IEM Shout Out – 2017-06 Talk On Issues of Vibration From Blasting
May 30, 2017My technical division will be hosting a talk on the 10th June, 2017. It is worth 2 CPD points (why is it shown as 0 on the web page?), and held at Wisma IEM. The course will be presented by Ir. Hj Look Keman bin Sahari.
Blasting of rock using explosives is a necessity when other rock breaking equipment such as rock breakers, chemical or any other means could not do so. Rock blasting is actually the cheapest mean to break rock, to fragment rock or to remove rock to a design level such as road, building foundation, sump etc. in construction work. However, the use of explosives produces ground and air vibration which may cause damage to structure and annoyance issues to the public. There are many complains from the public of alleged cracks on the walls, ceiling etc. resulted from this blasting work. There are also fears from the public that the use of explosives at construction site may endanger the people and properties nearby. Blast monitoring using seismograph is actually a necessity and the authority had imposed a condition that vibration from blasting must not exceed certain limit that will minimise annoyance and reduces any risk of damage to structure.
Ir. Hj Look Keman bin Sahari graduated from Strathclyde University, Glasgow, Scotland in mining engineering in 1979 and served as engineer at Mines Department (now Jabatan Mineral dan Geoscience) from 1979 to 1996. He started his career as mining geotechnical engineer specialising in landslide investigation at Pusat Penyelidekan Mineral, Ipoh and later as Inspector of Mines serving Perak, Selangor, Negeri Sembilan and Malacca. In 1990 he further his studies at Royal Military College of Science, Cranfield University, England and earned M.Sc in Explosives Ordnance Engineering. He had also attended many rock blasting courses in mining, quarrying and tunneling locally and overseas. He had given lectures on the subject at IEM.
From 1996, he works as independent consultant engineer specialising in the use explosives in mining quarrying and construction work. He also specialises in blast monitoring work. He is a committee member of IEM Training Board and Oil & Gas and Mining Technical Division. He is Professional Engineer with Practicing Certificate, Fellow of IEM, Fellow of the Institute of Quarrying and a Member of International Society of Explosive Engineers, USA

Petronas Gas to gain from market liberalisation

Petronas Gas Bhd (PetGas) is unfazed by competition arising from the liberalisation of the gas market, with an expectation that the implementation of the Gas Supply (Amendment) Act 2016 will benefit the company as its regasification and transmission facilities are open for third party access.
Speaking to reporters after the group’s AGM yesterday, managing director and CEO Yusa’ Hassan expressed his support towards the move to liberalise the gas market.
“Our infrastructure, both regasification and transmission, will open for third party access and that will be supporting the gas ventures downstream with more competitive and liberal supply of gas from different suppliers, which will promote the development of gas and gas-related industries,” he said.
He said it is still in discussions with the Energy Commission (ST) to iron out the details of the liberalisation, adding that PetGas has a one-year grace period to prepare for the various agreements and access codes.

Block sale of gas stake, PKR tells Sarawak

PKR has told the Sarawak government to take Petronas to court if it’s true that the company is selling off a stake in an upstream gas project.
Reacting to a fresh report that Petronas was seeking to sell the SK316 offshore gas block, Sarawak PKR vice-chairman See Chee How said oil and gas found within Sarawak’s boundaries belonged to the state.Recently, Reuters, quoting sources, reported that Petronas had started pitching the sale of the block for an estimated US$1 billion (RM4.4 billion). The potential bidders, according to the report, include Royal Dutch Shell, ExxonMobil Corp, PTT Exploration and Production and Japanese firms.
“The rights of the state are very clear, be it in the Federal Constitution or Sarawak laws,” said See, who is a lawyer.

Petronas expected to lead in better upstream spending versus in 2016 — UOB Kay Hian

Petroliam Nasional Bhd (Petronas) is expected to lead in better upstream spending compared with that in 2016, analysts say.
According to UOB Kay Hian Securities (M) Sdn Bhd (UOB Kay Hian), Petronas’ domestic upstream capital expenditure (capex) was reduced substantially to the research firm’s estimate of RM10 billion to RM12 billion in 2016, versus the past annual average of approximately RM20 billion.
“In a stable oil price environment, domestic capex may likely return to the normal average,” UOB Kay Hian said.
“Channel checks suggest about five or more new production projects were sanctioned in Malaysia, but these projects could be deferred if oil prices remain too low for too long.”
The research firm noted that despite a potential doubling of rig count in Malaysia from eight in 2016 to about 10 to 15, some of the drilling activities are short term. It further noted that new local upstream activities will likely be concentrated in gas projects (to meet supply requirements for MLNG 9) and certain enhanced oil recovery (EOR) projects.
Hence, UOB Kay Hian expected Petronas to lead in better upstream spending versus that in 2016.

Petronas Gas readying to offer under-utilized capacities to new gas players

Malaysia’s national oil company Petroliam Nasional is in talks with government agencies to finalize financial details of a plan that allows new suppliers to use its unit Petronas Gas’ underutilized capacities at pipelines and gas processing facilities in the country.
Petronas Gas could potentially sell as much as half of current regasification capacity and up to 25% of pipeline load to third parties, Chairman Mohd Anuar Taib said at a news conference. Talks with the Energy Commission, an agency regulating the power sector, could be concluded as soon as this year.
“We do see (opportunity) as we have underutilized capacity, and with shippers (coming in), we could benefit from higher utilization,” Chief Executive Yusa Hassan said. “We are actually in full support.”Malaysia decided last year to give new suppliers access to existing infrastructure such as regasification terminal, and tap into transmission and distribution pipelines in the country. That will allow other companies to sell gas to consumers, easing a decades-old restriction in an industry dominated by Petronas Gas and Gas Malaysia.

Be firm with Petronas on Sarawak’s share, Abang Johari urged
May 23, 20172017-04-13, FMT:
Chief Minister Abang Johari Openg should be firm with Petronas that it must consult Sarawak when deciding on its onshore and offshore blocks of oil and gas, Batu Lintang assemblyman See Chee How said.
See, the state PKR vice chairman, also urged the state government to consider investing in and taking ownership of the development of the petroleum resources within Sarawak’s territorial boundary.
The Borneo Post quoted See as saying it was unacceptable for Petronas to continue ignoring Sarawak’s assertion of rights to resources within the state’s territorial boundary.
“I am seriously contemplating to move a private member’s motion on this matter at the coming Sarawak State Assembly sitting scheduled from May 11 to 22, and I am hopeful that my fellow ADUNs (state assemblypersons) will be supportive of it, to take another important step towards fulfilling Tan Sri Adenan Satem’s, and all Sarawakians’, aspiration that Sarawak’s inherent sovereign and autonomous powers be respected by the Federation.”
