Bumburing asks if Petronas operating illegally

The State Legislative Assembly has been urged to seriously consider the question as to whether Petronas is legally operating in Sabah waters since laws that were enacted during the Emergency, which has since been lifted, are now annulled and no longer applicable to the State.

Tamparuli Assemblyman Datuk Seri Wilfred Bumburing (pic), when highlighting the matter, said as such the national oil and gas company has no right to operate in the territorial waters as they now belong to the State.

Be firm with Petronas on Sarawak’s share, Abang Johari urged

Chief Minister Abang Johari Openg should be firm with Petronas that it must consult Sarawak when deciding on its onshore and offshore blocks of oil and gas, Batu Lintang assemblyman See Chee How said.

See, the state PKR vice chairman, also urged the state government to consider investing in and taking ownership of the development of the petroleum resources within Sarawak’s territorial boundary.

The Borneo Post quoted See as saying it was unacceptable for Petronas to continue ignoring Sarawak’s assertion of rights to resources within the state’s territorial boundary.

“I am seriously contemplating to move a private member’s motion on this matter at the coming Sarawak State Assembly sitting scheduled from May 11 to 22, and I am hopeful that my fellow ADUNs (state assemblypersons) will be supportive of it, to take another important step towards fulfilling Tan Sri Adenan Satem’s, and all Sarawakians’, aspiration that Sarawak’s inherent sovereign and autonomous powers be respected by the Federation.”

UPDATE1-Petronas seeks buyers for $1 bln offshore gas project stake

Malaysia’s Petronas has pitched an estimated $1 billion stake in a prized upstream local gas project to potential bidders including Royal Dutch Shell <RDSa.L>, ExxonMobil Corp <XOM.N>, Thailand’sPTT Exploration and Production <PTTEP.BK> and Japanese firms, sources familiar with the matter said.

If successful, the deal could mark Petronas’ biggest upstream stake sale since oil prices started declining more than two years ago. Petronas is targeting lowering operating expenses, job cuts and project rollbacks to help it navigate through the low oil price environment.

Citing sources, Reuters reported in February that Petronas was considering selling a stake of as much as 49 percent in the SK316 offshore gas block in Malaysia’sSarawak state.

2 Malaysians Get Russian Government Scholarship To Study Nuclear Power

The Russian government through its embassy here has offered a full scholarship to two Malaysian students to further their studies in nuclear power engineering.

Russian Centre of Science and Culture assistant director, Alena Belozertseva said the gesture would promote exchange of knowledge between Malaysia and Russia.

“We have been receiving some 600 Malaysian students yearly, particularly in medicine and engineering,” she told Bernama at the 50th anniversary celebration of diplomatic relations between the two countries.

Currently, 11 scholarship slots are offered by the Russian Government, of which two have been allocated for the Bachelor’s Degree in Nuclear Power Engineering.

Meanwhile, Russian Ambassador to Malaysia, Valery Yermolov hoped that direct flights between Moscow and Kuala Lumpur would materialise soon.

Petronas Loads First-Ever LNG Cargo From Floating Facility

Malaysia’s state oil and gas company Petronas announced the loading of the first liquefied natural gas cargo from a floating production facility over the weekend. The facility is located off the eastern coast of Malaysia and the cargo is bound for a client in South Asia, most probably South Korea, according to media.

Reuters reported late last week that the loading of the 144,000-cu-m Seri Camellia tanker had started at the Petronas Floating LNG Satu.

The Satu facility is estimated to have cost Petronas $10 billion, going into operation last year. Thanks to the floating facility, the Malaysian company beat other energy majors such as Shell and Japan’s Inpex, which are also working on floating LNG production projects.

Malaysia’s energy industry sees a stronger 2017

Petronas is pushing ahead with development of a large-scale refinery and petrochemicals plant in the southern state of Johor, with support from Saudi Arabia guaranteed as of last month.

In late January Petronas confirmed it would complete its Refinery and Petrochemical Integrated Development (RAPID) project on schedule, with production to commence in 2019. When fully on-line, the complex will have the capacity to process 300,000 bpd and up to 7.7m tonnes of petrochemicals annually.

Following the announcement, oil giant Saudi Aramco announced at the end of February that it would invest $7bn in the RAPID project out of a total investment of $16bn. This put to rest concerns that the programme would be scaled back or delayed, amid reports in January that the Saudi company had stepped away from forming a partnership with Petronas.

Public understanding vital before embarking on nuclear power programme

While the International Atomic Energy Agency (IAEA) has certified Malaysia’s readiness to “make an informed decision” on introducing nuclear power, there remains a question mark over whether the public is ready to embrace this particular alternative energy source.

Many are haunted by the disaster that struck the Fukushima Daiichi nuclear plant in Japan in March 2011 following a massive earthquake and tsunami, as well as the Chernobyl nuclear power plant in Ukraine where an accident in 1986 caused radiation-related fatalities.
