This is a shout out for the IEM. My Technical Division will be  hosting a seminar on the 5th till 6th December, 2011. It’ll start at 8:30 and is worth 13 CPD hours. You still gotta climb those steps at Wisma IEM. They promise up that the elevator will be ready by the next AGM.

Statistics are tools used to make predictions on performance. There are a number of simple methods for analysing data and, if applied correctly, can lead to predictions with a high degree of accuracy. Statistical Process Control, SPC is a branch of applied statistics for quality control. It is statistical analysis of the predictability and capacity of a process to give a uniform product. SPC is a popular industry tool for the collection, analysis and interpretation of data for use in quality control activities. This module covers the basic concepts of statistical analysis and their application to practical problems in process control.

The concept of SPC is then further extended for multivariate process. Multivariate Statistical Process Control, MSPC procedures allow production personnel to simultaneously observe several variables on one consolidated chart. Second part of the workshop focuses on multivariate extensions for all kinds of univariate control charts, such as multivariate control charts. In addition, we review unique procedures for the construction of multivariate control charts, based on multivariate statistical techniques such as principal components analysis (PCA) and Hotelling’s T2 method.

Engr. Dr. Lam Hon Loong, is an Assist. Professor with University of Nottingham, Malaysia Campus. He pursued double PhD in Chemical Engineering, 2010 (University of Maribor, Slovenia) and Information Technology, 2011 (University of Pannonia, Hungary).    His research topics are process quality control and supply chain synthesis. He has completed his Bachelor Degree, 2000 and Master Degree, 2004 in Chemical Engineering, both from Universiti Teknologi Malaysia with specialisation in process system engineering.

Borneo Post Online – Local players ready for deepwater O&G fields with PETRONAS

The oil and gas (O&G) industry is expected to eventually venture forth into exploration for oil fields and gas fields in deeper waters on the back of Petroleum Nasional Bhd’s (Petronas) reiteration of its licensing policy for the industry.

The national oil corporation stated last week that there was no change in its licensing policy related to companies engaged in Malaysia’s upstream O&G industry in response to media reports speculating that Petronas would do away with the policy.

Specifically, under the Petroleum Regulation 1974, both local and foreign companies wishing to commence or even carry out any business or services related to Malaysia’s O&G upstream operations must apply for a licence from Petronas.

OSK Research Sdn Bhd analyst Jason Yap told The Borneo Post, “We note that Petronas has embarked on a long term plan to nurture the local O&G service providers – with the first few being Kencana Petroleum Bhd (Kencana), SapuraCrest Petroleum Bhd, and Dialog Group Bhd (Dialog) – which have been awarded marginal oilfields to expose these companies to upstream O&G activities.

New incentives to make M’sia O&G international hub

 The Labuan Financial Services Authority (Labuan FSA) and the Malaysia Petroleum Resources Corp (MPRC) have launched a slew of incentives to attract oil and gas traders to Malaysia.

The key incentives, aimed at turning Malaysia into an international hub for the oil and gas industry, was offered to the Labuan International Trading Commodity Company (LITC) under the Global Incentives for Trading (Gift) Programme by MPRC and Labuan FSA.

Those incentives include a flat corporate tax rate of 3% of chargeable income, 100% exemption on director fees paid to non-Malaysian director, 50% exemption on gross employment income for non-Malaysian professional traders and others in managerial capacity of the LITC companies, and other various tax exemptions and fiscal incentives.

Bintulu has chalked up the distinction of having the fastest growth rate in Sarawak due to its oil and gas activities.

According to the Bintulu Development Authority (BDA), the oil and gas industry is the biggest contributor to Bintulu’s success, with its gross domestic product (GDP) growth as proof.

“While the country recorded a GDP growth of four per cent from 1995-2000, Sarawak’s average was at five-six per cent and Bintulu topped the charts at a whopping seven per cent increase,” said BDA General Manager, Datuk Mohidin Ishak.


IEM Shout Out – Talk on An Overview of Heat Exchangers: The Industry Experience

The subject of Thermodynamics taught in college always refers to Heat Exchanger as the equipment to exchange heat. However, not many engineers post-graduation have the opportunity to work directly with Heat Exchangers. These Heat Exchangers are widely used in the industries, especially in the Oil & Gas facilities. There are various types of heat exchangers which are selected based on specific intended process requirement.

The talk will provide an overview on the types of heat exchangers commonly used in the Oil & Gas industry based on the Codes & Standards used during the design such as the Shell & Tube Heat Exchangers, Air-Cooled Heat Exchangers, Double Pipe Heat Exchangers and the Plate Heat Exchangers. This will be followed by an example of the fabrication processes, the common welding processes such as GTAW, SMAW, SAW and the main forming processes such as plate rolling and tube bending.

Ir. Alzakri Ekhwan is a Principal Engineer for Static-Unfired Equipment at PETRONAS Penapisan (Melaka) Sdn. Bhd. (PP(M)SB), an oil refinery that handles 270,000 bbl per day of crude oil.  He graduated from University of Bath, UK in Mechanical Engineering in 1993 and has more than 18 years of experience in the design, fabrication, maintenance, inspection and construction of Static Equipment in the Oil and Gas industry.

IEM Shout Out – Talk on Risk Sharing Contracts

In a typical Risk-Sharing Contract (RSC), the responsibilities, roles and risks are allocated therein to the various parties and agent. RSCs maybe fashioned for projects that may be turnkey or Engineering, Procurement & Construction (EPC) in nature up to that of Project Delivery Partner (PDP).

That PDP typically endeavors to spell out i) Project Management Role ii) EPC Role; iii) Parties Risks and Rewards (with the proportionate Increase); and cover the following critical project parameters i) Development ii) Construction iii) Completion iv) Delivery v) Targets vi) Rewards; and vii) Losses. Other aspects typically treated under PDP i)Project Viability – “Strike Rate” ii)Site Possession iii) Ground Conditions – Employer/Contractor iv) Completion v) Delays vi)Performance Guarantees; and vii)Financing – Developer/Sponsor.

Malaysian oil and gas firms are advised to be cautious when signing the contracts, particularly on the technical and legal aspects.

Senior legal consultant of Straits Consulting Group, Primila Edward, said they must do their homework where parts of the technical and legal aspects were concerned.

“Negotiate the technical aspect specifications to ensure that they can minimise losses and damages.

“Legally, you need to cover your back with clauses that will actually stick in a certain sort of situation such as unexpected damages,” she said.

Edward said this in her paper, “Contractual Lessons Learnt from Deep Water Horizon” at the Oil and Gas Asia Pacific 2011 Conference here Thursday.

The RM4.6 billion Sabah-Sarawak gas pipeline project linking Kimanis in Sabah and Bintulu in Sarawak, expected to be completed by the end of 2013, will be as successful as the North-South Expressway (PLUS) linking the Peninsular Malaysia states, said a Universiti Putra Malaysia academic.

Faculty of Human Ecology deputy dean Prof Dr Jayum Jawan said the 512km pipeline, which will transport gas from the Sabah Oil and Gas Terminal in Kimanis to customers in Sabah and Petronas’ LNG complex in Bintulu, is the best example of a national project that could bring the people and business communities of Sabah and Sarawak closer to Peninsular Malaysia.
