Fuel subsidy worsens traffic and pollution, Najib tells Pakatan

The Opposition’s call for fuel subsidies to be reinstated would encourage the disproportionate use of private vehicles at the expense of the environment, said Prime Minister Datuk Seri Najib Razak.

The Barisan Nasional chairman consequently dismissed Pakatan Harapan’s campaign pledge as populist and contrary to global efforts to reduce carbon emissions and combat the effects of climate change.

“They make empty promises like returning oil subsidies… that would only put more cars on the road and increase the carbon footprint,” Najib said in his keynote address of the International Kuala Lumpur Youth Discourse 2017 here.

 


Shout Out – 2018-02 Talk on “Petroleum Engineering and the Life of Field”

My technical division will be hosting a talk on the 10th February, 2018. It is worth 2 CPD points, and held at Wisma IEM. The talk will be presented by Councilman Ir. Abdul Razak Yakob. ‘..not a well-know engineering discipline’, my aching b.

Petroleum Engineering is not a well-known engineering discipline.  It is a niche area where its major contribution is to the Oil & Gas (O&G) Upstream Industry.  This talk will introduce the study of Petroleum Engineering and how it contributes to the industry.  The talk will go into the heart of Petroleum Engineering, the Life of Field.  It is about the process cycle of a field that can take more than 40 years to complete. Each one of these 8 parts is the key to understanding how the industry works.  Well proposal, exploration well, development project planning, development well, production, workover and well services, enhanced oil recovery and field plug & abandonment.  Understanding the Life of Field shall open up the endless possibilities of technical and commercial contribution opportunities to the O&G Industry by all engineers.  This is the time for all engineers to be exposed to the O&G business operations before the next boom!

Ir. Razak Yakob is a Drilling Engineering Consultant and a part time Lecturer for Petroleum Engineering.  Razak has been in the oil and gas industry for more than 20 years, working for companies such as ExxonMobil, Halliburton, Talisman Energy, Petronas Carigali and EQ Petroleum / Uzma Engineering.

His core expertise is in Drilling Engineering with the working experiences spanning from development and exploration, technical support, training, competency development, finance and consultancy. As an independent consultant, he has worked in many parts of the world. He graduated from the Colorado School of Mines with a degree majoring in Petroleum Engineering and a minor in Mechanical Design.  Ir. Razak is the Secretary/Treasurer for the Oil, Gas and Mining Technical Division and an IEM Council Member.  He is also an Industrial Advisory Panel for a university.

Environmental Due Diligence is a process of identifying environmental risks and liabilities in order to help business to make informed decisions about commercial real estate transactions, or merger and acquisition (M&A). What are the common key issues associated with the hidden “can of worms” that may have significant implications on liability and risk? Major non-compliance/ violations Operational constraints imposed by environmental approval conditions/ permit-to-operate/ licenses Contaminated soil and groundwater. Unaccounted high waste disposal cost Long term remediation/ clean-up. Professional EDD assessors will identify the recognized environmental conditions at the property and if necessary, will recommend further investigation or assessment to characterize or estimate the potential liability or risk. Without EDD, unknowingly the owner may be held liable by simply owning the property. From site clean-up to compliance obligations and even third party legal actions, the remediation costs can easily run into the millions for the liable party. As such, EDD is a useful tool for the Buyer as well as the Seller because it enables both parties to make informed decisions to proceed with the transaction with negotiated terms & conditions, or to cancel the deal.

A chemical engineer by training,  Mr Chiew Teck Wee has 20 years of experience in environmental consultancy and project management. Mr Chiew received his degree from University of Malaya and later completed MSc in Environmental Technology at Imperial College London. He is registered with the Department of Environment (DOE) as Environmental Impact Assessment (EIA) Consultant. He is also a certified Lead Environmental Auditor. Mr Chiew has worked on numerous EDD projects with business, corporate clients and legal firms. He regularly provides consultancy and training on environmental compliance/ risk assessments and sustainability. Geographically, he has carried out environmental projects and studies in the Southeast Asia region, Kingdom of Saudi Arabia, Qatar and Sudan. Malaysia agrees to extend oil output cuts until end-2018

Malaysia will extend its oil production cuts until the end of 2018, in line with its commitment to reduce global supply as part of a deal struck between OPEC and other global oil producers.

OPEC and non-OPEC producers led by Russia agreed on Thursday to extend oil output cuts until the end of 2018 as they try to clear a global glut of crude, while still signalling a possible early exit from the deal if the market overheats.

OPEC and Russia combined produce over 40 percent of global oil.

“The production adjustments extension is needed to reduce oil inventory to a more reasonable level which will provide stability and sustainability in terms of price, as well as demand and supply,” Abdul Rahman Dahlan, a minister in the prime minister’s department said in a statement issued on Friday.

Yinson to Take Over Layang FPSO from THHE

THEE (sic), which has the Layang FPSO contract with Japan’s JX Nippon. has applied to Kuala Lumpur High Court, Malaysia to allow it novate the contract and deliver the vessel to Yinson.
Yinson has confirmed this in the Bursa Malaysia filing on Wednesday, saying it has no objection to the THHE application.
The charter contract — which is for EPCIC and leasing of a floating production storage and offloading facility to be deployed at the Layang field in Block SK10, offshore Miri, Sarawak — was initially made between JX Nippon Oil & Gas Exploration (Malaysia) Ltd and THHE.

 


‘Recovery in O&G industry hindered by low capex’

UMW Oil & Gas Corp Bhd (UMW-OG), a stock that has fallen out of favour after the meltdown of crude prices in late 2014, beat estimates with its first-ever profitable quarter in two years in the third quarter ended Sept 30, 2017.

The performance brought fresh optimism about earnings recovery for other upstream players. But is the long wait finally over? Analysts are still sceptical, with no consistent work order flow in the local upstream segment with national oil firm Petroliam Nasional Bhd (Petronas) sticking to upstream capital expenditure (capex) cuts.

IEM Shout Out – 2018-01 Half Day Workshop on HAZOP and Sustainable Process Design for Undergraduates

This is underselling my presentation.

My technical division will be hosting a half day course on the 20th January, 2018. It is worth 4 CPD points, and held at Wisma IEM. The course will be presented by moi, Councilman Ir. Razmahwata Mohd Razalli.

The course is meant to provide undergraduates with both instruction and workshop sessions so that the participants:
•  Are familiar with the concept of ‘risk’and familiar with the theory behind HAZOP
•  Are familiar with the actual HAZOP workshop process. And Participate in a HAZOP exercise.

At the end of the session, the participants should:
•  Have experience in a HAZOP session.
•  Understand the outcomes from a HAZOP session

Ir. Razmahwata has 20 years of experience in the oil and gas industry, in both design and operations. He has HAZOP, HAZID and SIL workshop leadership experience on offshore facilities. He is currently the Lead Engineer of IGL Services Sdn Bhd.
