Shout Out – One-Day Course on Safety Integrity Levels (SIL) Training For Workshop Participants
August 11, 2015My technical division will be hosting a 1 day seminar on the 10th Sovember, 2015. It is worth 6.5 CPD points, and held at Wisma IEM. Since I’m giving it, I expect hoards will have to be turned away at the gates. And it’s a big room, so I need to fill the seats.
In the Layer of Protection methodology, a Safety Instrumented Function (SIF) designed to eliminate the cause of a risk or minimize the consequence of an event. The expectation of the SIF’s reliability to perform upon demand must be defined so that it is designed appropriately. The Safety Integrity Level (SIL) study is a tool used this.
This full day course is designed to educate participants in the SIL process from the perspective of a SIL team member. It is meant to provide both instruction and workshop sessions so that the participants:
- Are familiar with the concept of ‘risk’
- Are familiar with the theory and terminology behind Layers of Protection, SIS, SIF, SIL and LOPA
- Are familiar with the different SIL methodologies: risk graph, risk matrix, LOPA.
- Have expectations as to what the SIL workshop will (and won’t) provide.
- Understand what deliverables can be expected from a SIL workshop.
- Have the opportunity to participate in SIL exercise in a safe environment.Opportunity to share SIL experiences.

LNG plants unsuitable for Sabah, says Musa

Liquefied Natural Gas (LNG) plants are unsuitable for Sabah, says Chief Minister Datuk Seri Musa Aman.
“Clearly, Sabah does not produce as much LNG as Sarawak, which has more of it and less oil.
“So an LNG plant in Sabah, such as the one operated by Petronas Bintulu, is not suitable. Sabah in any case has more oil than LNG,” Musa (pic, right) told the Sabah state assembly today.
He was replying to a question by Mohamad Alamin (BN-Bongawan), on why LNG plants were not being built in Sabah, during the First Supplementary Supply Bill 2015 debate.
Musa, who is also Sabah finance minister, said the LNG produced in Sabah would be channelled via the Sabah Oil and Gas Terminal in Kimanis through the Sabah-Sarawak Gas Pipeline to Bintulu’s LNG plant.…

World class training facility to be built at UMS

A world class training and competence assurance facility will be set up at the University Malaysia Sabah (UMS) campus to train manpower for the oil and gas industry.
The multi-million dollar facility will include a Safe Live Process Plant (SLPP), a realistic industrial oil and gas facility that will provide a safe and controlled environment for new and experienced trainees to develop practical skills and enhance competency.
Construction of the proejct will begin as soon the feasibility study conducted since April 2015 is completed (currently entering its final stages). It is expected to take nine months to complete, and its first intake of trainees is expected in the last quarter of 2015.
This was disclosed when a high-powered delegation from UMS led by Professor Ir Dr Rosalam Hj Sarbatly paid a courtesy call on Industrial Development Minister Datuk Raymond Tan recently.

Petronas adjusts to oil price

Petroliam Nasional Bhd (Petronas) will continue to implement cost-cutting measures, concentrate on profitable projects, as well as eye opportunistic acquisitions abroad to adjust to the “ups and downs” of oil price.
Its Executive Vice-President/Chief Executive Officer of Upstream, Datuk Wee Yeow Hin, said this time people thought the oil price will be soft for a little bit longer.
“Therefore all companies, including us, are adjusting our capital expenditure (capex),” he said.
Unlike the previous cycle in 1998/1999 whereby the price stabilised by 2000, and during the 2008 global recession where it went down to US$45 per barrel to recover by 2009, this time there is no indication that the oil price will pick up to US$100 per barrel in the next three to four years.
Wee said for oil, short-term duration contract will be one year, unlike liquefied natural gas, where the contracts could last 20 to 30 years.…

Petronas to keep focus on ‘cool and sexy’ gas business
August 6, 2015I guess ‘cool’ because of refrigeration units, and ‘sexy’ because of the strippers? And why isn’t a ‘Malaysian’ publication not using Dato’ and spelling Yiaw wrong?
Dateline 2015-06-14, FMT:
Petronas will remain focused on the “cool and sexy” natural gas business for the long-term, said its executive vice-president Wee Yeow (sic) Hin.
“Demand for LNG will always be there and it is expected to triple by 2035, from 210 million tonnes in 2010 to 500 million tonnes in 2030 and reaching 600 million tonnes in 2035,” he said in an interview with Bernama.
He said there were about 30 LNG supply projects globally at present and the number was expected to double to 60 projects by 2030.
“This year there are about 36 countries importing LNG and by 2030 it is expected to grow to 50 countries.
“Japan, Korea and Taiwan will remain as large and important markets but the biggest volume growth would come from India, China and Asean,” he said.

Too many oil hubs?

IT is surprising that Benalec Holdings Bhd is calling off its plans to build a petroleum hub in Tanjung Piai in Johor.
In an announcement this week, the company said the agreement with its partners had lapsed and that there was no intention to pursue the matter further.
Notably, Benalec has influential partners in the form of the Johor royalty and businessman Datuk Daing Malek Daing A Rahman.
The plan included reclaiming and selling about 1,000 acres off the coast of Tanjung Piai for the purpose of constructing and operating a crude oil and petroleum storage facility together with a private jetty.
What is clear though is that with oil and gas (O&G) prices being where they are, all parties planning ventures into this sector have to rethink their business plans, just as the oil majors the world over are admittedly doing.
There are also a significant number of O&G hubs being planned in the state of Johor.
