Malaysia Petchem JV Search Continues After Saudis Join Hub

Petronas Chemicals Bhd., a unit of Malaysia’s state energy company, said it’s in talks with petrochemical firms from Asia and Europe to invest in a $27 billion oil refining and petrochemical project, sustaining hope the country can find a partner after at least three previous deals fell through.
Companies from Japan, South Korea, China, Taiwan and Italy have expressed interest in joining the Refinery and Petrochemicals Integrated Development, or RAPID, said Chief Executive Officer Sazali Hamzah, declining to identify them. Earlier plans by Petronas Chemicals’ parent, Petroliam Nasional Bhd., to develop petrochemical plants at the complex in the southern state of Johor with Evonik Industries AG, BASF SE and Kuokuang Petrochemical Technology Co. never materialized.

Second RM6b ammonia plant

A second ammonia plant will be built at the Sipitang Oil and Gas Industrial Park (SOGIP) as part of the oil and gas industry’s development in Sabah this year.
Disclosing this, Deputy Chief Minister-cum-Industrial Development Minister Datuk Seri Raymond Tan said the project will see Sabah venturing into the natural gas downstream industry and would cost more than the existing Sabah Ammonia Urea Project (Samur) in Siptang.
“Sabah is looking into developing the oil and gas industry as another prospective area to be ventured into like engaging in natural gas development instead of selling our ample natural gas without value adding.
“What Samur does is turn the natural gas into solid substance like fertilisers and the project is worth about RM6 billion.
“Hence, for this year, Sabah will be venturing into another project which is a different one because Sabah will have a bigger share in setting up the second ammonia plant with the cost being more than RM6 billion,” he said at a Chinese New Year luncheon, Thursday.

Petronas bags six IChemE Malaysia Awards

Petroliam Nasional Berhad (Petronas) was the big winner at the Institution of Chemical Engineers (IChemE) Malaysia Awards 2016, bagging six out of the 16 awards under eight categories presented at Le Meridien Hotel Kuala Lumpur on Monday.
Twelve organisations/institutions and four individuals received IChemE awards at the ceremony, which was graced by the Royal Patron of IChemE Malaysia, Duli Yang Maha Mulia Raja Permaisuri Perak Darul Ridzuan Tuanku Zara Salim.
Petronas Chemicals Group Berhad (PCG)’s Vice President, Managing Director/Chief Executive Officer Datuk Sazali Hamzah, who is also a member of IChemE Malaysia’s Board of Directors said, “PCG received four out of the six awards presented to PETRONAS. We are honoured by this recognition for our long-standing commitment and efforts in upholding world-class standards in our processes. IEM Shout Out – Technical Visit to Universiti Teknologi Petronas 2016-11
November 10, 2016This is a shout out for the IEM. My technical division will be hosting a trip to UTP on the 15th November, 2016. You will be anointed with 2.5 CPD hours.
The depleting natural resources and increasing challenges in exploring new oil field has saw the importance of Enhanced Oil Recovery (EOR) in oil production industry. EOR has been recognized by the Malaysian Government as one of the focus area in Oil & Gas NKEA in year 2011.
The Centre of Research in EOR was established in Universiti Teknologi Petronas (UTP) in year 2006 to promote excellence in EOR research that mostly addresses the needs of industry and to manage laboratory services. Research in the area has continuously expanded at UTP since 2006. Most EOR research projects are conducted by the petroleum engineering staff and the topics are mostly conventional topics such as subsurface fluid flow, rock fluid interactions etc. In addition, there is an increasing interest from non-petroleum engineering researching EOR chemicals, application of waves, advanced materials among others.
Offshore engineering has always been a challenge for oil and gas industry, especially in Malaysia, since almost all exploration and production activities in Malaysia derive from offshore. New development in addressing the offshore challenges, both for shallow water and deep-water would be beneficial to the industry to optimize the offshore operation.
The visit to Centre of Research in EOR and Offshore Engineering Laboratory would extent the knowledge of engineers on research areas and applications on EOR and offshore engineering challenges in oil & gas industry.
Two dead in ammonia leak at Petronas plant

An ammonia leak at a Petronas plant in Sipitang, near here this morning killed two workers and injured three others.
Petronas Chemicals Group Berhad (PCG) confirmed the incident at 9.30am this morning at the Petronas Chemicals Fertiliser Sabah Sdn Bhd (PCFSSB) plant in the Sabah Ammonia Urea project in the Sipitang Oil and Gas Industrial Park some 140km from here.
“Five PCFSSB contractors were affected. The company, however, regrets to inform that two fatalities have been reported. The other three affected personnel have received appropriate medical treatment,” it said in a statement here.
“Our Emergency Response Team was immediately mobilised and the situation has been contained,” it also said, adding that there was no immediate threat to the surrounding communities or environment.

Shout Out – Talk on “Trilogy of Rare Earth Elements”

Deng Xiaoping famously said in 1992 that “The Middle East has oil. China has rare earths.” Following China’s reduction of the export of the critical raw materials in 2009, some countries tried to neutralize China’s 95 percent global supply of rare earths. The performance and fate of three rare-earth plants will be scrutinized with four factors: Process technology, Profitability, Siting and HSE (health, safety and the environment). The RE trilogy tells of the tragic extinction of an old plant and the exuberance of trauma of a new one in Malaysia, and the bankruptcy of the world’s oldest and massively reworked plant in America. More important, their massive failures have very adverse impacts in industries and investment, although they also offer valuable insights and lessens to the public and bureaucrats, investors and users of rare earth elements. The myth of China’s monopoly of REE will be exposed. Substitutes and recycling of REE, alternative technology for efficiency improvement and new technology will be discussed briefly.
Professor Ka Kheng Tan studied Chemical Engineering at University of Birmingham (UK) in 1977 and Environmental Engineering at University of California at Berkeley in USA. He conducted PhD research at Cambridge University and developed the Theory of Transient Instability caused by unsteady-state diffusion in non-Newtonian liquids. He has more than 35 years’ experience in the academia as a lecturer and professor, and four years in industries, and provides expertise and consultancy service to government agencies, World Bank and private firms over the last thirty years. He was inaugural Head of Department of Chemical Engineering at University Putra of Malaysia and Director of School of Engineering and Science at Curtin University (Malaysia) before joining HELP University. Professor Tan is a pioneer and world leader in transient hydrodynamics instability theory driven by buoyancy, surface tension and shear force in Newtonian and non-Newtonian liquids, porous media and plasma. The theory has been successfully applied to the prediction of the boundary layer instability and the formation of mantle plumes in deep earth, which has been presented to the prestigious Penrose Conference and Beijing Geology University, IUTAM Symposium, Cambridge University and Tsinghua University.
