THE recent US$800mil risk-service contract (RSC) awarded by Petroliam Nasional Bhd (Petronas) to a consortium formed by two local parties and a foreign player for the development and production of the Berantai marginal oil field, located 150km offshore Terengganu, has drawn enormous interest for more than one reason.

Firstly, it marks the adoption of a new contract, RSC, for development and production of local marginal oilfields (as oppose to the production-sharing contract used for exploration and production works).

From Bernama – Success Runs Deep In Malaysia’s Oil & Gas Sector

If success runs deep, use some of that money to allow our universities to instill a sense of appreciation of engineering in their students, as opposed to creating automatons that give blank (or panicked) looks when asked a tech question.

As Malaysia enters a new phase in its oil and gas industry, the country received heartening news in mid-February with a large discovery off the shores of eastern Sarawak.

“This is very good news for a sector that is facing declining annual production and the prospect of running out of hydrocarbons that fuel its economy in a space of 15 years and its Economic Transformation Programme (ETP),” said the Oxford Business Group (OBG), a business intelligence consulting group.

It said the discovery should help to temporarily halt Malaysia’s slow declining oil and gas output, dovetailing nicely with moves to boost exploration and production from marginal and deep-water prospects.

Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob said here on Thursday that fuel prices would not be raised despite the escalating global oil price.He stressed that the current situation could still be handled without increasing the price of RON95 and diesel in Malaysia, which is now at RM1.90 and RM1.80 per liter.

Meanwhile, the ministry would discuss with the Finance Ministry to work out alternative measures to cushion the increase including increasing government spending on oil subsidy, he said.

IEM Shout Out – 2 Day Course on Welding Codes and Standards for Engineering Applications

This is a shout out for the IEM. My Technical Division will hosting a course on the 23rd and 24th March, 2011. It will be held at TUS room, Wisma IEM, Petaling Jaya.  The course is worth 13 CPD or PDP points.

This course is designed to provide an appreciation of ASME and ISO welding codes and standards to those engineers involved in manufacturing and fabrication industries using arc welding technologies. Its objective is to help engineers understand how to apply these welding codes and standards to ensure the welds meet the quality requirements set by these codes and standards. This course will provide general guidelines in applying and interpreting the rules along with case study. It will also benefit participants through the following:

  • receive overview of ASME and ISO welding codes and standards
  • understand the importance of qualification test in ensuring weld quality
  • understand the background of rules and qualification range
  • understand the background of destructive and non-destructive tests required for qualification test
  • understand the process and approach to qualify a welding procedure specification and welder in the most cost-effective and practical way
  • understand the background of qualification range of welding procedure specification and welder qualification
  • application of qualification range to maximise the benefit of welding procedure specification and welder qualification
  • understand the approach to validate a welding procedure specification with respect to welding and fabrication standards and project specification
  • understand the weld quality requirements to improve effectiveness of inspection and reduce reject or repair rate
  • improve communication between design engineer and welding engineer (Wata’s note: and we don’t mean using a welding torch as a semaphore).

Shout Out – Talk on Information Management Solutions for the Oil and Gas, Energy and Process Industries

This is a shout out for the IEM. My Technical Division will hosting a talk on the 10th March, 2011. It’ll be at 5:30 pm (makan-makan at 5:00). You still gotta climb those steps at Wisma IEM.

Information management (IM) solutions are developed to drive inefficiencies and inadequate processes out of the process industry supply chains by providing early visibility of quality, fully validated information – Supply Chain Content, to all parties in the plant life cycle.

An IM solution improves information on existing facilities to give a true picture of the physical plant configuration, linked through the bill of materials to inventory spares, and maintains the quality of supply chain information throughout the life of the plant. A correctly applied solution accelerates facility start-up, minimises capital expenditure on inventory, and delivers major improvements in procurement, operations and maintenance that maximise the owner’s Enterprise Resource Planning (ERP) investment.

From Bernama – MMHE Q3 Pre-tax Profit Rises 5.5 Per Cent To RM133.3 Million

Malaysia Marine and Heavy Engineering Holdings Bhd’s pre-tax profit rose 5.5 per cent to RM113.3 million for the third quarter ended Dec 31, 2010 from RM107.4 million in the same quarter of 2009.

Its revenue, however, declined to RM1.3 billion from RM1.5 billion previously.

In a filing to Bursa Malaysia today, the company said the higher pre-tax profit was mainly contributed by its engineering and construction business.


From Bernama – Petronas Gas Tops RM1 Billion In Profit For Nine Months

Petronas Gas Bhd has reported a jump in pre-tax profit for first nine months ended Dec 31, 2010 to RM1.549 billion from RM966.287 million in the previous corresponding period.

Revenue rose to RM2.633 billion from RM2.419 billion, the company said in a filing to Bursa Malaysia Tuesday.

“The increase in profit was mainly due to higher revenue and lower cost of revenue,” it said.

 Kencana Petroleum Bhd hopes to start recouping its portion of investment, estimated at US$200mil, in the Berantai marginal oil field development within two years, says chief executive officer Datuk Mokhzani Mahathir.

Kencana is part of a consortium, which includes SapuraCrest Petroleum Bhd and Petrofac Energy Developments Sdn Bhd to develop and operate an oil and gas field in Berantai, Terengganu estimated to cost a total of US$800mil.
