The oil and gas finds are timely when Malaysia’s oil and gas reserves and production capacity are seen dwindling.

IT HAS been quite a while since we last heard Petroliam Nasional Bhd (PETRONAS) and its production sharing contractors announcing new major discoveries of oil and gas in Malaysian waters.

Last week’s announcement of oil and gas discoveries offshore Sarawak could not have come at a better time when Malaysia’s oil and gas reserves and production capacity are seen dwindling.

It was just last year that PETRONAS had pledged to concentrate more on domestic exploration and development rather than aggressively going to lucrative but risky international waters.

From The Star – Downstream O&G projects exceeding RM1bil coming to Kertih

Kertih Polymer Park, which is under the East Coast Economic Region (ECER) master plan, will see new major investments for downstream oil and gas projects that could easily exceed RM1bil in the coming months, said ECER Development Council chief executive officer Datuk Jebasingam Issace John.

Jebasingam said one imminent investment would likely be announced by early second quarter and there were two more investments in the pipeline.

“There will be some major investments coming into Kertih Polymer Park as we are in various stages of discussions (with the multinational corporations). We will make announcements soon as we are not able to disclose more information,” he told StarBiz in an interview.

From Borneo Post – Marginal oil fields a boon for local O&G sector

The award development and production contracts to local players is a game changer for local oil and gas (O&G) service providers as this is the first time local players have been invited to participate.

UOB Kay Hian (Malaysia) Holdings Sdn Bhd (UOB Kay Hian) in its report pointed out that newsflow on this sector would be forthcoming and would act as a near term catalyst for a sector-wide re-rating. This move was intended to groom and moved local O&G players up the value chain.

To recap, Petronas had awarded a risk sharing contract (RSC) to develop and produce the Berantai field to a joint operating party (JOP) formed by a tripartite.

Petrofac Energy Development, a London-listed O&G exploration and production (E&P) company would take a 50 per cent stake, while SapuraCrest Petroleum Bhd (SapuraCrest ) and Kencana Petroleum Bhd (Kencana) would each have a 25 per cent equity participation in the JOP.

From Bernama – Petronas Gas Earnings Outlook Revised Upwards

PETRONAS Gas Bhd’s (PTG) earnings outlook has been revised upwards by a number of research houses after it posted better- than-expected earnings for the nine months ended Dec 31, 2010.

It reported a jump in pre-tax profit to RM1.549 billion for the nine-month period under review from RM966.287 million in the same period in 2009, while revenue rose to RM2.633 billion from RM2.419 billion.

MIDF Research revised PTG’s earnings forecast for financial year (FY) 2011 and FY12 upwards by 10.5 per cent and 7.4 per cent, respectively.

(1) Project Manager

B.Sc. in Mechanical or Chemical Eng., Registered Professional Engineer with BEM or recognized International Institution, minimum 12 years practical working experience in engineering design and / or construction in the oil and gas industry, including minimum 3 years in managerial function, preferably in managing a design office and familiar with DEP/PTS.

(2) Senior Mechanical/Piping Engineer

B.Sc. in Mechanical Eng., Registered with BEM or recognized International Institution, with at least 8 years practical working experience in engineering design in the oil and gas industry, preferably familiar with DEP/PTS.

(3) Mechanical Designer/Checker

Recognized Diploma/Certificate in Mechanical Engineering or equivalent, with at least 8 years relevant design/drafting experience in oil and gas industry and in designer position for the last 3 years minimum, preferably familiar with DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

(4) Senior Mechanical Draftsman

Recognized Diploma/Certificate in Mechanical Engineering or equivalent qualification in the correct discipline with at least 5 years relevant design/drafting experience in oil and gas industry, preferably familiar with DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

(5) Senior Civil/Structural Engineer

B.Sc. in Civil or Structural Eng., Registered with BEM or recognized International Institution, with at least 8 years practical working experience in engineering design in oil & gas industry, preferably familiar with the following:

i. DEP/PTS
ii. British Standard/Eurocode
iii. Use of Staad-Pro
iv. Basic CAD drafting knowledge

The personnel shall be able to carry out analysis and design of the following:

v. Steel Structures
vi. Concrete Structures
vii. Foundations

(6) Senior Civil/Structural Draftsman

Recognized Diploma/Certificate in Civil Engineering or equivalent qualification in the correct discipline with at least 5 years relevant design/drafting experience in oil and gas industry, preferably familiar with British Standard, Eurocode, and DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

(7) Civil/Structural Draftsman

Recognized Diploma/Certificate in Civil Engineering or equivalent qualification in the correct discipline with at least 3 years relevant design/drafting experience, preferably familiar with DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

(8) Senior Electrical Engineer

B.Sc. in Electrical Eng., Registered Professional Engineer with BEM or recognized International Institution, with at least 8 years practical working experience in engineering design in oil & gas industry, preferably familiar with DEP/PTS.

