Malaysia to boost oil storage business as new terminal starts on Saturday

Malaysia’s biggest commercial oil storage facility will start operations on Saturday when it receives its first fuel shipment, expanding Southeast Asia’s share in the oil storage business and also raising competition with neighbouring Singapore.

The $600 million oil storage terminal with a capacity of 1.28 million cubic meters at Pengerang in the southern Malaysian state of Johor will receive a clean oil product shipment on Saturday morning, Dialog Group Bhd, one of the owners of the terminal, confirmed to Reuters in an email.

 


Overweight on O&G sector: Maybank

Maybank Research maintains OVERWEIGHT rating on oil & gas (O&G) sector with top buys including Bumi Armada, Dialog, SapuraKencana Petroleum (SAKP), Perisai and Perdana.

It noted that interest is wide ranging but most funds tend to be bottom-up driven and stock-selective, seeing strong thematics such as rig building, drilling, OSV upcycles, Petronas capex driving the sector this year.

‘We met up with UK, Hong Kong and US funds during our marketing roadshows in February and March. The interest was across the board ranging from big-caps to small-caps depending on the fund mandate. Funds that have been less Malaysia centric continue to find it challenging to invest in the Malaysian Oil & Gas (O&G) stocks due to their premium valuations relative to the region.


First Oil Commences at Balai Field in Balai Cluster RSC offshore Sarawak

Petroliam Nasional Berhad (Petronas) announced Sunday that oil production from the Balai field in the Balai Cluster Risk Service Contract (RSC) area offshore Sarawak, Malaysia has commenced Nov. 6.

The field’s first oil was achieved utilizing an early production vessel (EPV) as a part of the RSC area’s extended well testing (EWT) program.

The Balai Cluster RSC was awarded in August 2011 to BC Petroleum Sdn Bhd, a partnership between Roc Oil (Malaysia) Pty Ltd, Dialog D & P Sdn Bhd and Petronas Carigali Sdn Bhd. It is the second RSC that has successfully achieved oil production after the Berantai gas field.


Malaysian Pengerang oil terminal on track for Jan 2014 start: partners

The Malaysian oil storage terminal at Pengerang in the southern state of Johor is on track for a planned January 2014 start-up after the completion of land reclamation work and the commencement of work on jetties, a spokesman for the terminal operator said Friday.

The terminal is being developed by a joint venture between Dutch oil and chemicals storage provider Vopak (49%) and Malaysian terminal operator Dialog (51%), Pengerang Terminals Sdn. Bhd., which will also operate the facility once it is completed. The two partners own the facility through a second joint venture with the Johor government, which owns 10%.

The terminal will initially have a capacity of 1.3 million cubic meters of storage, with plans for a further 1 million cu m in a later expansion of the project’s first phase. A Vopak official said in April that work on the terminal had commenced, with the cost of the project pegged at $620 million.


JP Morgan upbeat on Malaysian marginal oil fields

JP Morgan Asia Pacific Equity Research is upbeat on Malaysia’s marginal oil field risk service contracts (RSC) due to the favourable risk reward, and local skillsets upgrade.

In a report issued on Monday, it said the first contract, valued at RM2.4bil saw Petroliam Nasional Bhd (Petronas) awarding it to a consortium comprising Petrofac, Kencana and SapuraCrest. The second (RM3bil) went to the Dialog-Roc Oil-Petronas consortium.

The most recent was Coastal Energy Co, listed on the Toronto and London Stock Exchange, for the development of the Kapal, Banang and Meranti cluster of small fields offshore Peninsular Malaysia. This was the third marginal oil field contract awarded out of 27 upcoming.

ROC Oil eyes more projects in Malaysia

Australia’s ROC Oil Co Ltd is keen to bid for more Malaysian projects after clinching a deal to develop the Balai cluster marginal oilfield, offshore Sarawak, with partners Dialog Group Bhd and Petronas Carigali Sdn Bhd.

ROC general manager for corporate affairs and planning Mathew Gerber said Balai is an initial entry and the company aims to increase its presence in Malaysia’s oil and gas sector, if given the opportunity.

“We have a lot more to offer,” he said, adding that the project award is a vote of confidence in ROC’s abilities as an operator of small fields.

BC Petroleum Sdn Bhd will invest up to RM2.55 billion in the small field risk service project of the Balai Cluster Field, offshore Sarawak.

The project, which will be carried out in two phases, is awarded by Petronas.

BC Petroleum is a joint-venture company between Roc Oil Malaysia (Holdings) Sdn Bhd, Dialog D&P Sdn Bhd and Petronas Carigali Sdn Bhd.

The project is projected to contribute RM4.95 billion to the country’s gross national income (GNI) and create 53 jobs by 2020.

From the Star – Dialog’s April target to start RM5bil terminal work

PUTRAJAYA: Oil and gas services provider Dialog Group Bhd is targeting April to kick-off its RM5bil Pengerang deepwater petroleum terminal project in south-east Johor.

Executive chairman Ngau Boon Keat said the project’s Environmental Impact Assessment (EIA) would be approved by next month or early March.

“Subject to the EIA approval, the big investment decisions will go ahead,” he told a media briefing here following the third update of the Economic Transformation Programme yesterday by Prime Minister Datuk Seri Najib Tun Razak.
