Gas Malaysia to use new regulatory framework in 2016

The implementation of the incentive-based regulation framework (IBR) by Gas Malaysia Bhd will take effect on Jan 1, 2016.

The IBR is a form of economic regulation aimed at incentivising Gas Malaysia for better operational and financial performance, whilst regulating the natural gas tariff.

In support of the liberalisation of the natural gas industry, which is to gradually align current piped gas towards market prices, the IBR is introduced to promote efficient resources allocation and usage, and sustainable financial performance, Gas Malaysia said.

With respect to its implementation, the IBR will first be on a trial run in 2016, following which the first regulatory period will run for the next three years from 2017 until 2019.

Malaysian oil & gas big boys urge industry consolidation

Malaysian oil and gas (O&G) industry leaders called for sector consolidation amid a highly competitive environment and soft crude oil prices, local reports said.

Industry players have said there is a need for the highly fragmented 3,700 O&G service companies and eight fabrication yards in the country to amalgamate to emerge stronger to compete with the best in the Asean region. Notably, the call came from among the biggest players in the industry.

UMW Oil & Gas president Rohaizad Darus reportedly agreed with Petronas president and group ceo Wan Zulkiflee Wan Ariffin’s exhortation for the fragmented and congested market to consolidate imminently.

Malaysia’s Pengerang Terminals Receives First VLCC Clean Oil Shipment

 Malaysia’s Pengerang Independent Terminals, jointly owned by storage operator Vopak and Dialog Group, received its first very large crude carrier shipment of clean products on Thursday, Vopak said.

The tanker MT Yuan Qiu Hu, which can carry 270,000 tonnes of clean oil products, was chartered by oil trader Trafigura to load gasoil at Pengerang, industry sources said.

The tanker left Yeosu, South Korea on Sept. 26 and arrived at Pengerang on Thursday, Reuters ship tracking data showed. It is likely heading to West Africa, traders and shipbrokers said, although this could not be confirmed.

While the Pengerang terminal – which started operations in March – has received hundreds of vessels of various sizes offering both clean oil products and crude oil, this is the largest shipment for clean oil products, Vopak said.

Located in the southern state of Johor, just across the Johor Strait from the Singapore trading hub, the Pengerang site can hold about 1.3 million cubic metres (cbm) of storage for crude oil and oil products.

AMERICAN industrialist, oilman, and at one time, the country’s richest private citizen, John Paul Getty, was once asked of attributes to his success. He said: “rise early, work hard, strike oil.”

Just as bankers know beyond any doubt that they will be around as long as the sun rises in the east and sets in the west, oilmen like Petronas president and group chief executive Datuk Wan Zulkiflee Wan Ariffin whom this newspaper spoke to last week, knew that for as long as the world’s insatiable demand for energy continues, the company has a future. The challenge is in managing it properly.

Q: What is the level now in terms of upstream in other countries?

A: The bigger ones in terms of gas would be a Turkmenistan, Egypt, Myanmar, Canada, Indonesia, Australia and Azerbaijan. For oil it would be Sudan, Chad and, of course, Iraq.

Petronas to continue aggressive exploration

Petroliam Nasional Bhd (Petronas) will continue to undertake aggressive exploration and appraisal activities despite the global low oil price environment.

General Manager, Malaysia Petroleum Management, Mohd Redhani Abdul Rahman said Petronas feels that this is one of the main strategic thrusts that has been working for Malaysia for the past five to 10 years.

“In the last five years, 970 exploration wells were drilled in South-East Asia and about one fifth of them, or 171 wells, were drilled in Malaysian waters.

“The 970 wells drilled have brought in an additional 10 billion barrels of oil equivalent, with Malaysia contributing half of the new addition,” he said at the Asia Petroleum and Geoscience Conference and Exhibition (APGCE) 2015 here yesterday.
