From UPI – Malaysia poised as next oil and gas hub?

I guess I should start hitting the books. Does anyone recommend a good text on deep water engineering? Or know a deep water engineer we can hire at cut-throat rates?

Malaysia could become the world’s fourth deep-water oil and gas hub after Houston, Rio de Janeiro and Europe, an industry executive said.

“In terms of subsea industry, Malaysia is already a hub by itself,” Bernard Di Tullio, president and chief executive officer of Technip Group, an offshore and engineer contractor with a presence in 48 countries, told reporters Tuesday on the sidelines of the 15th Asia Oil and Gas Conference in Kuala Lumpur.

Demand for deep-water access in Asia Pacific has been strong in the past two or three years, Di Tullio said, and Malaysia has been responding quickly in developing the sector.


Malaysian Oil Producer, Reverse Auction

From what I’ve been told, PETRONAS is starting to use reverse auctions to squeeze the best price out of Design Engineering Services contractors. I have heard that PCSB-SKO has used this technique at least thrice, and that’s without me actively investigating the matter.

The way it works is as follows: Approved service providers are told to login to an auction page at a given time. The scope of work/services being auctioned off is given a starting price, hopefully the price is higher than what the SPs think is a fair value.

When the auction starts, service providers will be allowed to input their price to execute the work, the only limitation is that it has to be lower than the incumbent price (duh). To prevent last minute sniping, I’ve been told that the auction only closes 60 minutes after the last entry.

Now, I believe Shell did this either in the UK or Australia, but there were complaints from the industry. When will the outcry come from our local players? Or is there no recourse for a intellectual discussion on the topic?

There seems to be a trend (at least among Malay families from what I’ve seen) to organise family days, that descendents of a patriarch or matriarch. Well, one of the locations for a family day is Agrotek Garden Resort. The family of Hj. Salleh gathered there last weekend, and of course I had to snap photos of the food presentation.

So, does this article explain why PETRONAS now has EVPs, similar to ExxonMobil, and how we, er they are scrambling to prevent Malaysia from becoming a net crude import nation? Oh, and how their new President is making his mark and leaving his legacy?

Take from the Star, dateline 2010-06-05:

KUALA LUMPUR: Petroliam Nasional Bhd (PETRONAS) will search for more oil and gas reserves in Malaysia at the expense of overseas exploration and has changed its management structure to have its executive vice-presidents in charge of key operations to shoulder more responsibility.

Domestic oil exploration would see PETRONAS drill deeper for oil and gas on the shallow waters of Malaysia but the company is also looking to increase the amount of oil it pumps out from existing wells in Malaysia.

PETRONAS will also be pouring more management time on its oil and gas business and would be looking to scale back and divest operations which it considers non-core to the crux of PETRONAS.

KUCHING: The oil spill from the collision of two vessels in the Singapore Strait appears to have no lasting effect on the affected coastal areas, Natural Resources and Envi­ronment Minister Datuk Douglas Uggah Embas said.

He said he visited the area last Sunday and could see the difference between one spot which had been cleaned up and the areas yet to be cleaned.

“Once the beach has been cleaned, there is no effect and no more odour of oil because the sea current is moving and there is clean water flowing in,” he told reporters at his Gawai open house at Taman BDC here yesterday.

From Bernama: Malaysia Likely To Be Net Oil Importer By 2011

Once Malaysia starts importing crude, be prepared for a long slide (or climb) as Malaysians are forced to reduce their dependency on subsidies. And expect a rise in oil & gas opportunities as we try harder to extract the remaining oils in our soil. I suspect deepwater and enhanced oil recovery engineering will have an increased importance.

Malaysia is likely to become an oil importer as early as next year at the current rate it is consuming petroleum, Minister in the Prime Minister’s Department, Datuk Seri Idris Jala on Thursday.

Malaysians continue to be among the highest fuel consumers per capita in the world fuel consumption habits pattern which generally has remained relatively unchanged despite increased oil prices in 2008.

He also said that approximately 70 per cent of the government’s liquid petroleum gas (LPG) subsidy goes to commercial concerns and not the intended households.

About 30 per cent of the cooking oil subsidy is also abused, he said.

He said the government is proposing to phase out the petrol subsidy gradually in line with its move to strategically position Malaysia’s economy on a stronger footing to realise the aspirations of Vision 2020, which is to achieve a developed, high-income nation status.
