Dateline 2013-06-08:
Speculations are rife here that Sabah is re-looking the option of using coal as a power source despite Prime Minister Najib Tun Razak’s decision in 2011 to call off the construction of a proposed coal-fired power plant in state following a widespread public outcry over its effects on the environment and health.
Sabah Chief Minister had also toed the line and announced that his government had scrapped plans to use coal as a power source. Skeptics at the time had opined that the decision was “ploy” because of the 13th general elections.

Dateline 2013-06-07, Malaysian Insider:
DAP assemblyman Yeo Bee Yin called for a number of legislative reform today to ensure greater transparency and accountability in managing Malaysia’s oil wealth.
This comes as Revenue Watch Institute’s (RWI) report on government disclosure in oil, gas and minerals management in 58 resource-rich countries released in April saw Malaysia scoring three per cent lower than in 2010, performing poorly in all three criteria touching on matter of accountability like reporting practices and safeguards and quality control.
“It is time for Malaysia to move to greater transparency and accountability in governing the wealth of oil lest we fall into the category ‘curse of oil’ or ‘Dutch Disease’,” said Yeo in a statement here, referring to negative consequences arising from large increases in a country’s income.

Dateline 2013-05-30, Malaysian Chronicle:
Malaysia fares worse than Kazakhstan, Azerbaijan and Iraq in the latest Resource Governance Index published by Revenue Watch Institute.
Malaysia ranks 34th out of 58 countries with a score of 46 out of 100 in Resource Governance Index (RGI) published on 8 May 2013 by Revenue Watch Institute (RWI), a non-profit organization that promotes effective, transparent and accountable management of natural resources. Isn’t the reason for deferment obvious? Can you spell “1AkuJanjiLepasUndi?”
Dateline 2012-05-22, Fox Business News.
Malaysia’s Petroliam Nasional Bhd. has deferred for another three quarters a decision to proceed with what the government describes as one of the country’s most important oil-and-gas projects.
A decision about building the $20 billion petrochemical complex in the southern state of Johor has been deferred until the first quarter of 2014, Petronas Chief Operating Officer Wan Zulkiflee Wan Ariffin said on Wednesday. He didn’t give a reason. It had been scheduled to announce if it will go ahead by next month. Petronas is currently conducting a new “front-end engineering design study,” Mr. Zulkiflee told a news conference.

Yes, there is an oil & gas angle, bear with me. Dateline 2013-05-26, FMT:

The key to improving Sarawak’s socio-economic gap is to redefine the Pertroleum Act 1974.
More money for Sarawak is of course very attractive and indeed makes it sounds as if it’s the first solution to poverty woes.
However, it is pointless to lobby for more money if funds are siphoned away through the unknown channels of corruption
Fact is Sarawak and Sabah have paid more than their reasonable dues to the federal government.

Too bad we can’t open up our elected reps (all of them) offshore bank account books.
From FMT, dateline 2013-05-19:
A Sabah state legislative assembly representative has called for greater transparency, accountability and creditability in the shadowy world of the nation’s oil wealth that is now only privy to the Prime Minister.
Luyang representative Hiew King Cheu said the need to amend the Petroleum Development Act 1974 is in line with Prime Minister Najib Tun Razak’s declared intentions of creating a more responsible government.

History, but an interesting post.
Dateline 2013-04-28, Malaysian Chronicle:
In the first part of this article (see Why Malays should no longer vote for UMNO/BN), I highlighted the historical aspect of the general election in Malaysia and linked the election promises made by Umno/BN to certain policies of the government like the NEP and the mega projects.
The conclusion of the article was that the Malay voters should have rejected leaders from Umno/BN a long time ago for their failure to fulfil the targets and objectives of the various policies including the NEP. Also, many of the Umno leaders from that era were enriching themselves under the guise of the NEP implementation.

One of the issues that is bound to crop up in the 13th general election campaign is oil royalty. In the past, many reasons have been presented by political parties from both sides of the divide on who is entitled to what. Perhaps this article will help shed some light on the issue.
When the Rulers and representatives of the Straits Settlements, the Federated Malay States and the Non-Federated Malay States signed the Federation of Malaya on January 31, 1948, nobody imagined the significant petroleum money conflicts that would ensue for the years to come.
