IEM Shout Out – Brief Look at an Offshore Project Journey – Engineering Roles Beyond Detail Design

This is a shout out for the IEM. My Technical Division will hosting the above talk by Ir. Tg. Fadziliaton on the 14th  March, 2015. Turn up by 8.30 to obtain nasi lemak.

The talk will gives a brief look on the journey of a typical oil and gas offshore project from FEED, Detail Design, Procurement, Fabrication up to the Commissioning.

Typically, a design engineer involvements is limited to the initial one or two stages of the project before they move on to the next project, more often due to end of their contract. The next stage of project is handled by a different group / team which does not have design engineers from the previous stages.

The design will usually evolve during each stage of the project even right up to the commissioning stage. It is very essential to keep every change to the minimum while maintaining the intended purpose of the design and to ensure a smooth information flow of these changes throughout the project. An awareness of the impact on change to the design beyond detail design stage i.e. procurement and fabrication needs to maintained.

Therefore, the design engineer should be involved and attached to a project up to and perhaps beyond the Commissioning stage, to support the above aims.

The objective of the talk is to familiarize with the stages of a project, the process and challenges of each stages and emphasis the important of information flow and the roles of the design engineer during each stage of the project.

Ir. Tengku Fadziliaton graduated from Loughborough University of Technology with degree in Chemical Engineering in 1997. She has started her career in the upstream oil and gas industry 17 years ago and has experience in detail design, fabrication, commissioning and operation in process engineer capacity. She has involved in projects for wellhead platforms, processing platforms and FPSOs as well as being part of operation support team for the same.

She is currently Senior Process Engineer in Engineering and Commissioning department in Kebabangan Petroleum Operating Company.

O&G industry sees opportunities next year

Dateline 2014-12-27, Sin Chew:

The global oil and gas industry is expected to see a bumpy road next year with declining crude oil prices, and the local scene is no exception.

Malaysia’s hydrocarbon resources custodian, Petronas, has already announced a cut in capital expenditure and other industry players, especially those who rely on the national oil company, are expected to follow suit.

Petronas said given the current excess supply, most industry experts expect oil prices to stay low for next year.

“This will definitely be challenging for the oil and gas industry to sustain especially their capital expenditure (Capex),” the company told Bernama.

It said the indication so far is that the Organisation of the Petroleum Exporting Countries (OPEC) is unwilling to give up its market share by not cutting production, and to let the market fend for itself.

“No one really knows what OPEC’s next move is,” it said.

Malaysian Oil Project Set to Rival Rotterdam

Dateline 2104-12-22, The Maritime Executive:

Petronas, Royal Vopak and Dialog Group Berhad have agreed to develop an industrial terminal for Petronas’ Pengerang Integrated Complex in the Johor district of Malaysia. The agreement is part of a larger plan to establish Malaysia as a rival to global oil hubs such as Rotterdam, Houston and Singapore.

The terminal, developed under the Pengerang Terminal Phase 2 project, will have a storage capacity of up to 2.1 million cubic meters (cbm) for crude, refined products, petrochemical products and LPG. The marine infrastructure includes 12 berths with a jetty facility with water depths of up to 24m capable of handling VLCCs. Berths for unloading and reloading of LNG vessels up to QMax-sized are also included in the plans

Sarawak queries oil, gas PSCs for Sabah

The Opposition wants to know why Sabah is being given stakes in Production Sharing Contracts (PSC) in the oil and gas industry and Sarawak being given “the short-end of the stick”.

“Sabah has done better than Sarawak in asking for PSCs,” said Batu Lintang Assemblyman See Chee How in a statement implicitly criticizing Sarawak Chief Minister Adenan Satem for his weak leadership on the issue. “We are getting a raw deal.”

“Sabah has entered into upstream petroleum development.”
