Petronas to delay $19 billion petrochemicals project

Okay, this is really out of date info, but I’m behind, so much news to share. “Water supplies”?

From FMT, dateline 2013-07-30:

Petronas will start up its $19 billion petrochemicals complex in Malaysia in 2018, the company told Reuters on Tuesday, signaling a further delay in the country’s largest-ever infrastructure project.

A delay to the project in  Johor could deal a potential blow to the economy of  as well as local oil and gas services firms hoping for work on the massive complex.

A source familiar with Petronas’ business strategy told Reuters the project had been complicated by a need to secure water supplies as well as cater for proposed international partners.

The RM60 billion Refinery and Petrochemical Integrated Development (RAPID) project will not be completed on time due to delays by the Johor government, state oil and gas company PETRONAS said today.

The mega project was previously slated to start operations in 2016, but PETRONAS announced today that the date has been pushed to early 2017.

“There has been some delay to state government, which includes housing … There have been delays in moving the Muslim cemeteries,” said PETRONAS president and group CEO Tan Sri Datuk Shamsul Azhar Abbas at a media briefing here.

Malaysia’s Petroliam Nasional Bhd. has deferred for another three quarters a decision to proceed with what the government describes as one of the country’s most important oil-and-gas projects.

A decision about building the $20 billion petrochemical complex in the southern state of Johor has been deferred until the first quarter of 2014, Petronas Chief Operating Officer Wan Zulkiflee Wan Ariffin said on Wednesday. He didn’t give a reason. It had been scheduled to announce if it will go ahead by next month. Petronas is currently conducting a new “front-end engineering design study,” Mr. Zulkiflee told a news conference.


Pakatan says not against RAPID but project implementation

Pakatan Rakyat (PR) clarified today that it will not scrap Petronas’ RM60 billion petrochemical refinery in Pengerang should it wrest federal power but will only put the project on hold, pending the resettlement of affected villages in the Johor constituency.

PR de facto leader Datuk Seri Anwar Ibrahim (picture) told a press conference here that the pact was not against the multibillion ringgit refinery but was concerned over how the Petronas’ Refinery and Petrochemicals Development (RAPID) had been rushed without due consultation with those living in the affected areas.

The US$20 billion refinery and petrochemical integrated development (RAPID) project to be undertaken by Petronas in southern Johor will be timely in meeting burgeoning demand for energy and petrochemical products especially in Asia in the next 20 years.

To be launched by His Royal Highness the Sultan of Johor, Sultan Ibrahim Ibni Almarhum Sultan Iskandar on Sunday, the project would also enhance both Malaysia’s and the region’s petrochemical industry, attracting investments from world class oil, gas and petrochemical firms.


Petronas’ Rapid Project Progresses As Scheduled

Petronas said today its proposed Refinery and Petrochemical Integrated Development (RAPID) project, to be located in Pengerang, Johor, is progressing as scheduled.

In a statement, Petronas said RAPID’s proposed refinery would have a capacity of 300,000 barrels per standard day and it would supply feedstock for RAPID’s petrochemical complex as well as produce gasoline and diesel that meet European specifications.

The RAPID project aimed to capitalise on the growing need for speciality chemicals and to meet the demand for petroleum and commodity petrochemical products in the Asia Pacific region by 2016.

First announced by Prime Minister Datuk Seri Najib Tun Razak on May 13, 2011, the project has achieved several important milestones in the past few months.

Following the announcement, a detailed feasibility study on the proposed project was undertaken and completed in October 2011, it said.
