Maximising oil recovery from maturing oil fields

Malaysia is set to enhance its crude oil recovery from its maturing oil fields through the Enhanced Oil Recovery (EOR) technology using its own expertise in petroleum engineering.

Works are already underway to implement EOR at the Tapis oil field located about 200 kilometres off Terengganu that produces extra-light and low-sulphur crude oil.

Tapis is one of seven mature offshore fields that ExxonMobil Exploration and Production Malaysia Inc. (EMEPMI) and PETRONAS Carigali Sdn Bhd (PCSB) have agreed to develop as part of a 25-year production-sharing contract that was finalized in 2009.

The EOR is a major engineering milestone for the country as local companies like SapuraKencana Petroleum Bhd and Malaysia Marine and Heavy Engineering Holdings Bhd (MMHE) are involved in fabricating the jacket and deck respectively.

ExxonMobil Exploration and Production Malaysia Inc (EMEPMI), a subsidiary of Exxon Mobil Corporation, together with Petronas Carigali Sdn Bhd have successfully completed the construction and loadout of its platform jacket for the first large-scale Enhanced Oil Recovery (EOR) project in the region.

The eight-legged jacket – a tall, steel structure that rises up from the ocean to support a surface deck – is now en route to be installed at the Tapis field, located about 200km offshore Terengganu.

“The 5,500-tonne jacket is the substructure for the main central processing facility of the EOR project. Built in Lumut, it’s the heaviest jacket that we have installed in Malaysia,” Project Executive Douglas C. Smith told Bernama in an exclusive interview.


Third round RSCs still up for grabs

The bidding process for the third licensing round to develop marginal oil and gas fields under the risk service contracts (RSC) is yet to be completed, Petroliam Nasional Bhd (Petronas) said.

The market is expecting Petronas-owned Vestigo Petroleum Sdn Bhd to speed things up and pave the way for more companies to join in the fray.

“No contract has yet been awarded in this licensing round as the bidding process is still ongoing,” the national oil company said in an email to SunBiz.

Interest in RSCs perked up yesterday after a relatively small player Handal Resources said it will partner MOE Australia Ltd to explore opportunities in development of marginal oil and gas fields – with an eye for RSC agreement with Petronas.


Petronas Carigali sets up new subsidiary to focus on small, marginal fields

Petronas Carigali, the upstream arm of Malaysia’s state-owned Petronas, has set up a subsidiary, Vestigo Petroleum, to focus on the development of small, marginal and mature fields in Malaysia and overseas, Petronas said Monday.

Vestigo aims to optimize production from clusters of small, marginal and mature fields through operational, technical and cost effective methods while its parent Petronas Carigali will continue to explore and develop larger and more technically complex fields, the company said in a statement.

HSE management in Malaysia’s Oil & Gas industry

PETROLEUM exploration in Malaysia started in Sarawak when oil was first discovered in 1909 and first produced in 1910. Malaysia has the world’s 25th largest oil reserves and the 14th largest gas reserves. The oil and gas (O&G) industry is a complex and high risk field due to the location of its operations and proximity to hazards (Ken-Worgu 2011).

The Piper Alpha incident saw the destruction of an entire oil platform from fire and explosion, killing 167 people within 22 minutes. The Deepwater Horizon oil spill in the Gulf of Mexico in April 2010 killed 11 people and 4.9 million barrels of oil were discharged into the sea —- the largest oil spill ever. Both incidents indicate that accidents in the O&G industry can have catastrophic effects on people, the environment, assets and reputation.

In general, O&G projects take several years to complete and involve large capital outlays. Some are considered mega projects, due to the huge magnitude, high costs and significant number of interfaces, interdependencies, complexity, and risks (Jergeas 2008).

The use of time, cost and quality as indicators of project success have been applied to almost every industry. However, the inclusion of health, safety and environment (HSE) as a success factor in O&G projects has not been investigated; neither has it been included as part of project management models despite its big impact to the industry.


Muhibbah shares up 11% after securing Petronas license

You mean Muhibbah didn’t have a PETRONAS license before this?

Shares of Muhibbah Engineering (M) Bhd rose 17 sen or 11% to RM1.74 at 3.46pm on Friday on news that it had been awarded a license by Petroliam Nasional Bhd.

It was one of the most actively traded stocks with 15.7 million shares traded between RM1.63 and RM1.74.

The FBM KLCI rose 15.79 points to 1,767.36. Turnover was 1.09 billion valued at RM1.654bil with 462 gainers, 242 losers and 302 counters unchanged.


‘ILLEGAL’ DR M? Former PM’s status as Petronas advisor may violate Petroleum Act

The legality of former prime minister Dr Mahathir Mohamad’s post in national oil giant Petronas as its advisor has come under question.

Kuala Terengganu member of parliament Raja Kamarul Bahrin Shah cited the Petroleum Development Act 1974 which states that any individual who is not part of the present government is not qualified to hold the post.

“Under what provision is Dr Mahathir appointed as Petronas advisor, since Section 5 of the Act states that the advisory role is to be placed under a council and not any individual,” Raja Kamarul told Harakahdaily at the parliament lobby yesterday.

Section 5 of the Act states:

“1. There shall be established a Council to be known as the National Petroleum Advisory Council consisting of such persons including those from the relevant States as the Prime Minister may appoint.

The primary objectives of Engineering Finance are to Create Cost Conscious Global Professionals. Engineering Finance is a sub-set of Engineering using financial methodology to ensure the long-term viability and sustainability of a project.

The course will delve on:

  • Definition and concept of Engineering Finance.
  • Fundamental principles of the engineering finance methodology e.g. “Bridging” of “Engineering” with “Finance”, MAL Cost Efficiency Model, Economic Efficiency vs. Engineering Efficiency, Critical Component Analysis etc.
  • Applications of Engineering Finance – using actual cases to illustrate the uses of EF methodology in market positioning, product-technology option matrix etc.

The seminar will be led by Ir. Prof. Madya Dr Maulud Abdul Latif. He obtained his Engineering Doctorate (EngD) in Engineering Finance at the UTM/University of Warwick. He also holds an MBA Finance from the University of Queensland Business School, a B. Sc. (Hons) Mining Engineering from the University of Wales and a Diploma in Mechanical Eng. from Universiti Technologi Malaysia. In addition, he holds the Dredgemaster Certificate of Competency and is a member of the Board of Professional Engineers, Institute of Engineers and Institute of Mineral Engineers.
