From the Economic Times: Malaysia Petronas to award jobs to unlicensed firms

Malaysia’s state oil firm Petronas will award contracts to unlicensed energy services companies to encourage greater competition in the oil and gasindustry, The Edge weekly newspaper said citing unidentified sources.

The move would be a departure from the current practice where Petronas only hands out jobs to licensed players in certain segments such as oil and gas equipment makers and offshore support vessel operators, the report said.

The liberalisation measure is aimed at drawing more foreign investment to develop Malaysia as a regional energy hub, it added.

Petronas was not immediately available for comment. The move would expose local energy services companies such as Malaysia Marine and Heavy Engineering Holdings Bhd , Kencana Petroleum and Ramunia Holdings Bhd to competition.

Thoughts On Public Safety – TRAP

I recently visited the Taman Rekreasi Air Panas. There’s a hot water swimming pool there. Let’s see where safety practices for public facilities are different from the industry:

  • Water enters the pool close to boiling temperature at one end. No indicators are available showing that temperatures are above comfort levels, nor warnings posted to the effect that ‘Swim here at your peril.’
  • No TAH alarms
  • No TAHH shutdown
  • No Human Intervention for Public Protection System (HIPPS) visible, i.e. no lifeguards

Apply what you learn at work to your day to day activities. Or avoid swimming in hot pools.


Kencana expanding Lumut yard

Kencana Petroleum Bhd is in talks to acquire more than 130 acres beside its fabrication yard in Lumut, Perak, sources said.

It is understood that Kencana is close to sealing the deal, which could see the company substantially increase its yard space to enable it to take on larger jobs.

It is still not clear which parties Kencana is in negotiations with, but among its neighbours is Lumut Maritime Terminal Sdn Bhd (LMT), which is 50% plus one share controlled by the Perak government


‘Some petrol stations disregarding the law’: Malaysia

Some petrol stations are breaking the law by selling subsidised RON 95 petrol to Thai motorists.

This has encouraged the smuggling of RON 95 from the border town of Perlis into Thailand, Padang Besar Anti-Smuggling Unit (UPP) commander Assistant Suprintendent Noor Janihan Nanyan said yesterday.

Motor vehicles registered outside Malaysia are not allowed to buy RON 95 and natural gas. However, foreign-registered vehicles are allowed to fill up to 20 litres of subsidised diesel at a station within a radius of 50km from the point of entry into the country.


Exxonmobil Seals RM236 Million Offshore Terengganu Deal

ExxonMobil Exploration and Production Malaysia Inc. (EMEPMI), a subsidiary of Exxon Mobil Corporation, has signed a RM236 million contract with Malaysia Marine and Heavy Engineering Sdn Bhd (MMHE) to fabricate facilities for the Telok Gas development project in offshore Terengganu.

Its chairman and president Hugh W. Thompson said MMHE will fabricate and construct the topsides and platform jackets for the project operated by ExxonMobil.

The Sabah Ex-Servicemen Association of Malaysia (Beliawira) sees the many employment opportunities created by Petronas in the state as a “1Malaysia gift” for Sabahans.

Its Chairman, Muhammad Firdaus Joseph Abdullah, said the national oil company’s approach to give priority to recruiting locals for its many ongoing projects in Sabah was laudable and was in line with the caring concept of 1Malaysia introduced by Prime Minister Datuk Seri Najib Tun Razak.


From Rueters – JOGMEC to support JX Sarawak exploration project

State-backed Japan Oil, Gas and Metals National Corp (JOGMEC)said Thursday it will provide 10.1 billion yen ($130 million) in equity capital financing to a unit of JX Holdings for its oil and gas exploration project in Malaysia.

JX Nippon Oil and Gas Exploration Corp, the upstream unit of Japan’s biggest oil company, owns a 75-percent stake in Block SK333 onshore Sarawak and is the operator. Malaysia’s national oil company, Petronas, owns the remaining 25 percent.


Shout Out – One Day Course on Corrosion Control of Steel Structures by Cathodic Protection

Corrosion has been a concern in many industries. Corrosion can cause unexpected failures of structures and can result in huge losses in life, production as well as environmental. It has been reported that corrosion can, on average, causing around 3% of GNP in many industrialized countries.

Cathodic protection (CP) is one of few corrosion protection methods. It has been successfully used to overcome corrosion and extension of service life of structures. The course is aimed to provide the understanding of principle of CP, techniques of CP survey and measurements and interpretation of CP survey data.

The course will introduce you to the following topics:

  •  Principle of Cathodic Protection
  • Type of Cathodic Protection
  • Criteria of Cathodic Protection
  • Electrical Measurement for Cathodic Protection System
  • Special Cathodic Protection Survey Techniques