(9) Electrical Designer

Recognized Diploma/Certificate in Electrical Engineering or equivalent qualification in the correct discipline with at least 8 years relevant design/drafting experience and in designer position for the last 3 years minimum preferably familiar with DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

(10) Senior Instrument/System Engineer

B.Sc. in Instrument Eng., or equivalent, Registered with BEM or recognized International Institution, with at least 8 years practical working experience in engineering design in the oil and gas industry, preferably familiar with DEP/PTS.
The personnel shall possess knowledge to read, understand and provide design in the following areas:

i. Instrument installation details
ii. Loop/signal drawings
iii. PEFS
iv. Underground cable installations
v. Logic design
vi. Segregation between E & I
vii. Design according to DEP/PTS/Local Authority requirements
viii. Area classifications
ix. Write Basis Of Design
x. Keep up to date with current technology in the market
xi. Familiar with Flow/Orifice/Control valve calculations

(11) Senior Instrument Draftsman

Recognized Diploma/Certificate in Instrument Engineering or equivalent qualification in the correct discipline with at least 5 years relevant design/drafting experience in oil and gas industry, preferably familiar with DEP/PTS. The personnel shall be able to utilize Computer Aided Design Tool.

Candidate shall possess knowledge to read, understand and draw in the following areas:

i. Instrument installation details
ii. Loop/signal drawings
iii. PEFS
iv. Underground cable installations
v. Logic design
vi. Able to perform simple Flow/Orifice/Control valve calculations
vii. Proactive to carry out site survey on his own to verify spare terminal blocks

(12) Planning/QA Documentation Engineer

B.Sc. Degree or equivalent with 5 years experience in costing, project control and related work experience in engineering design and in onshore and offshore oil & gas projects. Has experience on using MS Project for his works in his employment for at least two years. The personnel shall possess knowledge and skill on:

i. Planning basics & fundamentals
ii. Resource Loading and management
iii. Physical Progress Chart generation
iv. Scheduled and Actual Progress monitoring
v. Progress difference in duration and percentage
vi. Reports
vii. Work Breakdown Structures (WBS)

Shout Out – Talk on IECEx Scheme and its impact on the O&G, Petrochem & Dust related industries

This is a shout out for the IEM. My Technical Division will hosting a talk on the 26th February, 2011. It’ll be at 9:00 am (makan-makan at 8:30). You still gotta climb those steps at Wisma IEM.

IECEX Scheme is the single International IEC Scheme covering Standards that relate to the Certification of Apparatus, Services and Personnel Competencies for Explosive Atmospheres and provide an internationally accepted means of demonstrating claimed compliance with International Standards. IECEx is a “Conformity Assessment Tool” providing confidence that product and services offered to industries with potentially explosive atmosphere are covered by an IECEx Certificate to meet specified requirements. Malaysia being a member to this IECEX Scheme and already adopting IEC standards will define how such industries is to be monitored to be in-line with the scheme.

The talk focuses on impact of IECEx Scheme on the oil, gas, petrochemical and dust related industries and benefits it brings to the Malaysian industries.

From the Star – Oil reserves found off Sarawak’s coast to boost Govt coffers

50 exploration wells in 3 years? Assuming you take 15 days per well, that’s 750 days. I hope they already have a drill ship on standby to meet that kind of schedule.

Petroliam Nasional Bhd (Petronas)’s persistency in exploring for the precious commodity within Malaysia has struck gold with major oil and gas reserves discovered off the coast of Sarawak.Some 100 million barrels of oil and 2.8 trillion standard cubic feet (tscf) of natural gas were discovered from two exploration blocks there.

Spurred by the success, Petronas plans to drill more than 50 exploration wells off Malaysia over the next three years.

From Bernama – Petronas Crude Oil Discovery To Add 191 Days To Malaysia’s Oil Reserves

Recent crude oil discovery by Petronas will add 191 days to Malaysia’s oil reserve based on its average daily output of 523,000 barrels a day between April and September 2010, said MIDF Research.

The new natural gas discovery will add 498 days to Malaysia’s reserves based on its average daily output of 964,000 barrels oil equivalent (boe) a day between April and September 2010, it added.
