Malaysia’s $30 bln drive reverses oil decline, boosts gas

Malaysia’s $30 billion push to find more oil and gas is paying off, with domestic crude output bouncing off a recent 20-year low and natural gas production on track to hit a record high before the end of the decade.

Southeast Asia’s second-biggest oil producer expects its crude and condensate output to rise to more than 600,000 barrels per day (bpd) in the next five years as new big fields start up and natural decline is stemmed at mature fields.

Malaysia’s oil output is not likely to rise much higher than that as most recent finds have been gas, although production of liquids may briefly approach former levels near 700,000 bpd when some of the new fields hit their peaks.

Kedah government will revive the Yan Petroleum Industrial Zone (Zipy) which was shelved after Pakatan Rakyat came into power in 2008, said Menteri Besar Datuk Mukhriz Mahathir.

He announced that Merapoh Resources Corp Sdn Bhd’s oil refinery and pipeline project would be developed on a bigger scale compared to when it was first proposed to the Barisan Nasional-led state government in 2007.

The state government is expected to rake in more than 400 millions of ringgit in profit from the proposed project, which Pakatan Rakyat changed its name to Sungai Limau Hydrocarbon Hub (Sulihh) when it was in power.


Ananda Krishnan controlling Malaysia’s O&G?

Has billionaire entrepreneur Ananda Krishnan secured direct control of a series of Sarawak’s off-shore oil fields through his Pexco division? Pexco is the natural resources division of Usaha Tegas, which is controlled by Krishan. The question surfaced after Pexco chief executive officer Sean Guest posted an update on Linked-in describing the oil and gas company as having “one of the largest acreage holders in Malaysia”. Pexco’s  “primary assets” according to Guest are now in Australia, Indonesia, Malaysia and Etiopia. Guest’s CV posting noted that Pexco is focused in Australia-Asia and the Indian-ocean rim and has regional offices in these areas.

Malaysia has set itself a key strategic objective of becoming a regional energy hub, Prime Minister Najib Razak said Monday.

Speaking at the opening ceremony of the 17th Asia Oil and Gas Conference in Kuala Lumpur, Najib said the energy sector plays a pivotal role in the Malaysian economy with oil and gas contributing to more than 40% of the country’s national income.

Najib said that Malaysia has halted a decline in its domestic production with 24 new discoveries made in 2012 alone. Malaysia produced 1.69 million b/d of oil equivalent in the first quarter of 2013, up 3% from 1.64 million boe/d in Q1 2012.

Ensure oil money put into good use, Putrajaya told

DAP assemblyman Yeo Bee Yin called for a number of legislative reform today to ensure greater transparency and accountability in managing Malaysia’s oil wealth.

This comes as Revenue Watch Institute’s (RWI) report on government disclosure in oil, gas and minerals management in 58 resource-rich countries released in April saw Malaysia scoring three per cent lower than in 2010, performing poorly in all three criteria touching on matter of accountability like reporting practices and safeguards and quality control.

“It is time for Malaysia to move to greater transparency and accountability in governing the wealth of oil lest we fall into the category ‘curse of oil’ or ‘Dutch Disease’,” said Yeo in a statement here, referring to negative consequences arising from large increases in a country’s income.

 


Petronas to accelerate capex

Petroliam Nasional Bhd (Petronas) will likely play catch up on capital expenditure (capex) over the next three years with focus on developing Malaysian oilfields as it remains committed to increasing production.

“(Petronas’) capex spending will progressively pick up over the next three years amid delays in executing the Refinery and Petrochemical Integrated Development (Rapid),” Maybank Investment Bhd (Maybank IB) said in a research note yesterday.

Petronas had said that the final investment decision (FID) on its RM60 billion Rapid project is expected by March 2014, which in effect pushes back the completion date for the project’s first phase by a year to 2017.

It noted Petronas had only subscribed 29% of the total RM300 billion capex it had put aside for a five year period since 2011.
