Malaysia’s energy industry is a critical sector of growth for the entire economy, and it makes up almost 20% of the total gross domestic product. New tax and investment incentives, starting in 2010, aim to promote oil and natural gas exploration and development in the country’s deepwater and marginal fields as well as promote energy efficiency measures and use of alternative energy sources. These fiscal incentives are part of the country’s economic transformation program to leverage its resources and geographic location to be one of Asia’s top energy players by 2020. Another key pillar in Malaysia’s energy strategy is to become a regional oil and natural gas storage, trading, and development hub that will attract technical expertise and downstream services that can compete in Asia.

 


Kelantan losing out from ambiguities in Petroleum Act

Oil and gas expert Anas Alam Faizli said ambiguities in the Petroleum Development Act of 1974 (PDA) must be sorted out, as different parties were interpreting it differently.

Speaking to FMT, Anas said, “There are now a host of different interpretations and ambiguities in relation to what documents can be applied to resolve the issue which is the main cause of concern. If this is not addressed there will be no end to this.

Anas said this in regard to Kelantan’s oil royalty dispute in which one party claimed there was no need for royalty payments to Kelantan.

Explaining it in greater detail, Anas said, ”Others may argue, that the Assignment Deed, and the Vesting Grant 1975/1976 supersedes the law, which then conflicts with views by other experts who may interpret it differently based on their perspective of the Federal Constitution or the Petroleum Act.”


This Is Only The 3rd Oil Project Of Its Kind, Ever

The petroleum world witnessed a historic event this week. With a new type of oil production project becoming operational for just the third time in history.

That’s a type of operation known as a “risk service contract” or RSC. Which is becoming a go-to vehicle in Malaysia, for the development of that country’s offshore regime.

This month Malaysia’s state oil firm Petronas said that the Banang offshore oil field has gone to production under a risk service contract. Part of a larger field development known simply as the “KBM” cluster. A project that was being advanced by U.S. outfit Coastal Energy, which was purchased last year by the government of Abu Dhabi.

Lundin Petroleum acquires interest in block offshore Malaysia

Lundin Malaysia BV, a wholly owned unit of Lundin Petroleum AB, has entered into agreements to acquire 50% interest in PM328, and operatorship of the block, from Petronas Carigali. The effective date of the transaction Aug. 31.

PM328 lies offshore Malaysia, northeast of PM307, which is also operated by Lundin Malaysia. PM328 covers an area of 5,600 sq km.

The initial production-sharing contract term is for 3 years. Within the first 18 months, Lundin Malaysia has committed to undertake the acquisition of 600 sq km of 3D seismic. Lundin Malaysia then has the option to commit to drilling one well in the remaining 18 months, or elect to hand back its interests to Petronas without penalty.

The remaining interest in the block will be held by Petronas (40%) and E&P Malaysia Venture Sdn. Bhd. (10%).

Mustapa challenges Kelantan govt to show proof for oil royalty claim

Kelantan Barisan Nasional (BN) chairman Datuk Seri Mustapa Mohamed today challenged the PAS-led state government to show proof for the oil royalty claim bandied about by the party.

“The state government claimed that the Federal Government had denied their right to receive the oil royalty. This is a big lie. They have no right.

“We challenge them to show proof that the Federal Government must pay RM12 billion in oil royalties to Kelantan,” he said during a political talk in Tebing here, tonight.


ExxonMobil starts Tapis field enhanced oil recovery project

In a statement today, ExxonMobil said the operations would start with water-alternating-gas injections from the recently-installed Tapis R central processing platform into targeted wells on the existing Tapis A platform.

Its president, See Kok Yew, said the project exemplified ExxonMobil’s leadership in technology application and global project execution excellence to maximise reserves recovery from producing fields.

The Tapis EOR project is one of several oil and gas investments announced in January 2011 by Prime Minister Datuk Seri Najib Tun Razak as part of the country’s Economic Transformation Programme.


Malaysia plans exports of new crude oil grade in November

Malaysian state oil firm Petronas plans to ramp up production at an offshore field this month, with first exports of the new crude grade planned for November, two sources with knowledge of the matter said Wednesday.

Ramp-up of output at the Gumusut-Kakap field is key to Malaysia’s efforts to boost production and exports from several deepwater developments in the eastern part of the country.

Production of the new Kimanis crude grade may reach 80,000-90,000 barrels per day (bpd) next year, with potential to raise production further in the future, said one of the sources.

“If everything goes right, a cargo will load in November,” the source said.
