Ba’Kelalan people demand dialogue with Petronas

Tell me if I’m wrong, but isn’t one point of contention that the local people are habituating PETRONAS’ right of way land illegally? And because this is a sensitive issue, PETRONAS is in a lose-lose situation, up the proverbial creek without a poodle?

Dateline 2015-01-06, FMT:

The people in Ba’Kelalan, a stone’s throw from the Sabah-Sarawak interstate gas pipeline, are demanding a promised report and dialogue on the explosion in June last year at a section between Lawas and Long Sukang. They have lived in fear for their safety ever since that day.

The fiery explosion, heard some 12km away in Lawas, forced a temporary shutdown of the RM4 billion-project.

They do not rule out public protests should Petronas start shipping gas via the pipeline next month to South Korea and Japan as the local grapevine has it.

Ba’Kelalan Assemblyman Baru Bian, raising the issue, disclosed that the soil where the explosion occurred may not be firm as it was “still moving”.

“We are certainly concerned about our safety, especially the villagers in my village which is just 3km from the project,” said Baru who confirmed that he would support any public protests against the pipeline. “Some parts of the pipeline were exposed above ground.

LEGALLY SPEAKING Overview of laws governing oil and gas sector in Malaysia

The recent decline in global fuel prices has resulted in the Malaysian government scrapping fuel subsidies for petrol and diesel from Dec 1, 2014. In view of the recent developments, it is timely to have an insight into the oil and gas laws in Malaysia.
The oil and gas industry is generally divided into upstream, midstream and downstream activities. Upstream activities consist of exploration, development and production of oil and gas resources. Midstream and downstream activities range from the transportation of oil and gas, to refining and processing through to marketing and trading of end products.

Malaysia Oil & Gas Regulatory Framework

The principal legislations which form the foundation of the development of the oil and gas industry in Malaysia are the Petroleum Development Act 1974 (PDA), the Petroleum Regulations 1974 (Petroleum Regulations) and the Gas Supply Act 1993 (GSA). The PDA applies to all activities in the value chain of the oil and gas industry in Malaysia, except for the supply of gas through the pipelines to consumers, which is regulated by the GSA.

IEM Shout Out – Brief Look at an Offshore Project Journey – Engineering Roles Beyond Detail Design

This is a shout out for the IEM. My Technical Division will hosting the above talk by Ir. Tg. Fadziliaton on the 14th  March, 2015. Turn up by 8.30 to obtain nasi lemak.

The talk will gives a brief look on the journey of a typical oil and gas offshore project from FEED, Detail Design, Procurement, Fabrication up to the Commissioning.

Typically, a design engineer involvements is limited to the initial one or two stages of the project before they move on to the next project, more often due to end of their contract. The next stage of project is handled by a different group / team which does not have design engineers from the previous stages.

The design will usually evolve during each stage of the project even right up to the commissioning stage. It is very essential to keep every change to the minimum while maintaining the intended purpose of the design and to ensure a smooth information flow of these changes throughout the project. An awareness of the impact on change to the design beyond detail design stage i.e. procurement and fabrication needs to maintained.

Therefore, the design engineer should be involved and attached to a project up to and perhaps beyond the Commissioning stage, to support the above aims.

The objective of the talk is to familiarize with the stages of a project, the process and challenges of each stages and emphasis the important of information flow and the roles of the design engineer during each stage of the project.

Ir. Tengku Fadziliaton graduated from Loughborough University of Technology with degree in Chemical Engineering in 1997. She has started her career in the upstream oil and gas industry 17 years ago and has experience in detail design, fabrication, commissioning and operation in process engineer capacity. She has involved in projects for wellhead platforms, processing platforms and FPSOs as well as being part of operation support team for the same.

She is currently Senior Process Engineer in Engineering and Commissioning department in Kebabangan Petroleum Operating Company.

Exciting year for oil & gas industry

The year that ended was an exciting one for the oil and gas (O&G) industry in Sabah as the sector has been progressively growing and moving towards the right direction of becoming a developed and high-income State.

In fact, the State Government under the leadership of Chief Minister Datuk Seri Musa Aman has recognised the huge potential of the industry that would accelerate the State’s social and economic development.

It has also committed to participate directly in the O&G industry to ensure the sector reap benefits for the State and boosting its economy.

The most significant and landmark decision as a result of closer ties between the State and Federal Government, was when Petronas has officially agreed to give the State Government a 10 per cent stake in the Liquefied Natural Gas Sdn Bhd 9 (LNG 9) in Bintulu, Sarawak.

O&G industry sees opportunities next year

The global oil and gas industry is expected to see a bumpy road next year with declining crude oil prices, and the local scene is no exception.

Malaysia’s hydrocarbon resources custodian, Petronas, has already announced a cut in capital expenditure and other industry players, especially those who rely on the national oil company, are expected to follow suit.

Petronas said given the current excess supply, most industry experts expect oil prices to stay low for next year.

“This will definitely be challenging for the oil and gas industry to sustain especially their capital expenditure (Capex),” the company told Bernama.

It said the indication so far is that the Organisation of the Petroleum Exporting Countries (OPEC) is unwilling to give up its market share by not cutting production, and to let the market fend for itself.

“No one really knows what OPEC’s next move is,” it said.

Malaysian Oil Project Set to Rival Rotterdam

Petronas, Royal Vopak and Dialog Group Berhad have agreed to develop an industrial terminal for Petronas’ Pengerang Integrated Complex in the Johor district of Malaysia. The agreement is part of a larger plan to establish Malaysia as a rival to global oil hubs such as Rotterdam, Houston and Singapore.

The terminal, developed under the Pengerang Terminal Phase 2 project, will have a storage capacity of up to 2.1 million cubic meters (cbm) for crude, refined products, petrochemical products and LPG. The marine infrastructure includes 12 berths with a jetty facility with water depths of up to 24m capable of handling VLCCs. Berths for unloading and reloading of LNG vessels up to QMax-sized are also included in the plans

Murphy Oil Corporation Closes First Phase Of Partial Divestiture Of Malaysian Assets

Murphy Oil Corporation MUR, +2.82% announced today that its wholly owned subsidiaries, Murphy Sabah Oil Co., Ltd. and Murphy Sarawak Oil Co., Ltd. (collectively “Murphy”), have closed on the first phase of the sale of 30% of Murphy’s Malaysian oil and gas assets to PT Pertamina Malaysia Eksplorasi Produksi (“Pertamina”) that was originally announced on September 30, 2014. The first phase covers two-thirds of the transaction or 20% of Murphy’s Malaysian oil and gas assets with the remaining portion scheduled to close in the first quarter of 2015. The transaction has an aggregate purchase price of $2.0 billion and an effective date of January 1, 2014.
