Petrofac has been awarded an engineering, procurement, construction and commissioning (EPCC) contract by PRPC Refinery and Cracker Sdn. Bhd. a subsidiary under the Petroliam Nasional Berhad (Petronas) group, Malaysia’s national oil and gas company; for a refinery package in Petronas’ Refinery and Petrochemicals Integrated Development (RAPID) project in Pengerang, Johor, Malaysia

Located in Pengerang, within the state of Johor, Malaysia; Petronas’ RAPID project is by far the largest liquid-based green-field downstream undertaking in Malaysia

Worth more than USD 500m, the competitively tendered lump-sum EPCC scope of work includes three sulphur recovery units, two amine regeneration units, two sour water stripping units, a liquid sulphur storage units and a sulphur solidification package unit.

Adenan misleading Sarawakians on oil royalty

Sarawak DAP has warned the people that Chief Minister Adenan Satem is trying to pull wool over their eyes by linking a measly 10 per cent stake in various gas projects, the latest being in MLNG.4, with the 20 per cent oil royalty demand.

Sarawak DAP Chief and DAP National vice-chairman Chong Chieng Jen urged Adenan to come clean on his recent talks with Petronas on the oil issue.


Malaysian firm brought suitor to Roc Oil

A previously silent player in the Roc Oil takeover saga has emerged as a little known Malaysian company, which may have helped to broker the successful $474 million offer from Chinese conglomerate Fosun.

Dialog Group, a Malaysian company providing technology services to the oil and gas industry, has emerged as a key player in the dialogue between Fosun and Roc Oil, reporting by Data Room has discovered.

It is believed that Dialog secretly accumulated a 4.3 per cent holding in Roc Oil via ANZ earlier this year. An ANZ subsidiary is listed as the second-biggest holder in Roc Oil, after fund manager Allan Gray, according to Bloomberg data.


Petronas details RAPID project contract awards

Malaysia’s state-owned Petronas has confirmed the award of 11 major contracts related to critical milestones in the development of its refinery and petrochemical integrated development (RAPID) complex at Pengerang in southeastern Johor, Malaysia (OGJ Online, May 13, 2011).

Five of the contracts are for engineering, procurement, construction, and commissioning (EPCC) for RAPID’s refinery and steam cracker component, Petronas said.

The EPCC contracts were awarded to:

  • A consortium of CTCI Corp., Chiyoda Corp., Synerlitz (Malaysia) Sdn. Bhd., and MIE Industrial Sdn. Bhd. for the residue fluid catalytic cracking units, LPG treating unit, propylene recovery unit, and caustic neutralization units.
  • Sinopec Engineering (Group) Co. Ltd. and Sinopec Engineering Group (Malaysia) Sdn. Bhd. for the crude distillation unit, atmospheric residue desulfurization units, and hydrogen collection and distribution units (OGJ Online, Aug. 7, 2014).


Let Sabah have all 10% oil royalty – UPKO

United Pasokmomogun Kadazandusun Murut Organisation (UPKO) yesterday urged the Federal Government, which is receiving a five per cent share of the oil royalty from Petronas, to instead give it to the oil producing states.

“We in Upko have been saying all along, there is an urgent need for Sabah, being an oil producing state, to be given more than the five per cent share it is getting at the moment. I wish to reiterate our party congress resolutions for several years now, that the most practical solution is for Putrajaya to give its share to Sabah. This is doable,” said Upko acting president Datuk Madius Tangau.

IEM Shout Out – Full-Day HAZOP Training For Team Members – A Practical Approach

My technical division will be hosting a 1 day seminar on the 20th November, 2014. It is worth 6.5 CPD points, and held at Wisma IEM. Since I’m giving it, I expect hoards will have to be turned away at the gates. And it’s a big room, so I need to fill the seats.

A Hazard and Operability study is a formal and systematic and detailed examination of the process and engineering intentions of new or existing facilities which assesses the hazard potential and effects on the facility as a whole when operation is outside of the design envelope, or individual items of equipment malfunction.

This course is designed to educate participants in the HAZOP process from the perspective of a HAZOP team member. It is meant to provide both instruction and workshop sessions so that the participants:

  • Are familiar with the concept of ‘risk’
  • Are familiar with the theory behind HAZOP
  • Are familiar with the actual HAZOP workshop process
  • Have expectations as to what the HAZOP will (and won’t provide)
  • Understand what deliverables can be expected from a HAZOP
  • Have the opportunity to participate in HAZOP exercise in a safe environment
  • Opportunity to share HAZOP experiences

At the end of the session, the participants should:

  • Understand the responsibilities of all parties in the HAZOP
  • Have experience in a HAZOP session.
  • Understand the outcomes from a HAZOP session
