The rejection of an IPO application that would have been Malaysia’s biggest cash-shell listing has underscored regulators’ concerns over the increasingly popular format.

Malaysia’s Securities Commission rejected the M$1bn (US$317m) IPO application of Matrix Capacity Petroleum, a special purpose acquisition company set up to buy energy assets, because of the management’s lack of experience in the oil exploration and production business, according to an ECM banker.


Engineers told to grab business opportunities

Engineers in Sabah should not be waiting for jobs in the oil and gas sector from Petronas, but act as entrepreneurs and grab opportunities available, said Industrial Development Minister Datuk Raymond Tan Shu Kiah.

He said that to wait for Petronas to provide jobs for local engineers is a long wait, however, the oil and gas activities in Sabah have generated many opportunites for the local engineers to grab.

“I am telling the engineers that they are good businessmen, and they should grab the opportunities created from the development resulting from the oil and gas industry in the State to make money and grow,” he said at a press conference during the Association of Consulting Engineers Malaysia (ACEM) Sabah Branch 2014 biennial dinner.

IEM Shout Out – Full-Day HAZOP Training For Team Members – A Practical Approach

My technical division will be hosting a 1 day seminar on the 20th November, 2014. It is worth 6.5 CPD points, and held at Wisma IEM. Since I’m giving it, I expect hoards will have to be turned away at the gates. And it’s a big room, so I need to fill the seats.

A Hazard and Operability study is a formal and systematic and detailed examination of the process and engineering intentions of new or existing facilities which assesses the hazard potential and effects on the facility as a whole when operation is outside of the design envelope, or individual items of equipment malfunction.

This course is designed to educate participants in the HAZOP process from the perspective of a HAZOP team member. It is meant to provide both instruction and workshop sessions so that the participants:

  • Are familiar with the concept of ‘risk’
  • Are familiar with the theory behind HAZOP
  • Are familiar with the actual HAZOP workshop process
  • Have expectations as to what the HAZOP will (and won’t provide)
  • Understand what deliverables can be expected from a HAZOP
  • Have the opportunity to participate in HAZOP exercise in a safe environment
  • Opportunity to share HAZOP experiences

At the end of the session, the participants should:

  • Understand the responsibilities of all parties in the HAZOP
  • Have experience in a HAZOP session.
  • Understand the outcomes from a HAZOP session

The reason is that they have technical know-how. That was something we did not have. We thought, if we just give them the oil field, we will always need them because we cannot do it ourselves. We decided that along the way, we must design a policy that allows the transfer of technology to Malaysian companies while they are still producing the oil.
