Petros, a petroleum exploration and production company owned by a Malaysian state government, has been officially formed, national news agency Bernama reported on Monday citing the state’s chief minister.

Petros was formed by the state of Sarawak to participate in the extraction of oil and gas in Sarawak “while still pursuing its request for a 20% royalty” from national oil company Petroliam Nasional, Bernama reported.

 


Correcting oil royalty perception

Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi advised those who accused the Federal Government of acting tyrannically with regard to oil royalty distribution “to go back to kindergarten”.

“They claimed that Sabah only get five per cent of oil royalty while the other 95 per cent allegedly monopolised by the Federal government. Please-lah… do not make mistake about this,” he said in his speech at the Meet the People event, here, Saturday.

Zahid explained what was actually determined back then was that Sabah would receive five per cent after everything else was accounted for, namely the production and exploration costs.

 


Petronas Loads First-Ever LNG Cargo From Floating Facility

Malaysia’s state oil and gas company Petronas announced the loading of the first liquefied natural gas cargo from a floating production facility over the weekend. The facility is located off the eastern coast of Malaysia and the cargo is bound for a client in South Asia, most probably South Korea, according to media.

Reuters reported late last week that the loading of the 144,000-cu-m Seri Camellia tanker had started at the Petronas Floating LNG Satu.

The Satu facility is estimated to have cost Petronas $10 billion, going into operation last year. Thanks to the floating facility, the Malaysian company beat other energy majors such as Shell and Japan’s Inpex, which are also working on floating LNG production projects.

A security expert has cautioned that the theft of equipment, which contained canisters of radioactive material from an oil and gas exploration company here, could be more than what meets the eye. Counterterrorism specialist Andrin Raj said yesterday the radioactive material — Iridium-192 — was highly sought after by terror groups such as Islamic State, which use it to make dirty bombs. He said the Chemical, Biological, Radiological, Nuclear, Explosives (CBRNe) threat was new in Southeast Asia. “For some years, there was only talk of the threat in Southeast Asia. “This (CBRNe) threat is (now) the the region’s new threat. “The Iridium-192 found in Klang is a worrying sign that Malaysia is becoming a major transit point and base for religious and violent extremists.


Sarawak deserves separate price tier for oil, says SUPP

The Sarawak government has been urged to take charge of its oil resources to buffer Sarawakians against the cost of rising fuel prices.

Sarawak United People’s Party (SUPP) Youth publicity secretary Milton Foo proposed a separate tier of oil prices for the state as a “temporary mechanism” to ensure “Sarawakians are treated more fairly” in view of the state’s contribution to the country’s oil production.

Foo said petroleum found in Sarawak should belong “to the people of Sarawak.”

“We deserve a separate tier or system of oil prices from Peninsular Malaysia, which should be at least 20% lower since we have contributed so much to petroleum resources in Malaysia,” he said in a statement today.

Sarawak contributes 47% of Malaysia’s total oil production.

Shamsul Azhar Resigns From Petronas Gas On Jan 1

Petronas Gas Bhd Chairman Tan Sri Shamsul Azhar Abbas, 64, will resign from the company on Jan 1, 2017, after helming the company for about a year, the company announced in a filing to Bursa Malaysia.

Petroliam Nasional Bhd (Petronas) Executive Vice-President and Chief Executive Officer (Upstream) Datuk Anuar Taib, 48, would succeed Shamsul who has expressed intention to resign due to time constraint as he currently served on the board of various Malaysian and overseas companies.

Anuar, 48, joined Petronas in 2012 as Chief Executive Officer of Petronas Development and Production before subsequently promoted to Senior Vice-President of Petronas Upstream Malaysia.

Petronas Gas also announced the resignation of non-independent and non-executive director Datuk N. Sadasivan Pillay, 75, effective Jan 1, 2017.


Sarawak’s right to repossess petroleum resources

Sarawak came together with Sabah, Singapore, and Malaya, supposedly partners of equal status, to form Malaysia pursuant to the Malaysia Agreement 1963 (MA63), with its territory, including its own continental shelf and all attached resources, intact.

The assurances of this fact and intent in the new federation were stated clearly by the new prime minister himself (fig.1), to allay any doubt as to the nature of the union between the parties concerned: “…When the Borneo territories become of Malaysia, they will cease to be a colony of Britain, and they will not be a colony of Malaya – I thought I made it clear – they will be partners of equal status.”


Petronas to add Kimanis crude to Malaysian crude oil basket from January 2017

Malaysian state oil firm Petronas will add its Kimanis crude into the current crude oil basket from January, changing the way it sets its monthly crude official selling prices (OSP), according to a document sent to customers and seen by Reuters.

Petronas will add the Kimanis crude grade to the basket that is currently made up of its three flagship grades Labuan, Kikeh and Miri Light crude.

The oil firm will continue to price its crude against dated Brent and will publish monthly OSPs by adding an alpha to the monthly average of Platts dated Brent.

 

 


Setting up gas distribution network

The state government plans to introduce legislation on the distribution and reticulation of gas in Sarawak either at the next State Legislative Assembly (DUN) sitting this Nov 21 to 30, or the one after that.

Chief Minister Datuk Patinggi Tan Sri Adenan Satem said the proposal was made in view of the distribution and reticulation of gas in the state for consumers’ usage not being properly regulated.

“There appears to be a vacuum and there’s no proper law with regard to the distribution and reticulation of gas in the state. This is a state power within Sarawak and we intend to introduce the legislation in the coming DUN sitting, or the one after that,” he said during a press conference held after the signing of contract on ‘E6 Field Development Project (Fabrication of E6DP – A Substructure and Topsides) for Sarawak Shell Bhd’ between the management of Shell Companies in Malaysia (Shell) and Brooke Dockyard and Engineering Works Corporation (Brooke Dockyard) at a hotel here yesterday.
