Travelling from Site to Site

November 26, 2012

I had to get from Labuan to Kimanis. Unfortunately, the flight schedules didn’t allow me to make it to Kimanis on time. Alternate travel arrangements were made…

Support your local bookshop!  Bookalicious at The Summit Subang is a good choice. I think they focus on trilogies, quadrilogies, and other ologies. Tell them I sent you, and enjoy the look of perplexity on their faces. Those of you who have dropped my name, thanks!

With all the unfortunate accidents happening in Malaysian waters lately, I think a selection of safety books is in order:

Malaysia, Singapore to cooperate in oil spill control

November 24, 2012

Dateline 2012-11-10:

Malaysia and Singapore today agreed to further enhance collaboration in the prevention and control of oil spill in the Straits of Johor, and continue to organise a joint emergency response exercise to counter chemical spill at the second crossing.

These are among of the cooperation discussed and agreed upon between Malaysian Natural Resources and Environment Minister Datuk Seri Douglas Unggah Embas and his counterpart Singapore Environment and Water Resources Minister Dr Vivian Balakrishnan at the two-day 25th Malaysia-Singapore Annual Exchange of Visits held here today, said a joint statement by both ministers.

It said Malaysia agreed to organise the 9th Joint Emergency Response Exercise under the Emergency Response Plan for Chemical Spill at the Malaysia-Singapore Second Crossing, tentatively in the third quarter of next year.

It will provide a good opportunity for both countries to test and improve further their existing response plan, said the statement.

Where is the oil fund?

November 23, 2012

There’s an oil fund?

Dateline 2012-11-02:

Petronas was set up in 1974 and its first CEO Tengku Razaleigh Hamzah recently revealed that there were plans for the establishment of a Tabung Warisan Petrolium (National Petroleum Heritage Fund) for the future of Malaysians when our oil wells run dry.

Has there been any such oil fund set up? As far as I know there has never been a disclosure by the government of the existence of such a fund.

With the billions or even trillions of ringgit in oil revenue over some four decades, there is absolutely no excuse that is acceptable to Malaysians for this tragic betrayal of the people’s trust by our “oil sheikhs … Mahathir, Abdullah and Najib”.

Kelantan would settle oil royalty suit out of court, says Husam

November 21, 2012

Dateline 2012-11-02:

Kelantan is willing to settle its long-drawn oil royalty dispute out of court if Putrajaya expedites approval of the PAS state’s demand for RM800 million in annual royalties owed since 2005, state executive councillor Datuk Husam Musa has said.

Husam, who heads Kelantan’s Oil Royalty Action Committee, was weighing in on the government’s announcement on Tuesday promising a RM100 million payment to Pahang for untapped oil fields off the state coast.

“There is no more reason to refuse payment to Kelantan. I hope we can settle this out of court,” he told The Malaysian Insider earlier this week.

Delay in operations of Petronas’ regasification terminal in Malacca

November 20, 2012

Inside gossip says that the original schedule was unrealistic anyway, so I guess the ‘delay’ is of interest to those who aren’t into reading inside-baseball analysis.

Dateline 2012-10-30:

The commercialisation of Petronas Gas Bhd‘s liquefied natural gas (LNG) regasification terminal (RGT) in Sungai Udang, Malacca may be postponed to early next year due to the delay in engineering, procurement and construction (EPC) .

“We gather from various industry sources including the contractors that the RGT could be operational by end-Jan 2013 instead of end-2012.

“This is a one-month delay versus Petronas Gas’s guidance of end-2012 and a five-month delay from the initial start date of Aug 2012.

“We believe that the delays are not due to Malaysia’s regulatory reforms but the result of EPC challenges,” CIMB Research said.

PETRONAS Carigali discovers more oil reserves in Bertam, says PM

November 17, 2012

Note the “opposite the state of Pahang” jibe.

Dateline 2012-10-30:

Prime Minister Datuk Seri Najib Razak today announced that PETRONAS Carigali Sdn Bhd and Lundin Oil have jointly discovered additional oil reserves, under a production-sharing contract (PSC), at Block PM 307 of the Bertam oilfield.

He said the oil field, located 160 kilometres offshore Peninsula Malaysia, is opposite the state of Pahang at the depth of 76 metres.

PM 307 PSC is operated by Lundin Malaysia which holds a 75 per cent interest and Petronas holds the remaining equity.

Platts adds new Malaysia storage terminal to pricing process

November 16, 2012

Dateline 2012-10-30:

Energy pricing agency Platts has approved a new storage terminal in southern Malaysia set up by a joint venture of oil trader Vitol to participate in its assessment process for oil products, a step that could strengthen the region’s role as a trading hub.

The move will also allow the Geneva-based trading house, which is a major player in the Asian market, to take bigger trading positions and gain greater flexibility.

Platts, which provides Asian benchmark assessments for most oil products traded in the region, will include Malaysia’s new Tanjung Bin storage terminal in its pricing process for fuel oil, diesel, jet fuel and gasoline from Dec. 1, the unit of McGraw Hill told subscribers.

Pakatan says not against RAPID but project implementation

November 15, 2012

Dateline 2012-10-16:

Pakatan Rakyat (PR) clarified today that it will not scrap Petronas’ RM60 billion petrochemical refinery in Pengerang should it wrest federal power but will only put the project on hold, pending the resettlement of affected villages in the Johor constituency.

PR de facto leader Datuk Seri Anwar Ibrahim (picture) told a press conference here that the pact was not against the multibillion ringgit refinery but was concerned over how the Petronas’ Refinery and Petrochemicals Development (RAPID) had been rushed without due consultation with those living in the affected areas.
