KKB Engineering Bhd (KKB) is on track to some possible oil and gas (O&G) related contracts in the pipeline as the company has signed a Memorandum of Understanding (MOU) with Brooke Dockyard & Engineering Works Corporation (Brooke Dockyard) to set out its intention and mutual understanding in connection with a proposed strategic alliance and joint-venture.

The collaboration includes a lease of the deepwater river front yard by KKB to Brooke Dockyard for its O&G substructure and other works, with the exclusive rights given to KKB to undertake such works to the extent its service can meet Brooke Dockyard’s client requirements.

More interesting might be my notes of the Q&A session:

  • Payment for licensing & registration fees will be done via over-the-counter deposit at CIMB. Payment may be made via BizChannel, and by mid-2012, maybe CIMBClicks and Maybank2u.
  • Since the process is now self-guided, unlikely to be refunded the processing fee to due vendor errors during submission.
  • Announcements will be made on the website, but sufficient lead time between announcement and change/activity will be provided. Critical information will be sent via email to registered addresses.
  • You can appeal for unapproved SWEC. Who you contact? Beats me.
  • The requirement for agencies will still be on an exclusivity basis.
  • RETRO! The interface has been tested on IE8 (or lower) or Firefox 3.6 (or lower). No guarantees for Safari, Webkit, Opera, Lynx, Chrome or higher versions of IE or Firefox.
  • There will be a SWEC initiative review in 2012.
  • Frozen categories are still frozen categories. VDPs will be revamped next year.
  • Minimum Technical Requirement – If an MTR requires certification by an external body, but that body no longer provides said certification, then the requirement will be reviewed on a case by case basis

Winds Of Change For Lun Bawang, Thanks To Petronas

The winds of change are bringing greater development to the Lun Bawang, one of Sarawak’s minority ethnic communities, thanks to the 512km Sabah-Sarawak Gas Pipeline project now underway.

The US$500-million project, which spans Malaysia’s two largest states by passing through this remote enclave, will pipe natural gas from the Sabah Oil and Gas Terminal (SOGT) in Kimanis to the Liquefied Natural Gas (LNG) complex in Bintulu.

Alfred Padan, a Lun Bawang community leader, told Bernama of his role in persuading local communities to assist in implementing Malaysia’s largest gas pipeline project undertaken by Petronas, the national oil corporation.

“Initially, the locals were not informed about the objectives of the project and some were opposed to it. But we were soon able to dispel talk that the project would bring more hardship than benefits.

PETRONAS Licensing – Conceptual and Detailed Design Work

Have you renewed your PETRONAS license recently? There’s been a change which seems to me shouts out ‘grow big or go home,’ and now shuts out small companies from bidding for multi-disciplinary engineering work.

From my point of view, there are two Standardised Work and Equipment Categories (SWEC) categories you need to be registered under to get the above work:

  • SE201010000 – ENG. DESIGN, ARCH. & DRAUGHTING SERVICES -Engineering Design- Conceptual Engineering Design/FEED
  • SE201020000 – ENG. DESIGN, ARCH. & DRAUGHTING SERVICES -Engineering Design- Detailed Design

However, the Minimum Technical Requirements (MTR) are so onerous that you can’t get these categories if you are small and don’t have a multidisciplinary team in your company (us small companies have tie-ups that would be technically capable of executing projects of the appropriate size, but we don’t have a single vehicle that would meet the requirements below).

From Bernama: Oil & Gas Firms Advised To Be Cautious When Signing Contracts

Malaysian oil and gas firms are advised to be cautious when signing the contracts, particularly on the technical and legal aspects.

Senior legal consultant of Straits Consulting Group, Primila Edward, said they must do their homework where parts of the technical and legal aspects were concerned.

“Negotiate the technical aspect specifications to ensure that they can minimise losses and damages.

“Legally, you need to cover your back with clauses that will actually stick in a certain sort of situation such as unexpected damages,” she said.

Edward said this in her paper, “Contractual Lessons Learnt from Deep Water Horizon” at the Oil and Gas Asia Pacific 2011 Conference here Thursday.


From the Edge: Petronas licence needed for O&G upstream biz in Malaysia

But, but players involved in the new risk sharing contracts have engaged fabricators and design houses who not only don’t have PETRONAS licenses, heck they aren’t even in Malaysia. Seen how busy a neighboring country is? You know, the one which has hired a past PETRONAS president?

Dateline 2010-10-28:

Petroliam Nasional Bhd has categorically stated that all companies wishing to start or continue any business or service related to Malaysia’s oil and gas upstream operations and activities must apply for a licence from the national oil company.

Petronas said on Friday, Oct 28 that the policy, enforced under the regulations following the enactment of the Petroleum Development Act, 1974, has not changed, and “applies to all local and foreign companies, service providers and suppliers”.

It was responding to recent media reports claiming that Petronas had decided “to do away” with its licensing system for companies involved in Malaysia’s upstream O&G industry.

From Free Malaysia Today – Dormant company gets RM5.8b LNG project

I’m dormant, why didn’t they pick me?

The Perak DAP today lodged a report against the Barisan Nasional state government for misusing its power in awarding a RM5.8 billion project to a RM100 dormant company to import liquified natural gas (LNG) from Qatar.

The project is located in Segari, Manjung.

The report was lodged with the Malaysian Anti-Corruption Commission (MACC).

“This is a clear case of misuse of power by BN in giving this RM5.8 billion project to the RM100 dormant company named Atigas Technology Sdn Bhd,” party state deputy chief V Sivakumar said at a press conference. Also present were two other Pakatan members.
