PM: PETRONAS’ tender decision entirely its own

Does this mean that before this, the decision to award tenders was the PM’s?

Decisions on tender awards for upstream and downstream activities in the oil and gas sector are left in Petronas’ (Petroliam Nasional Bhd) hands, said Prime Minister Datuk Seri Najib Razak.

The government does not want to have a say in the decision-making process.

“A few months ago, I decided that all the tenders be decided by the board’s wisdom … I don’t want to make the decision,” Najib said during a townhall session with Petronas staff yesterday.


Malaysia PM expands handouts as delayed election nears

Apparently a main reason why PETRONAS staff get bonuses is … elections? In that case, they should change the Constitution to have elections every 6 months.

Dateline 2013-04-02 by the Sunday Straits Times:

Malaysian Prime Minister Najib Razak announced bonuses for the 40,000 employees of national oil firm PETRONAS on Tuesday, signalling a long wait for a general election is nearly over as he seeks last-minute support from the middle class.

I saw this and wondered, what was PCSB Peninsular Malaysia Operations (PMO) doing, giving out press statements? Dateline 2013-04-02:

The RM12 billion petroleum royalty demand by the Kelantan government is not based on any reasonable grounds, said a statement issued by the Prime Minister’s Office (PMO) here today.

The statement said the demand not only was unreasonable from the legal standpoint but also technicalities related to activities for oil and gas extraction in the area concerned.

“According to the law, the state of Kelantan, just as the state of Terengganu and all other states in Peninsular Malaysia, only have rights to demand petroleum royalty if extraction of oil and gas is done not more than three nautical miles from the low tide line or the shore of the state concerned,” it said.


PM warns PETRONAS of disaster if opposition promises done

Prime Minister Datuk Seri Najib Razak warned staff of national oil and gas firm Petroliam Nasional Bhd (Petronas) that the opposition’s promises on Malaysia’s resources could bring “economic disaster” if implemented.

At a meeting with Petronas employees today, Najib took the opportunity to demolish the four key promises made by Pakatan Rakyat with regards to oil and gas management and Petronas.

Although he did not name the opposition pact, he alluded that his administration’s plans for the country were facing “threats,” including from those “who have come up with grandiose manifestos”.

 


Pertamina takes over PETRONAS gas stations

State-owned oil and gas company PT Pertamina has taken over filling stations previously owned by Malaysia’s PT Petronas Niaga Indonesia after weak sales prompted Petronas close them down.

Pertamina director, Afdal Bahaudin, said on Tuesday that the company had purchased the stations, which are mostly in Java.

“We have purchased fuels stations in selected locations only,” he said.

Afdal declined to reveal the transaction value. He only said that the prices of the stations varied depending on location.


Petronas considers RM5 billion Islamic bond programme

Malaysia’s Petronas Gas Bhd (Petronas Gas) is considering setting up a RM5 billion (US$1.6 billion) Islamic bond programme to part finance the construction of regasification plants, three people familiar with the deal said.

The gas distribution arm of state oil company Petroliam Nasional Bhd (Petronas) invited proposals from investment banks to arrange the debt sale, said the people, who asked not to be named as the details were private.

A sale would be the Kuala Lumpur-based company’s second offering of sukuk, or debt that paid returns on assets to comply with Islam’s ban on interest.

It sold RM860 million of syariah-compliant notes in August via unit Kimanis Power Sdn Bhd to part finance a power plant, with maturities ranging from 2016 to 2028.

The 5.05 per cent notes due in 2023 yielded 4.23 per cent on Wednesday, according to data compiled by Bloomberg.


RHB Research says 2013 “will be a good year” for Malaysia’s oil and gas industry

RHB Research Institute believes 2013 “will be a good year” for the local oil and gas (O&G) industry on the back of improving jobs visibility.

Sectoral analysts Danny Chan and Mohd Faisal said in the industry upgrade report that the next focus for Petroliam Nasional Bhd (Petronas)is its push on domestic production growth which would likely benefit local service providers.


Petronas Capex Focus To Centre On Developing Malaysian Oilfields, Says RHB Research

RHB Research expects Petronas’ capital expenditure (capex) focus for financial year 2013 until 2016 will be more centred to developing Malaysian oilfields as it remains committed to increasing domestic production.

Last year, Petronas discovered 24 new oilfields, of which 22 were domestic.

Notable finds include two major gas reserves in offshore Sarawak — Kuang North and Tukau Timur fields.

Teras Pengupayaan Melayu (Teras) mendesak kerajaan agar polisi baru yang berkaitan dengan anugerah tender yang kini berjalan di bawah Presiden dan CEO Petronas Tan Sri Shamsul Azhar Abbas disemak semula.

Presidennya, Mohd Azmi Abdul Hamid berkata, walaupun CEO Petronas  tersebut ada menyatakan mahu melakukan reformasi besar dalam pengurusan Petronas, namun perubahan polisi yang menyisihkan syarikat tempatan dan syarikat bumiputera bukanlah perubahan yang dapat diterima.

“Berdasarkan perkembangan terkini yang melibatkan penganugerahan konsesi Petronas kepada syarikat asing, peranan Petronas untuk meningkatkan penyertaan syarikat bumiputera dalam industri minyak dan gas kini terjejas,” ujarnya dalam satu kenyataan.
