From Free Malaysia Today: Sabah BN rejects call for increased petroleum royalty

A motion asking the Umno-led Barisan Nasional state government to demand increased payment of the petroleum royalty to Sabah has been rejected by the State Legislative Assembly Speaker, sparking accusations of cowardice from an opposition member.

Luyang state assemblywoman Melanie Chia took the state government to task for failing to protect the rights and interests of Sabah, now the poorest state in the country.

She said this was evident from the rejection of her motion requesting the state government to review the agreement on the petroleum royalty and demand it be increased to 20% from the current 5%.

The Sabah Oil and Gas Contractors Association has urged the all-powerful government-linked companies (GLCs) to assist local contractors and not compete with them in securing oil and gas contracts.

“Well established GLCs should be the ones supporting the local companies and ensuring that they can participate more actively in this rapidly growing industry,” its president Iskandar Abdul Malik said yesterday.

He was speaking at the sideline of a town hall briefing session on the “International Gas Union Malaysian presidency and world gas conference 2012 Kuala Lumpur” at Wisma Bandaraya here.

MMC Corp Bhd‘s subsidiary Gas Malaysia Sdn Bhdcould debut on Bursa Malaysia in a very substantial initial public offering (IPO) this year.

Analysts said Gas Malaysia’s IPO could raise anywhere from RM650mil to RM750mil, making it one of the largest IPOs of the year.

Reuters quoted sources with direct knowledge of the IPO as saying MMC was looking to raise up to RM750mil from the listing of Gas Malaysia. The newswire said MMC was looking to float about 333.8 million shares, which priced the IPO shares indicatively at about RM2.50 per share.

ExxonMobil affiliates and San Miguel Corporation (SMC) have reached agreements for the sale of ExxonMobil’s interest in three businesses operating in the Malaysian Downstream petroleum sector.

The agreements includes ExxonMobil’s 65% stake in the publicly traded company Esso Malaysia Berhad (EMB), which operates the Port Dickson refinery, as well as its wholly-owned ExxonMobil Malaysia Sdn Bhd (EMMSB) and ExxonMobil Borneo Sdn Bhd (EMBSB) affiliates which are involved in the retail, industrial and wholesale and aviation fuels businesses.

These refining, distribution and fuels marketing businesses will continue to operate as they do today under the new shareholder.

 


The Edge – Dialog makes foray into O&G devt under Petronas contract

DIALOG GROUP BHD has made its foray into the development and production of marginal hydrocarbon reserves in Malaysia after its joint venture (JV) secured a contract from Petroliam Nasional Bhd.

Petronas had on Tuesday, Aug 16 awarded a risk service contract (RSC) for the development and production of O&G from the Balai cluster fields off Sarawak to a partnership of Roc Oil Malaysia (Holdings) Sdn Bhd and Dialog D&P Sdn Bhd in a JV with Petronas Carigali Sdn Bhd.

The Balai Cluster RSC is the second contract to be awarded under Petronas’ new petroleum arrangement.

Dialog D&P was identified by Roc Oil as their qualified local technical partner to undertake the project. Roc Oil will have a 48% interest, Dialog D&P 32% and Petronas Carigali 20% in the partnership.

Petroliam Nasional Bhd, Malaysia’s state oil company, reduced a price-adjustment factor for its benchmark Tapis crude for a second month, reflecting a drop in profit for making diesel.

Petronas, as the Kuala Lumpur-based company is known, cut the factor to US$5.90 a barrel for August from US$6.50 for July, an official said today, asking not to be identified because of internal policy. The factor, set at a record for five months through January, averaged US$3.84 last year and 59 cents in 2009.
