Oil pricing agency Platts said on Monday it will include the Pengerang oil terminal in the southern Malaysian state of Johor in its Singapore price assessment process from May 1.
The move is expected to offer traders more flexibility in loading cargoes and improve market liquidity, traders said.
Apart from landed storage tanks in Singapore, Platts currently recognises loadings from Pasir Gudang, Tanjung Langsat, Tanjung Bin and certain floating storage units in nearby waters for its Singapore price assessment process.

Petronas, Royal Vopak and Dialog Group Berhad have agreed to develop an industrial terminal for Petronas’ Pengerang Integrated Complex in the Johor district of Malaysia. The agreement is part of a larger plan to establish Malaysia as a rival to global oil hubs such as Rotterdam, Houston and Singapore.
The terminal, developed under the Pengerang Terminal Phase 2 project, will have a storage capacity of up to 2.1 million cubic meters (cbm) for crude, refined products, petrochemical products and LPG. The marine infrastructure includes 12 berths with a jetty facility with water depths of up to 24m capable of handling VLCCs. Berths for unloading and reloading of LNG vessels up to QMax-sized are also included in the plans

AMRESEARCH expects Petronas Gas Bhd to reach a final investment decision (FID) on the Pengerang liquefied natural gas regasification terminal (RGT) by the end of the year, following Petronas’ FID for the Refinery and Petrochemical Integrated Development (Rapid).
AmResearch’s optimism is hinged on the fact that Petronas Gas will likely hold the controlling equity stake in the RGT while its other partners, possibly Dialog and Vopak, will have the remaining stake.
AmResearch is sticking to its “hold” call on Petronas Gas with an unchanged fair value of RM24.40 per share, implying a 2015 price to earnings ratio of 27 times.

Malaysia’s state-owned Petronas has confirmed the award of 11 major contracts related to critical milestones in the development of its refinery and petrochemical integrated development (RAPID) complex at Pengerang in southeastern Johor, Malaysia (OGJ Online, May 13, 2011).
Five of the contracts are for engineering, procurement, construction, and commissioning (EPCC) for RAPID’s refinery and steam cracker component, Petronas said.
The EPCC contracts were awarded to:
- A consortium of CTCI Corp., Chiyoda Corp., Synerlitz (Malaysia) Sdn. Bhd., and MIE Industrial Sdn. Bhd. for the residue fluid catalytic cracking units, LPG treating unit, propylene recovery unit, and caustic neutralization units.
- Sinopec Engineering (Group) Co. Ltd. and Sinopec Engineering Group (Malaysia) Sdn. Bhd. for the crude distillation unit, atmospheric residue desulfurization units, and hydrogen collection and distribution units (OGJ Online, Aug. 7, 2014).

TUCKED away in a corner of the south- eastern tip of Johor, a regional oil and gas hub is starting to develop in Pengerang. A world-class oil storage terminal officially opened near the small town last month.
Pengerang is part of an ambitious plan launched in 2009 to build Malaysia’s biggest refining and petrochemical complex. It has been earmarked as one of the country’s key economic transformation projects and is designed to develop South-east Johor into a regional oil storage and trading hub.

State-owned oil and gas giant Petronas is facing an outcry by some southern Malaysians whose ancestors’ graves are being moved from a small cluster of Chinese cemeteries to make way for a $25 billion gas project. One Chinese farmer walked 500 miles to protest.
So far, more than half of the graves have been dug up and moved to a plot of state land, sparking at least nine lawsuits and the walk by farmer Chua Peng San. Eight of the lawsuits have been successful; one is still pending.
The farmer, from Pengerang, a rural coastal area in the southwestern tip of Johor, walked to Parliament and Petronas headquarters, both in Kuala Lumpur.

CONTRARY to what detractors say, the Pengerang Integrated Petroleum Complex (PIPC) in Johor is alive and kicking, and on track to become the “Rotterdam of the East”.
Rotterdam of the Netherlands is the world’s largest petroleum and gas hub, followed by Houston in the United States and Singapore.
Almost the size of Singapore, Pengerang, located at the most southeastern tip of Peninsular Malaysia, houses the sprawling 8,000ha PIPC, which is set to become the region’s oil and gas (O&G) hub and promises to provide some 70,000 jobs to locals.

With the main purpose of development at Pengerang – as an oil storage terminal – already realised, the major spillover benefits to the still-underdeveloped corner of southern Johor would have not taken off if Petronas hadn’t agreed to invest there recently.
“There was no ‘Plan B’ for major investments in the area,” said Johor Petroleum Development Corporation (JPDC) chief executive officer Mohd Yazid Jaafar at a recent media briefing.
“Without commitment from Petronas, development plans for the whole Pengerang area could have been badly delayed. We could have lost out to other projects about to take off in Singapore and Indonesia.”
Mohd Yazid explained that there is just a small window of opportunity over the next few years for Pengerang to attract petroleum majors and strategic downstream industry investors.

Pengerang used to be a fishing village famous for its succulent lobsters. Each weekend a good number of Singaporeans would take a two-hour drive to get to the southernmost tip of Johor on the east to savour Pengerang’s lobsters and other sea delights fresh from the Johor Straits. It had at least eight seafood restaurants, way too many for a tiny township.
Two years ago, reclamation work started in the coastal area of Pengerang and there were no more fishermen and neither was there any more coast for fishing. This was the start of a massive RM170 billion (US$53 billion) project called the Pengerang Integrated Petroleum Complex (PIPC).
This is said to be the biggest project ever by Malaysia in terms of scale and size. Lawmakers and corporate leaders claim that this project Pengerang in will turn Malaysia into a mega petrochemical. But what about the Greater Singapore plan?
