Maverick politician Jeffrey Kitingan warned the ruling Umno-BN state government not to use Sabah’s oil riches as an election gimmick to gain favour with the electorate.

He said the “so-called review will test the sincerity” of the federal government and the Sabah leaders as well as the “extent of the federal-state relationship.”

“If Musa is truly a Sabahan at heart, this is the most opportune time to not only seek a review but to demand and negotiate a new deal for Sabah’s oil and gas resources for the benefit of Sabah and its future.


Musa Aman: Sabah’s oil royalty sharing formula due for REVIEW

Sabah Chief Minister Datuk Seri Musa Aman believes that the state’s five percent petroleum royalty review issue is open for amicable discussions with the federal government.

He (Prime Minister Datuk Seri Najib Tun Razak) was a caring leader who was always prepared to listen to the people and their needs.

Musa, who is also state Finance Minister, said the good relationship between the state and federal governments also benefited Sabahans through large allocations which helped to propel the state forward.


Malaysian Pengerang oil terminal on track for Jan 2014 start: partners

Dateline 2012-08-17:

The Malaysian oil storage terminal at Pengerang in the southern state of Johor is on track for a planned January 2014 start-up after the completion of land reclamation work and the commencement of work on jetties, a spokesman for the terminal operator said Friday.

The terminal is being developed by a joint venture between Dutch oil and chemicals storage provider Vopak (49%) and Malaysian terminal operator Dialog (51%), Pengerang Terminals Sdn. Bhd., which will also operate the facility once it is completed. The two partners own the facility through a second joint venture with the Johor government, which owns 10%.

The terminal will initially have a capacity of 1.3 million cubic meters of storage, with plans for a further 1 million cu m in a later expansion of the project’s first phase. A Vopak official said in April that work on the terminal had commenced, with the cost of the project pegged at $620 million.

MOPU ops lift Perisai net profit

Dateline 2012-08-16:

Perisai Petroleum Teknologi Bhd’s net profit surged more than two-fold to RM23.38mil for its second quarter ended June 30, 2012, compared with RM7.84mil in the previous corresponding quarter.

Revenue rose to RM47.9mil from RM16.9mil previously. However, its net profit was only marginally higher when compared with the preceding quarter’s net profit of RM23.31mil.

In a filing with Bursa Malaysia, the company said the improved performance was mainly due to the revenue and profit contributions from the mobile offshore production unit (Mopu) under Garuda Energy (L) Inc, a wholly-owned subsidiary of Perisai, and the offshore support vessels under the Intan Group, a 51% unit.

Embrace the spirit of Petroleum Development Act

ONE of the topics that have dominated media space in recent days has been the oil royalty issue. Putrajaya has pledged to look into a mechanism that will ensure fair distribution of oil and gas revenue to producer states in Peninsular Malaysia. A special committee will be set up to carry out a comprehensive study, taking into account all aspects of the claims, and will make appropriate recommendations to the federal government.

The committee will be chaired by former chief justice Tun Abdul Hamid Mohamad and members will comprise legal experts from within and outside the country as well as representatives from the Terengganu, Kelantan and Pahang governments, according to reports.

With few details for now, one wonders why the committee’s scope covers only the eastern states of Peninsular Malaysia and not also the oil-producing states of Sabah and Sarawak. If that is the case — covering only Terengganu, Kelantan and Pahang — then would the original agreement that paved the way for cash payments for oil and gas discovered in the states, which was governed by the 1974 Petroleum Development Act (PDA), be more relevant?

Those of you who are forced to work in the oil & gas industry will no doubt have heard of the PPGUA, PETRONAS Procedures and Guidelines for Upstream Activities. Well, from the picture below, I can see PETRONAS issuing cease and desist letters to a certain Indian restaurant soon.

BTW, do you call it “PeePeeGUA” or “PaPaGua”? or “PapaPapaGua”?
