The Petroleum (Safety Measures) (Amendment) Act 1993 (‘Amendment Act’) will come into operation on 2 February 2022 pursuant to Legislative Supplement B (P.U.(B)) 41/2022.

When the Amendment Act comes into operation, the Petroleum (Safety Measures) Act 1984 (‘Principal Act’) will be amended as follows:

Part V of the Principal Act (which provides for the transportation of petroleum by pipelines) will cease to apply to the supply of gas to consumers through pipelines under the Gas Supply Act 1993 (‘Gas Supply Act’); and
Part VI of the Principal Act (which provides for the storage and handling of petroleum) will cease to apply to a licensee under the Gas Supply Act for the supply of gas to consumers through pipelines from the storage tank or cylinder specifically used for reticulation of gas to any apparatus in any premises.


Six-year extension for ‘largest deepwater FPSO in Malaysia’

Malaysian energy and maritime solutions provider MISC Berhad announced that the Malaysian Deepwater Floating Terminal (Kikeh) Limited (MDFT) had recently entered into an agreement with PTTEP to extend a charter contract for the FPSO Kikeh, which is operating off Sabah, Malaysia.

MDFT is a joint venture company between MISC and SBM Holdings (SBM) with 51 per cent and 49 per cent of the equity, respectively.

As reported by MISC on Monday, the charter extension for the vessel is for six years, beginning January 2022 until January 2028.


Malaysia’s Petronas makes 3rd gas find off Sarawak’s Balingian province

Malaysia’s state oil firm Petronas has made a new gas discovery at the Hadrah-1 wildcat exploration well off the coast of Sarawak state, the firm said on Friday.

The discovery by subsidiary Petronas Carigali Sdn Bhd was made at Block SK411k located in the shallow waters of Balingian Province.

Petronas said Hadrah-1 is the company’s third gas discovery in this province, after Sirung-1 and Kulintang-1 in March and May respectively.

Petroliam Nasional Bhd (Petronas) said on Tuesday (Dec 28) it expects a positive outlook for 2022 to 2024 for the national oil company on a recovery in crude oil prices, as well as relaxation of Covid-19 standard operating procedures (SOPs) and directives besides an increase in plug and abandonment projects for planned retirement of oil and gas wells.

Petronas said the information in its latest activity outlook report, which covers 2022 to 2024, is accounted for when a specific activity begins and not by contract award.

Strong petrochemicals demand drives project starts in Malaysia

Malaysia is likely to witness start of operations of 31 petrochemicals projects from 2021 to 2025 driven by robust demand for petrochemicals, according to GlobalData.

GlobalData’s ‘Global Petrochemicals New-Build and Expansion Projects Outlook, 2021-2025’ report reveals that out of 31 projects expected to commence operations in Malaysia, polyethylene projects would be at three, followed by polypropylene and benzene with two each.

Bhargavi Gandham, Oil & Gas Analyst at GlobalData, comments: “Petrochemicals consumption is on the rise in Malaysia leading to supply-demand mismatch. This is leading to growth in investments and establishments of joint ventures to boost petrochemicals capacity in the country.”


Malaysia aims to fully implement B20 biodiesel mandate by year-end

Malaysia plans to implement its nationwide adoption of the B20 palm oil biofuel programme by the end of 2022, the country’s palm oil board said on Wednesday.

The mandate to manufacture biofuel with a 20% palm oil component – known as B20 – for the transport sector was first rolled out in January 2020 but faced delays due to movement curbs imposed to contain coronavirus outbreaks.

“We will do it stage-by-stage basis depending on the government’s financial capabilities,” Ravi Muthayah, the commodities ministry’s secretary general said during a seminar.


EnQuest ordered to pay Malaysian contractor $17.1 million

UK company EnQuest has been ordered to pay Malaysian contractor Barakah Offshore Petroleum nearly 71.6 million ringgit ($17.1 million) following an adjudication claim over offshore works.

Barakah launched legal action against EnQuest’s Malaysian subsidiary last year in relation to work carried out by Barakah under a 2018 letter of award for the provision of the Pan Malaysia Maintenance, Construction & Modification (PM-MCM) contract EN17051.


Malaysia’s Petronas, Sabah state launch masterplan for gas development

Malaysia’s state oil firm Petronas and the resource-rich state of Sabah on Tuesday (Jan 4) launched a masterplan to develop the state’s natural gas resources, including the construction of a liquefied natural gas (LNG) plant.

The Sabah Gas Masterplan is the result of a joint study between the state and Petronas, both parties said in a joint statement.

It entails the construction of an LNG plant with a capacity of 2 million tonnes per annum (MTPA) at the Sipitang Oil and Gas Industrial Park, which will provide opportunities for Sabah to expand its LNG distribution across the state, they said.
