Ex-Petronas chief to helm Singapore power giant

 Ex-Petronas CEO Tan Sri Hassan Marican is set to become chairman of Singapore Power Limited (SP) in June succeeding Ng Kee Choe who will retire on June 12, according to Energy Asia.

The news portal that focuses on the energy industry reported this yesterday, citing the island republic’s utility giant.

Marican, who left the national oil company at the beginning of 2010 allegedly due to friction with the Najib administration, has been accepting directorships with several foreign firms in the energy sector.

Among them are Singapore government-linked companies including SembCorp Industries Limited, SembCorp Marine Limited and Singapore Power, which he joined on February 15, 2011. He is also a director at Sarawak Energy Berhad and US oil and gas giant ConocoPhillips.


Gas discovery to boost Sarawak’s O&G scene

Petroliam Nasional Bhd’s (Petronas) two new gas discoveries offshore Sarawak will continue to fuel the excitement for oil and gas investments in and around the state.

According to an analyst from AmResearch Sdn Bhd (AmResearch), while these new gas finds would need another three to five years of analysis and interpretation of seismic data before progressing to the initial development phase, this would certainly provide excitement to the industry here.

“Sarawak is a major state gas producer and exporter, with the country’s only liquefied natural gas plant located in Bintulu,” the analyst highlighted.


IEM Shout Out – Talk on Portfolio Scenarios Analysis – Engineering and Construction in Oil and Gas Industry

Engineering and Construction in the oil and gas industry is a unique and complex activity. The application and enforcement of Key Performance Indicators (KPI) in both Engineering and Construction phases will minimize the impacts and risks, towards reaching the project completion.

The talk will cover the following aspects:-

• Engineering and Construction – Problem Statement
• Engineering and Construction – Formulated and Integrated Basis
• Engineering and Construction – Portfolio Scenarios Analysis Framework

Portfolio Scenarios Analysis of Engineering and Construction will share the high-level strategy and primary understanding of the ‘architect’ or engineer in a way that may infringe on their professional responsibilities but must be responsibly executed so that the project will be finished on time and within budget. Hence, both Engineering and Construction teams have the rights to stay in control of their responsibilities.

Ir. Roslin Ramli graduated with a B.Mech.Eng (Marine Technology) degree. His professional qualification includes being a registered Professional Engineer (PE) with BEM and a registered Construction Site Manager with CIDB. Ir. Roslin also has a Professional Certificate in Management from Melbourne University, Australia.

He has more than 20 years of work experience in the oil and gas industry, specializing in Construction, Site Management and Engineering Management for Downstream Plant, Offshore, Marine and Shipbuilding Projects. Ir. Roslin has presented technical papers internationally and has published articles in oil and gas magazines. Ir. Roslin current post is as a Principal Engineer (Construction) in Technology and Engineering (T&E) Division of Petronas. His current role is now as Head of Topside Engineering / Construction for Petronas Floating LNG (PFLNG) Project.

From Bernama – 104 Malaysian Families In RM3 Billion Pulau Daat Project To Be Shifted

A total of 104 families with Malaysian citizenship and permanent resident status will be provided with houses to enable the RM3 billion integrated oil and gas hub project to be implemented smoothly.

The 237 families living in Pulau Daat, an island earmarked for the project, have been compensated RM1,000 for each family, with half of them having left the island to look for dwelling elsewhere.

Not only the living will have to go, but the dead too have been relocated since May last year, with the help of the Labuan Religious Department (Jawi) which started a massive relocation of old graves, with some even having been there for more than 40 years, to the Sungai Labu Muslim Cemetery.

Most of those staying on the island are IM13 holders of the United Nations High Commissioner for Refugees (UNHCR).


MP rebuked over Sabah oil-for-funds link

The bid by an Umno MP to link the federal development funds to Sabah and the amount of oil royalty paid has triggered an immediate rebuke from the opposition.

The Sabah Progressive Party (SAPP) said that the insinuation by Sabah BN secretary and Kota Belud MP Abdul Rahman Dahlan that Sabah would suffer if the oil royalty was raised as it could lead to a reduction in federal allocation for development was nonsense.

CIMB takes over troubled Johor oil terminal

A CIMB-led consortium has agreed to take over a multi-billion ringgit oil terminal project in Johor following years of shareholding disputes which hobbled the bunkering facility from the get-go.

Bankers involved in the restructuring of Asia Petroleum Hub (APH), the private company awarded rights to develop the terminal, told Singapore’s Straits Times that shareholding issues have been resolved and CIMB has committed to fund the project to completion.

They told the daily the project was about two-thirds complete and that the new consortium hopes to finish it within 18 months.

“Taking over a project for a bank is a little out of the box, but this is a very viable business and there is no reason why CIMB shouldn’t own it as a major investment,” a banker involved in the deal was quoted as saying.

The topic

The presentation will discuss the aspects of flow assurance challenges associated with deepwater subsea developments, particularly for long subsea tie-back projects.

Often one of the main operating concerns for deepwater subsea developments is hydrates and how best to operate outside the hydrate region. Flow assurance challenges often occur at the end of field life at low flowrates and how to extend the field life. However in order to optimise the MEG system (storage and process capacity) as well as addressing slugging and well start-up for late field life, flow assurance needs to be done in the design phase. This presentation highlights and addresses these issues.

The speaker

Mustafa Mahmood MIChemE has 23 years’ experience in conceptual and detail design of onshore / offshore projects. He is currently Flow Assurance Manager on deepwater developments at Intecsea and developing the Flow Assurance Team for South East Asia. He has extensive experience in all aspects of subsea process design and flow assurance for deepwater projects and was lead flow assurance engineer for subsea gas-condensate pipelines for an LNG project in Australia.
