A fire and explosion early Friday at Malaysia’s Pengerang Integrated Complex, operated by national oil company Petronas, rippled through regional petroleum markets including crude oil, refined products, petrochemicals and liquefied natural gas, due to the sheer scale of the project.
The downstream project includes the 300,000 b/d refinery and petrochemical facility, operated by Pengerang Refining and Petrochemical or PRefChem, a joint venture between state-run Petronas and Saudi Aramco. It is one of the largest greenfield refineries to be built in Southeast Asia in recent years.
The incident comes a few months after Petronas started up the Pengerang refinery’s crude distillation unit in January, having predicted commercial operations by the fourth quarter of the year. It was supposed to ramp up production of refined products including gasoline and diesel, and petrochemicals feedstock in the coming months.

A fire was brought under control early on Friday after an explosion at a Malaysian oil refinery being developed by state oil firm Petronas, which was testing its facilities ahead of planned commercial operations later this year.
RAPID, or Refinery and Petrochemical Integrated Development, will anchor the Pengerang Integrated Complex (PIC) and is Petronas’ biggest domestic investment, made in a 50-50 partnership with Saudi Arabia’s state-owned Saudi Aramco.
The explosion and fire occurred at about 1:25 a.m. on Friday (1725 GMT on Thursday) at the plant’s atmospheric residue desulphurisation unit (ARDS), which is in its commissioning stage, Petronas said in an updated statement.

Malaysian state-owned oil firm Petronas is continuing test runs of polymer units at its new petrochemical facility in Pengerang in the run-up to the Islamic fasting month of Ramadan.
Petronas has so far produced small quantities of on-specification product.
The facility, a joint venture between Petronas and Saudi Arabia’s state-owned Saudi Aramco, will be able to produce 900,000 t/yr of polypropylene (PP) and 750,000 t/yr of polyethylene (PE).
Petronas is expected to ramp up test runs and increase run rates in the run-up to Ramadan, which starts in early May.
Ramadan is typically a slow period in Malaysia, with working hours reduced in state-owned companies.

The start-up of the 300,000 b/d Refinery and Petrochemical Integrated Development, or RAPID, project in Malaysia will boost Asia’s refining capacity growth in 2019, increase Saudi crude inflows to the region and add to the supply of refined petroleum products.
The RAPID facility, operated by Pengerang Refining and Petrochemical or PRefChem, a joint venture between state-run Petronas and Saudi Aramco, is among the largest greenfield oil refineries to start operations in Southeast Asia in recent years, supplementing the existing refining hub in adjacent Singapore.

The jointly held Saudi Aramco–Petronas $27-28 billion Pengerang Integrated Complex (PIC) in southeastern Johor, Malaysia, is preparing for official startup of Pengerang Refining & Petrochemical (PRefChem) subsidiary Pengerang Refining Co. Sdn. Bhd.’s 300,000-b/d refinery and petrochemical integrated development (RAPID) project (OGJ Online, Mar. 29, 2018).
Mechanical completion at PIC’s RAPID project was achieved on Nov. 29, 2018, and all critical units under contractor Petrofac Ltd.’s scope have now started commissioning activities in advance of the fire up of the refinery’s crude distillation unit later this month, the service provider said.

The jointly held Saudi Aramco–Petronas $27-28-billion Pengerang Integrated Complex (PIC) in southeastern Johor, Malaysia, has received its first delivery of crude oil at Pengerang Deepwater Terminal 2, marking the transition into the commissioning phase for startup of the 300,000-b/d refinery and petrochemical integrated development (RAPID) project (OGJ Online, Mar. 29, 2018).
Pengerang Refining & Petrochemical (PRefChem)—an alliance of Petronas and Aramco that includes the two joint ventures Pengerang Refining Co. Sdn. Bhd. and Pengerang Petrochemical Co. Sdn. Bhd.—received a cargo of 2 million bbl of crude supplied by Petronas and Aramco on Sept. 24 that will be used for commissioning and testing activities at the refinery, which are scheduled to begin in October, Aramco said.

Nasional Berhad (Petronas), the national oil company of Malaysia and Saudi Arabian Oil Company (Saudi Aramco) Moday launched “PRefChem”, the corporate identity for their joint ventures in the Pengerang Integrated Complex (PIC) located in Pengerang, Johor, Malaysia. PRefChem comprises Pengerang Refining Company Sdn Bhd (PRefChem Refining) and Pengerang Petrochemical Company Sdn Bhd (PRefChem Petrochemical), both will be collectively known as “PRefChem”.
Petronas and Saudi Aramco had earlier in March 2018 concluded the Share Purchase Agreement for equal ownership and participation in the operations of the refinery, cracker and selected petrochemical facilities in the PIC.

PENGERANG in Kota Tinggi, Johor, has an abundance of natural resources and unique landforms. It was a place when once upon a time bauxite was extracted and was also famous as a fishing area and for its lobsters.
There is also Desaru, a favourite beach haunt among locals and Singaporeans — at least until the mid-90s.
But despite the seasonal economic activities, not much can be said about the little sub-district. Just like other small “sleepy hollows”, revellers came and went and many young locals, in search of greener pastures, looked elsewhere outside Pengerang.

Investments in the Pengerang Integrated Petroleum Complex (PIPC) are expected to generate RM8.3 billion to the country’s Gross National Income (GNI) by 2020.
Prime Minister Datuk Seri Najib Razak said of the amount, the Petronas’s Pengerang Integrated Complex (PIC) would be the biggest contributor in the oil and gas hub.
“PIPC is a strategically important project for the government. PIC, which I consider as the heart of the PIPC, will play a role to encourage new growth under the country’s Economic Transformation Programme.
“This will eventually create the basis for a more dynamic and progressive oil and gas downstream industries in Malaysia in the future.
“PIC is expected to generate a rapid growth in the development of the value chain of the downstream industry,” said Najib, adding that he was informed that as at the end of September, the PIC was 77 per cent completed.
