Sarawak CM denies giving Petronas ultimatum

The Sarawak Chief Minister’s Office has denied a posting on social media that cited Chief Minister Abang Johari Openg purportedly giving an ultimatum to Petronas.

“The office wishes to clarify that the chief minister has never issued such an ultimatum to Petronas though the onus is on Petronas to comply with the state law like any other companies with prospecting and mining interests in Sarawak.

 


Malaysia renews Petronas CEO’s contract for another three years

The Malaysian prime minister’s office on Tuesday re-appointed Wan Zulkiflee Wan Ariffin as the chief executive officer of state energy firm Petroliam Nasional Bhd, or Petronas, for a second three-year term.

Wan Zulkiflee’s reappointment is seen as a vote of confidence in the company’s and his performance after presiding over a period of low energy prices. He was first appointed CEO in April 2015.


Sarawak CM hints of plans to claim more oil, gas revenue

CHIEF Minister Abang Johari Openg has given another hint that Sarawak will muscle in to claim more revenue from oil and gas for its coffers.

“I already have ideas (on generating more income), but I cannot reveal them today,” said Abang Johari, who is also president of Parti Pesaka Bumiputera Bersatu (PBB), the second-largest party in the ruling Barisan Nasional coalition, when jointly opening the PBB Women and Youth wings’ triennial delegates’ conference in Kuching today.

Applications for licences under TPA being processed

The Energy Commission (EC) has processed two liquefied natural gas (LNG) import licences and three shipping licences under the third party access (TPA) system which comes into effect on Jan 16, 2018.

Director of Gas Development and Regulation Roslee Esman said another firmed application for both LNG import and shipping licences was expected to be submitted in the third quarter.

Meanwhile, the TPA for natural gas is a system that makes it possible for third parties to access gas facilities that they do not own or operate.

Roslee said the Gas Supply Act (Amendment) 2016 and the introduction of the TPA provided more opportunities for industry players to participate.

“The EC encourages more suppliers (LNG import and shipping licensees) to apply for the licence but the market can be considered as being competitive once two or more shipping licensees participate in the market,” he told Bernama.


CM: Sarawak will exert mining rights

The Sarawak state government said it will exert its mining rights, including oil mining, despite Petronas having the legal right to explore and mine for petroleum in state territorial waters.

Sarawak Chief Minister Datuk Patinggi Abang Johari Openg said mining was part of the rights of Sarawak enshrined in the Federal Constitution.

He said the state government has also directed Petronas to consult the state on the utilisation of gas from any new fields.

“This is to ensure that Sarawak has the first right of refusal in using the new sources of gas for the development of our oil and gas industries as well as the development of other industries in Sarawak,” he said in his speech at the special sitting to mark the 150th anniversary of the state legislative assembly.


SMEs show mettle in tough environment

Local small and medium enterprises (SMEs) from the oil and gas services and equipment (OGSE) industry are increasingly catching up in a playing field dominated by the major players of the industry, especially multinational companies (MNC) and larger scale players.

This is the case of four local companies, NGLTech Sdn Bhd and ProEight Technology Sdn Bhd, MIT Technologies Sdn Bhd and MTC Engineering Sdn Bhd, all showing promising value add in par with bigger players, both domestic and international.

NGLTech, a research and development (R&D) and process technology solutions provider, has successfully implemented and commercialised most of its 12 patented and patent pending home-grown technologies since its incorporation in 2009.


Strive to remain competitive: MPRC

With the current temporary rise in the crude oil prices – strengthening since the start of 2018, it will be unlikely for the prices to revert to the heady days of USD$100 per barrel, evident from the cautious response of global oil companies.

As such, Malaysian Petroleum Resources Corporation (MPRC) chief executive officer Datuk Shahrol Halmi said Malaysia oil and gas services and equipment (OGSE) companies should not slow their momentum or lose focus on raising their competitiveness.

“To be more competitive, local OGSE companies should focus on providing economies of scale and integrated solutions,own technologies, employ quality talent, and possess export capabilities,” he said in media briefing recently.

The media briefing was held to share the latest MPRC100 rankings and industry analysis for the financial year ended 2016.


Shout Out – 2018-03 Course on “Understanding Process Control For Oil & Gas Production Operators, Technicians And Engineers”

My technical division will be hosting a course on the 28th to 29th March, 2018. It is worth 13 CPD points, and held at Wisma IEM. The course will be presented by Associate Professor Dr. Syamsul Rizal Abd. Shukor.

The oil & gas production processes (such as sand separation, produced water treatment, seawater filtration, crude oil and gas treatment) require reliable monitoring and control strategy to maintain optimum operational performance. Moreover, process operations are always being affected by disturbances, which negatively affect product quality and cause unplanned process shutdown. Therefore, a good understanding and competency on the major oil & gas production process operations and control are vital for the production personnel. This 2-day course is designed to educate the participants on the engineering design and process control practices in the oil & gas production processes, such as sand separation, produced water treatment, and crude oil desalting.

The course will cover the following major topics:

  • Introduction to Oil & Gas Production Processes (such as sand separation, produced water treatment, crude oil treatment, etc.)
  • Basics of Process Control
  • Process Characteristics: Static and Dynamic
  • Final Control Elements
  • Controller Algorithm and Controller Tuning
  • Single & Multiple Control Loops

Associate Professor Dr. Syamsul Rizal Abd. Shukor received his B.Eng (Hons) in Chemical Engineering from University of Bradford, UK in 1997. In 2000, he was conferred M.Sc (Chemical Engineering) by Universiti Sains Malaysia (USM). He received his PhD in Chemical Engineering from University of Newcastle Upon Tyne, UK and specializes in process control and simulation. He is currently an Associate Professor in Chemical Engineering with USM. His research areas are in process control and simulation, process intensification systems, and hydrodynamics of fluid flow in microchannels. He has conducted various training, workshops, seminars, short courses and consultation for chemical & process industries in process control and separation technologies. He has also participated in the Gas Treatment Plant Project Onshore Gas Terminal in Turkmenistan under PETRONAS Carigali, Acid Gas Removal Unit (AGRU) project in TNBR Sdn. Bhd., as well as handling process safety management (PSM) of PETRONAS Sarawak Operation (SKO).   He is an active member of Society of Engineering Education Malaysia, Malaysian Automatic Control Engineers Society, and the Custodian of Malaysia Process Control (MyPC) Society.
