem

Ah, near election time.

Dateline 2012-05-05:

THE argument against subsidising the country’s oil and gas has been made time and again, yet the decision to do away with it remains one that no government would be glad to make in a hurry.

One need only point to the recent examples of mass riots in Nigeria and Indonesia, where thousands took to the streets after their governments removed subsidies for fuel, as evidence that no matter the logic, this is hugely unpopular.

Nonetheless, it is a situation the Government has to resolve, and soon, as demand for gas heats up in the region.

Sabah varsity to set up petroleum faculty

Been there. And what’s this ‘soon become a rich state’? I thought it already was.

A petroleum engineering faculty will be set up soon in Universiti Malaysia Sabah (UMS).

Former prime minister Tun Dr Mahathir Mohamad said it was about time that UMS established a new faculty focusing on oil and gas as Sabah would soon become a rich state because of its natural resources.

With the setting up of the petroleum engineering faculty, Dr Mahathir was confident that Sabah would benefit from its oil resources.

Petronas says not involved in Terengganu oil royalty settlement

Dateline 2012-04-26:

Petronas confirmed today that the Terengganu government has withdrawn its RM2.8 billion oil royalty suit against oil company and Putrajaya, but stressed it has no links to any out-of-court settlement over the matter.

According to The Edge Financial Daily on Monday, the Barisan Nasional Terengganu government had withdrawn its civil suit against Petronas and the federal government on March 21 but did not provide details of its out-of-court settlement.

IEM Shout Out – Half-Day HAZOP Training For Team Members – A Practical Approach

My technical division will be hosting a 1/2 day seminar on the 23rd June, 2012. It is worth 3.5 CPD points, and held at Wisma IEM. Since I’m giving it, I expect hoards will have to be turned away at the gates.

A Hazard and Operability study is a formal and systematic and detailed examination of the process and engineering intentions of new or existing facilities which assesses the hazard potential and effects on the facility as a whole when operation is outside of the design envelope, or individual items of equipment malfunction.

This half-day course is designed to educate participants in the HAZOP process from the perspective of a HAZOP team member. It is meant to provide both instruction and workshop sessions so that the participants:

  • Are familiar with the concept of ‘risk’
  • Are familiar with the theory behind HAZOP
  • Are familiar with the actual HAZOP workshop process
  • Have expectations as to what the HAZOP will (and won’t provide)
  • Understand what deliverables can be expected from a HAZOP
  • Have the opportunity to participate in HAZOP exercise in a safe environment
  • Opportunity to share HAZOP experiences

At the end of the session, the participants should:

  • Understand the responsibilities of all parties in the HAZOP
  • Have experience in a HAZOP session.
  • Understand the outcomes from a HAZOP session

Terengganu drops Petronas suit

Dateline 2012-04-23:

The Terengganu government has dropped its long-standing legal battle with national oil corporation Petroliam Nasional Bhd (Petronas) and the federal government over unpaid oil royalty payments amounting to several billion ringgit.

In response to queries from The Edge Financial Daily, Petronas said the Terengganu government had withdrawn its law suit on March 21 in “respect of the payment of oil and gas royalties”.

The oil corporation, Malaysia’s only Fortune 500 listing, declined to provide details of the settlement.

“We are not in a position to explain the settlement terms as these are under the purview of the federal government and the Terengganu government,” Petronas said.

Bids invited for Angsi CEOR prize

Malaysia’s Petronas Carigali has started a pre-qualification exercise for a multi-year contract on a vessel-based chemical enhanced oil recovery (CEOR) project at the producing Angsi oil and gas complex off Peninsular Malaysia.

An invitation was issued to vessel operators, which are expected to take the lead in pulling together bid packages for the supply of a floating CEOR unit.

Petronas’ floating production division, MISC, and Malaysian duo Bumi Armada and M3nergy are among those invited to respond to the pre-qualification call.

IEM Shout Out – 2 Day Course on Welding Design Requirements for Fabricated Structures

This is a shout out for the IEM. My Technical Division will hosting a course on the 5th and 6th June, 2012. It will be held at TUS room, Wisma IEM, Petaling Jaya.  The course is worth 13 CPD or PDP points.

This course provides basic knowledge and understanding of welding design requirements for fabricated structures. Participants will be given basic understanding of

welding symbols in accordance to AWS A2.4 and BS EN 22553 (ISO 2553)

PTPTN and the lack of Petronas specifics

Ah, a linkage between education and oil, or lack thereof. BTW, here’s an touching article from the SunDaily.

Dateline 2012-04-20:

PARTI Keadilan Rakyat (PKR) raised brows last week when it announced that if Pakatan Rakyat (PR) were to form a government, it would abolish the national higher education fund (PTPTN). The PTPTN was formed in 1997 with the objective of providing loans to students unable to afford fees in local higher education institutions. The larger argument of this proposal is to channel PTPTN funds more effectively to ensure more Malaysians can access education, itself a policy debate that surely must be taking place today.

Public focus, unfortunately, has somewhat shifted away from the issue of higher education itself, following PR leader Anwar Ibrahim’s suggestion that outstanding PTPTN loans of an estimated RM43 billion be written off with Petronas funds. The government however contends that doing so would “squeeze Petronas dry” and kill the goose that lays the golden eggs.
