Shout Out – Talk on Managing Onshore Process Plant Piping Rejuvenation Challenges

July 6, 2015

This is a shout out for the IEM. My Technical Division will be  hosting a talk on the 11th July, 2015 by Ir. Lee Chang Quan. It’ll be at 5:30 pm  (no makan-makan).

Onshore process plants are normally designed with a certain design life. Towards the end of initial design life, a business decision would be made either to decommission or continue operating. In order to continue operating safely, one approach is to extend plant life with plant rejuvenation that involves major repair, equipment replacement, and/or system upgrade.

Piping rejuvenation work is one of the critical activities throughout the process plant rejuvenation due to its volume and resources required to get the work done safely. The work requires detail planning and execution not only to work safely within a live operating plant condition, but also to minimize the shutdown duration for plant shutdown activity. The talk will provide an overview in managing the piping rejuvenation scope of a process plants, starting from early planning, asset life study, engineering design, procurement, installation and construction. The key challenges and lesson learnt in managing the piping scope of process plant rejuvenation will be shared.

Ir. Lee Chang Quan is a PE, started his career as a mechanical engineer with a design consultancy, and moved on to join a national oil company. His experience in the oil and gas industry includes piping and mechanical engineering design, procurement, installation and construction activities in gas processing plants and co-generation facilities. He has led a few feasibility studies, engineering management work and managing brownfield projects. He is a trained internal auditor and an active trainer in-house piping engineering training courses. He was the lead engineer in one of the major plant rejuvenation projects. He has recently taken a new role as Health, Safety and Environment Manager with one of PETRONAS subsidiaries.

Ir. Lee Chang Quan graduated from University Teknologi Malaysia with a Bachelor Degree in Mechanical Engineering. He also has a Masters Degree in Business Administration from University of Nottingham. He is a certified Project Management Professional (PMP®). He is also a committee member of the Oil, Gas and Mining Technical Division of IEM.

Malaysia’s Petronas posts 39 pct drop in Q1 profit on global oil slump

July 5, 2015

If I were PETRONAS, I would consider that during this slow cycle, perhaps we should dump the highly paid pekerja asing, and train up the local young punks. Projects could take the pace of the early 1990s (remember 10 day HAZOPs? for a compressor train?), and learning on the job meant mentor, not ‘deep end – swim’. And coupons for Episode VII.

Dateline 2015-05-22, Reuters:

Petroliam Nasional Bhd , Malaysia’s state oil company more commonly know as Petronas, reported on Friday a 39 percent drop in quarterly net profit due to a drop in benchmark crude prices.

Net profit was 11.4 billion ringgit ($3.18 billion) for the January-March period, compared to a profit of 18.8 billion ringgit in the same period in 2014, Petronas said.

Revenue for the quarter was 66.2 bln ringgit against 84 bln ringgit in the prior year period.

Oil And Gas Sector To Add 52,300 Jobs By 2020 – Wahid

July 4, 2015

And, most of these jobs will be done by pekerja asing?

Dateline 2014-05-19, MalaysiaDigest:

The oil and gas sector is expected to add 52,300 jobs, mostly highly-skilled workers, by 2020, Minister in Prime Minister’s Department Datuk Seri Abdul Wahid Omar said.

He said the government is building a significant human capital in the sector by churning out more than 16,000 highly-skilled and highly-paid technical professionals.

The number of skilled employees in the sector is also expected to grow when the Pengerang Integrated Petroleum Complex in Johor comes on stream in the near future, he said at the launch of Schlumberger’s Asia Centre for Reliability and Efficiency (ACRE) at the Port Klang Free Zone, here Teusday.

The quest for remote gas pushes FLNG innovation

July 2, 2015

Dateline 2015-05-19, Marine Log:

By the end of this year, the world’s first Floating Liquefied Natural Gas (FLNG) vessel will go to work in Malaysia’s gas field, some 180 kilometers off of the coast of Sarawak, producing 1.2 million tonnes of LNG annually.

Classed by DNV GL, the PFLNG1 vessel, also known as PFLNG SATU, is expected to play a significant role in the efforts of Malaysia state owned oil company PETRONAS to unlock the gas reserves in that country’s remote and stranded fields previously thought to be uneconomical to develop.
