IN the face of persistent economic volatility, Malaysians seem to be constantly tightening their fiscal purse strings even as costs of basic necessities soar ever higher with no end in sight.

Under these current conditions, few people in their right minds would set their pay cheques on fire or flush the contents of their wallets down the toilet.

Yet, as consumers, we are figuratively casting millions of our hard-earned ringgit to the wind every year without realising it’s due to wasteful energy consumption habits and energy inefficient household appliances

PETRONAS Licensing – Conceptual and Detailed Design Work

Have you renewed your PETRONAS license recently? There’s been a change which seems to me shouts out ‘grow big or go home,’ and now shuts out small companies from bidding for multi-disciplinary engineering work.

From my point of view, there are two Standardised Work and Equipment Categories (SWEC) categories you need to be registered under to get the above work:

  • SE201010000 – ENG. DESIGN, ARCH. & DRAUGHTING SERVICES -Engineering Design- Conceptual Engineering Design/FEED
  • SE201020000 – ENG. DESIGN, ARCH. & DRAUGHTING SERVICES -Engineering Design- Detailed Design

However, the Minimum Technical Requirements (MTR) are so onerous that you can’t get these categories if you are small and don’t have a multidisciplinary team in your company (us small companies have tie-ups that would be technically capable of executing projects of the appropriate size, but we don’t have a single vehicle that would meet the requirements below).

Chief Minister Datuk Seri Musa Aman today expressed his appreciation to Petronas chief executive officer Datuk Shamsul Azhar Abbas for his sincere efforts to ensure business opportunities are given to local contractors in the oil and gas industry.

He said this was evident from Petronas’ commitment to award contracts worth RM600 million to Sabah firms in the Sabah Ammonia-Urea Plant (Samur) in Sipitang.

Musa said apart from this, investments worth billions of ringgit in downstream projects would create huge multiplier effects and offer diverse opportunities to locals.


From Bernama – MMHE Secures RM1.4 Billion Contract From EMEPMI

Malaysia Marine and Heavy Engineering Holdings Bhd (MMHE) has secured the RM1.4 billion Tapis Enhanced Oil Recovery (EOR) project from ExxonMobil Exploration and Production Malaysia Inc (EMEPMI).

The contract from the subsidiary of Exxon Mobil Corporation is for the construction and installation of the main structure for the Tapis R topside, which is the main structure of the Tapis EOR project.

EMEPMI chairman and president, Hugh W Thompson said the contract was part of the company’s long-term commitment to work closely with PETRONAS and their co-venture partner PETRONAS Carigali to develop Malaysia’s full energy potential.”

Statistics are tools used to make predictions on performance. There are a number of simple methods for analysing data and, if applied correctly, can lead to predictions with a high degree of accuracy. Statistical Process Control, SPC is a branch of applied statistics for quality control. It is statistical analysis of the predictability and capacity of a process to give a uniform product. SPC is a popular industry tool for the collection, analysis and interpretation of data for use in quality control activities. This module covers the basic concepts of statistical analysis and their application to practical problems in process control.

The concept of SPC is then further extended for multivariate process. Multivariate Statistical Process Control, MSPC procedures allow production personnel to simultaneously observe several variables on one consolidated chart. Second part of the workshop focuses on multivariate extensions for all kinds of univariate control charts, such as multivariate control charts. In addition, we review unique procedures for the construction of multivariate control charts, based on multivariate statistical techniques such as principal components analysis (PCA) and Hotelling’s T2 method.

Engr. Dr. Lam Hon Loong, is an Assist. Professor with University of Nottingham, Malaysia Campus. He pursued double PhD in Chemical Engineering, 2010 (University of Maribor, Slovenia) and Information Technology, 2011 (University of Pannonia, Hungary).    His research topics are process quality control and supply chain synthesis. He has completed his Bachelor Degree, 2000 and Master Degree, 2004 in Chemical Engineering, both from Universiti Teknologi Malaysia with specialisation in process system engineering.

Labuan Gives Tax Incentives For Oil And Gas Trading

At the launch of the Global Incentives for Trading (GIFT) programme and the newly-formed Labuan International Trading Commodity Company (LITC), the Director-General of Labuan Financial Services Authority (FSA) Encik Ahmad Hizzad Baharuddin announced that a range of incentives have been initiated to attract oil and gas traders to Malaysia.

The new scheme will be operated by the LITC out of Labuan International Business and Financial Centre (IBFC), and is intended to diversify further the products and services of Malaysian’s financial services sector.


Borneo Post Online – Local players ready for deepwater O&G fields with PETRONAS

The oil and gas (O&G) industry is expected to eventually venture forth into exploration for oil fields and gas fields in deeper waters on the back of Petroleum Nasional Bhd’s (Petronas) reiteration of its licensing policy for the industry.

The national oil corporation stated last week that there was no change in its licensing policy related to companies engaged in Malaysia’s upstream O&G industry in response to media reports speculating that Petronas would do away with the policy.

Specifically, under the Petroleum Regulation 1974, both local and foreign companies wishing to commence or even carry out any business or services related to Malaysia’s O&G upstream operations must apply for a licence from Petronas.

OSK Research Sdn Bhd analyst Jason Yap told The Borneo Post, “We note that Petronas has embarked on a long term plan to nurture the local O&G service providers – with the first few being Kencana Petroleum Bhd (Kencana), SapuraCrest Petroleum Bhd, and Dialog Group Bhd (Dialog) – which have been awarded marginal oilfields to expose these companies to upstream O&G activities.

New incentives to make M’sia O&G international hub

 The Labuan Financial Services Authority (Labuan FSA) and the Malaysia Petroleum Resources Corp (MPRC) have launched a slew of incentives to attract oil and gas traders to Malaysia.

The key incentives, aimed at turning Malaysia into an international hub for the oil and gas industry, was offered to the Labuan International Trading Commodity Company (LITC) under the Global Incentives for Trading (Gift) Programme by MPRC and Labuan FSA.

Those incentives include a flat corporate tax rate of 3% of chargeable income, 100% exemption on director fees paid to non-Malaysian director, 50% exemption on gross employment income for non-Malaysian professional traders and others in managerial capacity of the LITC companies, and other various tax exemptions and fiscal incentives.
