Petronas Gas readying to offer under-utilized capacities to new gas players

 Malaysia’s national oil company Petroliam Nasional is in talks with government agencies to finalize financial details of a plan that allows new suppliers to use its unit Petronas Gas’ underutilized capacities at pipelines and gas processing facilities in the country.

Petronas Gas could potentially sell as much as half of current regasification capacity and up to 25% of pipeline load to third parties, Chairman Mohd Anuar Taib said at a news conference. Talks with the Energy Commission, an agency regulating the power sector, could be concluded as soon as this year.

 “We do see (opportunity) as we have underutilized capacity, and with shippers (coming in), we could benefit from higher utilization,” Chief Executive Yusa Hassan said. “We are actually in full support.”

Malaysia decided last year to give new suppliers access to existing infrastructure such as regasification terminal, and tap into transmission and distribution pipelines in the country. That will allow other companies to sell gas to consumers, easing a decades-old restriction in an industry dominated by Petronas Gas and Gas Malaysia.

Be firm with Petronas on Sarawak’s share, Abang Johari urged

Chief Minister Abang Johari Openg should be firm with Petronas that it must consult Sarawak when deciding on its onshore and offshore blocks of oil and gas, Batu Lintang assemblyman See Chee How said.

See, the state PKR vice chairman, also urged the state government to consider investing in and taking ownership of the development of the petroleum resources within Sarawak’s territorial boundary.

The Borneo Post quoted See as saying it was unacceptable for Petronas to continue ignoring Sarawak’s assertion of rights to resources within the state’s territorial boundary.

“I am seriously contemplating to move a private member’s motion on this matter at the coming Sarawak State Assembly sitting scheduled from May 11 to 22, and I am hopeful that my fellow ADUNs (state assemblypersons) will be supportive of it, to take another important step towards fulfilling Tan Sri Adenan Satem’s, and all Sarawakians’, aspiration that Sarawak’s inherent sovereign and autonomous powers be respected by the Federation.”

Bumburing asks if Petronas operating illegally

Dateline 2017-04-12, Daily Express:

The State Legislative Assembly has been urged to seriously consider the question as to whether Petronas is legally operating in Sabah waters since laws that were enacted during the Emergency, which has since been lifted, are now annulled and no longer applicable to the State.

Tamparuli Assemblyman Datuk Seri Wilfred Bumburing (pic), when highlighting the matter, said as such the national oil and gas company has no right to operate in the territorial waters as they now belong to the State.

Petronas Loads First-Ever LNG Cargo From Floating Facility

Malaysia’s state oil and gas company Petronas announced the loading of the first liquefied natural gas cargo from a floating production facility over the weekend. The facility is located off the eastern coast of Malaysia and the cargo is bound for a client in South Asia, most probably South Korea, according to media.

Reuters reported late last week that the loading of the 144,000-cu-m Seri Camellia tanker had started at the Petronas Floating LNG Satu.

The Satu facility is estimated to have cost Petronas $10 billion, going into operation last year. Thanks to the floating facility, the Malaysian company beat other energy majors such as Shell and Japan’s Inpex, which are also working on floating LNG production projects.

Aramco JV was well thought out, says Petronas

The joint venture with Aramco for the Refinery and Petrochemical Integrated Development (RAPID) was not done overnight but had been looked at since 2014, said Petronas group executive vice-president Md Arif Mahmood.

Arif said the Malaysian unit was “never forced into the joint venture” and had always been eyeing a partner like Aramco.

WITH crude oil prices at a relatively plateau level, the time is right for oil and gas players to collaborate or consolidate, said Malaysia Petroleum Resources Corp (MPRC) senior vice-president Syed Azlan Syed Ibrahim.

“Although we foresee 2017 will not be far off than 2016, I do not think it will be worse. This is the opportunity for players to make the hard decision to restructure or reform. That time is now.

“They need to do it now so that when the market goes back up they will be ready,” he said after the MPRC business seminar, here, on Friday.
